AGENDA ITEMS:
1. Sign in sheet – to be issued along with the pre‐bid meeting minutes as an amendment to the solicitation.
2. Introductions for NPS staff present
3. Thank you all for taking the time to meet with us today. The project is extremely important to the Park and has been a long time coming. The existing facility has a number of issues including structural deterioration, presence of mold and other hazardous materials, and is extremely inefficient in energy use.
4. Today we will review a number of agenda items to familiarize you with the selection process and the project. Following the meeting here this morning we will be visiting the site. We plan to only take a few hours of your time.
5. We would prefer that question be sent to the CO in writing. Any questions and answers today will need to be recorded and issued in an amendment to the solicitation.
6. Contracting Information – Dave Thomas
7. Source selection:
Section L outlines the information the NPS would like to see in the technical proposals.
Section M describes how the technical proposals will be evaluated.
Source selection will be best value ‐ see section M Part B.3. In making the selection, technical criteria is approximately equal to price.
It is imperative that the offerors address the evaluation factors listed in L specifically.
We are primarily interested in the capabilities and experience of key personnel as it relates to the scope and conditions of this project.
Note that a proposed construction schedule is part of the RFP source selection criteria.
8. Project milestone dates:
Cut‐off date for questions 10/3/2017
Proposals due 10/11/2017
Contractor selection late October
Construction contract award early November

xiii. Hazardous Materials Abatement Plan and related Health and Safety Plan.
xiv. List of Required Construction Permits
We could potentially issue a LNTP for demolition and contaminated soil mitigation. Of the Div 1 submittals, an approved indoor air quality plan and commissioning plan would not be required for the LNTP.
9. Project orientation:
Site map – LSB project site is about 15 mi or 30 minutes north of Bayfield.
Screen shot of google maps – project site area
Photos of the existing facility:
i. Two story building with a basement – approximately 3,800 sf.
ii. Some hazardous materials will need to be removed prior to demolition of the facility including non‐friable asbestos. See Terracon HAZMAT survey and specification section 138000 for requirements.
iii. Lead containing paint is assumed to be present. Lead abatement for purposes of hazard control is not required however compliance with OSHA lead in construction will be required during demolition. LCP debris to be sampled and profiled as required by the disposal facility.
10. Demo Plan C2.0:
Demo of the existing building
Contaminated soil mitigation – See Terracon mitigation plan ‐ former 500 gal fuel tank was located just east of the existing facility; volume of impacted unsaturated soil is estimated to be 330 to 455 cubic yards – price to be based on removal of 400 cy, please provide unit price. Contractor will be paid for actual quantity removed. Primary concern is soil directly below and north of the existing facility.
Keynote N: Existing below ground septic tank to be removed. Tank material, size and depth unknown. Assume concrete tank filled with sand. Include all assumptions with bid proposal.
Keynote J, K & L: Relocation of existing propane tank and the removal & reconfiguration of existing below grade propane lines is bid option 1.
Keynote D: Demolition of waterline and hydrant was done as part of Twilite shelter project (will review on the following slide).
A portion of the sidewalk demo on the west side of the site was also likely done as part of the Twilite shelter project. Will verify while on site after this meeting.
5 existing trees or stumps denoted by X are to be removed.
Keynote A, C & Q: Portions of the existing sanitary sewer line and underground electrical to be removed and reconfigured.
Keynote E, G, & M: Relocate existing safety kiosk, drinking fountain, and trash receptacle.
Existing asphalt paving to be removed in three places – eliminate parking north of the facility and accommodate parking reconfiguration west of the facility.
Some existing grass to be removed north of the facility to accommodate the new kayak drop‐off area.
11. Site plan C3.0:
Note the location of the shelter for the historic fishing tug Twilite. This is a separate project and is currently underway.
Note the location and orientation of the new facility – it is in close proximity to the existing building.
All the site improvements shown on this plan are part of this project, including the sidewalks around the Twilite shelter.
Note the kayak drop‐off area on the north end of the site and the reconfigured parking on the west side of the site.
Note the location of the relocated propane tank (bid option 1). New concrete pad for both the existing and relocated tank at this location.
Note the relocated propane lines will need to serve both the VC and existing restroom facility.
