About this file

This Notice of Intent to Award from the City of Sanford, Florida Purchasing Division announces the City's intent to award Invitation for Bid (IFB) 25/26-10 for Monroe Hall Renovations to Mila Business Concepts LLC, effective May 21, 2026. The project encompasses comprehensive renovation services including roofing replacement, acoustic ceiling replacement in offices, repairs to damaged tongue-and-groove ceilings, drywall repairs, complete flooring system replacement with subfloor and floor joist work as necessary, and replacement of interior bifold and swing doors, as well as exterior French doors and one swing entry door. The original sealed bid submission deadline was April 28, 2026, at 2:00 PM Local Time, with a non-mandatory pre-bid conference and site walk-through scheduled for April 7, 2026, at 10:00 AM. The successful contractor must commence work within ten days of the Notice to Proceed and achieve substantial completion within 120 calendar days, with final completion no later than 30 days thereafter. The contract is structured as a one-time purchase with an optional one-year renewal period.

The Notice of Intent to Award is contingent upon final departmental approval and does not constitute a binding agreement until the City executes a formal agreement and/or purchase order with acceptable terms and conditions. The award is subject to the successful bidder's acceptance and execution of the agreement; failure to do so permits the City to revoke the award and proceed to the next lowest, responsive, and responsible bidder, reject all bids, cancel the solicitation, or re-solicit. Qualified bidders were required to hold current Florida business licensure, demonstrate a minimum of three consecutive years of verifiable commercial renovation experience of similar scope, and currently serve a minimum of three commercial accounts. Required insurance included Commercial General Liability ($1,000,000 per occurrence/$1,000,000 aggregate), Workers' Compensation at statutory limits, and Automobile Liability ($1,000,000 combined single limit), with bid and performance bonds required within ten calendar days of award. The project is anticipated to be funded through City of Sanford appropriations with no federal or state funding sources identified, and no specific budget range or award value was disclosed in the solicitation documents.
