Question: These two sentences in the RFP Instructions to Offerors imply the Mission
Suitability Volume must be structured in accordance with the WBS. Can the Government please clarify how the WBS should be used to structure the Mission Suitability Volume and how the Mission Suitability Volume should follow the WBS? Will Offerors be evaluated as
Non-Compliant if we only address WBS/SOW sections 1, 2.4, 3.3, and 3.7 per Subfactor A and Subfactor B instructions vs. the entire WBS/SOW?
Reference: Page 111, General Instructions, Paragraph 2. Mission Suitability Volume Format states in part, “The Work Breakdown Structure (WBS) contained in Attachment A, SOW, of this solicitation shall be used to structure the Mission Suitability Volume.” and “The Mission
Suitability Volume and the Cost Volume must follow the provided WBS.”
Answer:
The language regarding structuring Mission Suitability and Cost by WBS will be deleted in
Amendment 1. Offerors will be evaluated based on the completeness of their response to each of the instructions. One portion of the instructions is limited to the principal requirements of the SOW: “The offeror's technical approach should demonstrate an understanding of the principal requirements of the Statement of Work (SOW) and provide the techniques and procedures that will be used to satisfy these principal requirements in an efficient and effective manner. The principal requirements are identified as WBS 2.4 (inclusive of all sub-levels), 3.3, and 3.7 (inclusive of all sub-levels).”
