Question: Can the Government please clarify whether it is your intent that Offerors include their proposed award fee percentage in the Mission Suitability Volume.
Reference: L.13 Mission Suitability Volume Instructions
Answer: Offerors shall include the proposed award fee percentage in the Mission Suitability
Volume in order to “describe their approach to using award fee to motivate successful contract performance, including a discussion of the proposed award fee percentage and the approach to utilizing award fee performance feedback and earned award fee amounts”.
Question: Does the incumbent contractor have a requirement for a Phase Out Plan as part of their GSMO contract deliverables?
a) If yes, will the Government consider posting in the bidders’ library
b) If no, will they be tasked to deliver a Phase-Out Plan in the event they are not the successful Offeror?
Reference: Section L.13
Answer: There is no current requirement for a Phase Out Plan. The incumbent contractor is responsible for requirements under FAR 52.237-3 Continuity of Services (JAN 1991). At this time there is no intent to issue a Phase-Out Plan.
Question: Which positions do offerors need to provide position qualifications for in Volume
II, Tab B, Management Approach? Enclosure EE provides position qualifications for a significant number of labor categories. Should offerors only provide qualifications for any additional labor categories we may require above and beyond what is identified in Enclosure
EE as part of the Volume II, Tab B, Management Approach response?

Answer: Written position qualifications refer to all labor categories “necessary to perform the requirement”. This section in the RFP is being updated for clarity.
Question: The referenced section requires vendors to describe compliance to the ISO 9001 standard and also references clause E.1 52.246-11. The RFP does not appear to specifically state a requirement to certify conformance through a Registrar Accreditation Board (RAB) – certified third – party registration body. Please confirm.

Answer: ISO 9001 compliance is not a contract requirement. However, an individual task under the GSMO-2 contract may include requirements for ISO 9001 compliance. For this reason, the QAP requires a description of "your organization’s methodology for ISO 9001 compliance". This response will be evaluated as noted in Subfactor B.
Question: This implies Offerors other than the incumbent have knowledge of the existing
GSMO contractor staff and organization. Request the Government provide existing GSMO organization and staffing or delete this requirement from the GSMO-2 RFP.
Reference: GSMO-2 DRFP, Section L.13, Subfactor B, Instructions to Offerors states in part, “The Offeror shall provide… Consolidations, improvements, and other changes must be explained in detail with a clear convincing rationale for every action.”
Answer: This sentence will be deleted from the RFP.
Question: In the Administrative Support, Engineer, Flight Operations Engineer, and
Technician job groups, the average unburdened hourly rates do not appear to track to the experience levels (e.g., a mid-level engineer has a significantly higher rate than a senior engineer). Could the Government please confirm the accuracy of these rates?

Answer: These rates have been reviewed again and will be updated and published with the
RFP.
Question: Do we need position qualifications in Volumes II and III?
Reference: In Section L, Subfactor B – Management Approach, instructions state “Offerors shall provide written position qualifications…all position qualifications will be incorporated into the resultant contract as Attachment B.” In the Cost Volume Instructions, for Attachment
B, instructions state that “In Section 6, provide Position Qualifications for all Offeror proposed direct labor categories specified in Section 1…”. Please confirm that Offerors are to submit written position qualifications only in the Cost Volume in Attachment B.
Answer: Position Qualifications are to only be submitted in the Cost Volume in Attachment
B. The RFP is being updated to reflect that.
