STATEMENT OF WORK
GROUNDWATER MONITORING AND MODELING
BITTERROOT VALLEY SANITARY LANDFILL
RAVALLI COUNTY, MONTANA
INTRODUCTION
a. In late 2000, the National Institutes of Health (NIH) entered into a Settlement Agreement
(Agreement) with the Montana Department of Environmental Quality (MDEQ) regarding the Bitterroot Valley Sanitary Landfill (BVSL) in Ravalli County Montana. Much of that Agreement is no longer active and the primary responsibility of NIH is now the groundwater monitoring as described in that Agreement; the resulting Work Plans included herein by reference and as part of the statement of work The NIH seeks Environmental Groundwater Monitoring services to assist with the culmination of that Agreement and for other various related projects and associated facilities in the Bitterroot Valley, Montana. This will be a single award, firm fixed price Indefinite Delivery Indefinite Quantity Contract, consisting of a base period of one (1) years and four option periods of one (1) year each for a total of 5 years maximum. This contract shall provide for award of individual task orders in addition to the base tasks described in Section 3 below.
b. The Bitterroot Valley Sanitary Landfill is located one mile south of Victor Montana in
Ravalli County. The Site, as defined in the Agreement is the Bitterroot Valley Sanitary Landfill and the surrounding area containing the plume of contamination. The purpose of this statement of work is to provide necessary services to the National Institutes of Health as required by the Settlement Agreement (Agreement) with the Montana Department of Environmental Quality (MDEQ) and determined necessary by the NIH. Given the broad scale of the work involved it is difficult to exactly specify the scope of this contract beyond what is described in Section 3. Therefore all services connected with the execution of the Agreement, considered necessary by the NIH to meet the goals of that Agreement and/or considered necessary by NIH for the execution of the NIH mission in the Bitterroot Valley are considered within the scope of this solicitation. Certain presently known specific tasks are described in Section 3 and form the base work for this contract (Task 1).
3. SERVICES
The Contractors shall perform all services necessary for the project in accordance with the criteria furnished by the government and to the best of its ability and skill. Task 1 consists of the basic services known to be required at this time and at the frequency provided in the description of the services.
TASK 1
Task 1.1 - Revision of Groundwater Monitoring Plan The existing Amended Final Groundwater Monitoring Plan shall be revised (updated) to reflect current conditions of the Site. This shall include consultation with, review by, and approval of the updated plan by the MDEQ. The updated monitoring plan is anticipated to be adequate for the duration of this contract. It is the intent of the NIH to comply with the requirements of the Agreement in this regard and to maintain the current monitoring program (Pre-CWSS) until such time as the revised plan has been approved by both NIH and MDEQ. The number of wells to be monitored is anticipated to decrease substantially upon adoption of the revised Plan. The revised plan shall also include a detailed outline of reporting requirements acceptable to both NIH and the MDEQ. A copy of the current Work Plan is included as Exhibit A. This exhibit further describes the scope and quality expected in groundwater sampling, analysis and reporting. This revision is anticipated to be required only once during the life of the contract however conditions may arise which requires revision of the final approved plan. Such revision is included in this scope of this contract but will be issued as a separate task if necessary and therefore not to be estimated at this time.
Task 1.2 – Renewal/reverification of access rights for Groundwater Monitoring. All of the monitoring wells for this Site are located on private land. The contractor shall obtain written rights of access as required for this monitoring from the affected landowners. The access rights shall provide for access to the property for groundwater monitoring and if applicable, for maintenance of the iron/manganese filtration units. They shall convey with the property in the event of a sale. The contractor shall keep the original but send copies to both NIH and the MDEQ. The major effort for this task will occur the first year. Only reverification of land ownership is needed after that. If at this point or any point in the duration of the contract, access is denied the contractor for purposes of groundwater monitoring, the contractor shall notify MDEQ and NIH. If access is not granted within 7 days after such notification then that property shall be omitted from the semiannual monitoring and noted in the monitoring report.
Task 1.3 - Groundwater Monitoring –Groundwater monitoring shall be performed as defined by the Agreement and the applicable Groundwater Monitoring Plan. The initial monitoring event under this contract shall take place in January/February 2011, and follow the existing Amended Final Work Plan Groundwater Monitoring (Amended Final Work Plan) which shall remain effective until superseded by the revised Plan. The Agreement requires 5 years of monitoring subsequent to the cessation of the pump and treat system for the Site. Cessation of that system shall be at the sole determination of the NIH. Currently and for the future this scope shall be as follows:
• Bi-annual monitoring of the wells identified by the updated Groundwater Monitoring Plan. As a minimum that shall include approx. 19 domestic water wells installed by NIH and up to 77 monitoring/interception/recovery wells. Note – upon revision of the Groundwater Monitoring Plan the monitoring/interception/recovery wells will be reduced significantly (max 35 including domestic wells.).
• Every three years – all wells as noted in the current Amended Final Work Plan shall be monitored. For the purposes of cost estimation the full well monitoring shall be performed in the initial event as a baseline and the January/February event in Option Year 3 (January/February 2014)
• Preparation of a report on the bi-annual monitoring event. This report shall follow the general format of Exhibit D. A full well inventory is contained in the first report of every year (now on CD). A draft copy shall be submitted for NIH review prior to finalization of the report. 4 hardcopies of the final report will be required as well as one electronic copy.
Task 1.4 - Operation of the Pump and Treat System - Maintain and operate the existing pump and treat system as shown on Exhibit E. This system shall be operated until it is determined by NIH that the benefits of operating the system have been maximized. For the intent of this solicitation – annual operating costs shall be provided the Base year and Option Year 1 only.
The Pump and Treat system shall be operated until chloroform concentrations in all monitoring well falls below 60 ppb. As soon as this occurs the pumps shall be shut down for a period not to exceed 6 months to assess any chloroform concentration “rebound” when the pumping ceases. A separate plan for this “rebound” study shall be prepared detailing monitoring so that excursions beyond 60 ppb are caught as soon as possible and the pumps restarted. This rebound study is included in the Operation and Maintenance of the system. This task shall also include:
• Quarterly monitoring to assess the performance of the Pump and Treat System. This report is based on the last bi-annual sampling and influent and effluent monitoring at the treatment system
• Preparation of a report on the quarterly-monitoring. This report shall follow the general format of Exhibit C. A draft copy shall be submitted for NIH review prior to finalization of the report. 4 hardcopies of the final report will be required as well as one electronic copy.
Should operation of the Pump and Treat system be required beyond Option Year 1, it shall be issued as a separate task.
Task 1.5 - Groundwater Modeling Maintenance of the existing groundwater model. The model shall be updated at the inception of this contract and every five years thereafter for the duration of the contract. The model shall be calibrated and correlated with the results of the monitoring program. The model has been developed over the past 10 years of experience at the Bitterroot Valley Sanitary Landfill. At present it is only anticipated that this shall occur twice in the life of the contract.
Task 1.6 - Maintenance of the Existing Iron and Manganese filtration units. All of the 19 replacement wells serving occupied residences have some form of filtration units for the iron and manganese found in the Bitterroot Valley. Iron and manganese are naturally occurring in the Bitterroot Valley and are not contaminants from the Bitterroot Valley Sanitary Landfill.
Nevertheless, the NIH has installed filtration units on all of the replacement wells and has been maintaining those units since installation. Exhibit E tabulates the location and type of each system. It will be the responsibility of this contract to provide for an additional 5 years of maintenance.
