Additional Clarification Questions Concerning Solicitation NIHOF2010283, August 27, 2010
RFP for Groundwater Monitoring and Modeling, Bitterroot Valley Sanitary Landfill, Ravalli County, Montana
1. Can you provide copies of the last 5 years of O&M records that detail equipment maintenance and equipment replacement for the pump-and-treat system and iron and manganese filtration units on private domestic wells to provide a sound basis for estimating likely future costs?.
No – the Government did not keep records of miscellaneous repair and replacement as this was the contractors responsibility.
2. Can you provide a copy of a previous typical access agreement executed with the private landowners. Copies will be provided to the successful offeror
3. Is the private landowner access agreement to be between NIH (and their subcontractors which would include offerers on this bid) and the landowner, or is it intended that it is a separate access agreement between the successful bidder and the landowner? Agreement shall be between the landowner and the NIH which will include(by name) the successful offeror (and any subcontractors needing access)
4. If we include costs for laboratory analysis as part of our bid, is the lab required to be Montana certified for the required drinking water analysis? Montana does not certify labs per se. A complete quality assurance “manual” from any lab selected by the contractor must be included in the revised Ground Water Monitoring Plan and approved by MDEQ
5. Are groundwater monitoring and pump and treat (P&T) system operation, maintenance, and monitoring (OM&M) data available beyond 2008 (the last report posted in FBO)? Available at MDEQ reading room
6. When was the groundwater model last updated and was that work documented in a report? Still staffing the question
7. Please provide a list of any NIH owned equipment available for groundwater / system monitoring, which may include: No inventory list is available
a. Groundwater sampling pump, controller, and portable generator previously purchased for this project;
b. Flow through cell;
c. Various meters and monitoring equipment for the P&T system, including the controller for the pump in well R-9D;
d. Any other equipment
8. Will NIH provided sampling equipment (if any) be in good working order (i.e., recently maintained/serviced)? Yes
9. Please provide a summary of the maintenance and repair that has been performed on each of the Fe/Mn treatment units on the 19 residential wells for the past five years and the associated costs, including filter media replacement. Data not available
10. Please provide a summary of the maintenance and repair that has been performed on the components of the P&T system (e.g., well pumps and controllers, stripper blower and transfer pump, flow gages, SCADA system, electrical maintenance, etc.) over the last five years and the associated costs. Requested data is not readily available
11. Are the CAD and GIS files for the project available to prepare report figures, etc.? Existing files will be made available to successful offeror
12. Are all P&T system and groundwater monitoring data available in an MS-Access database or spreadsheets? Unclear – historic data available in hard copy
13. Are the existing access agreements with the private landowners available? Existing agreements will be made available to the successful offeror
14. Please provide the last five years of Northwestern Energy (electrical) costs for the P&T system.
Part of routine O&M costs
15. Will NIH endorse that all equipment associated with the P&T system will be in good working order a the time of the new contract (e.g., all maintenance performed, all equipment serviced, faulty equipment replaced)? Yes
16. Will the SCADA system be functioning as designed and described in the Operation, Maintenance, and Monitoring Plan at the time of the new contract? There have been some modifications to the SCADA system as described in the O&M plan but this system is operational at this time and will be at the time of the new contract.
17. Could we get information on the purge volumes required for each well that needs to be sampled?
This may be on sampling forms that Tetra Tech may have. Purge volumes extremely variable and not available. Total volume of well can be computed from Appendix B of Biannual report included as attachment to Solicitation in FOB
18. Confirm that the consultant will need to be responsible for the lab analytical costs. Consultant shall be responsible for all costs related to monitoring including lab analytical costs.
19. If selected, will the consultant be able obtain electronic copies of the data base, a recent semi-annual report, the draft workplan and associated autocad drawings? Data base, recent semiannual report and relevena autocad drawings - Yes. There is no draft workplan.
20. Will we need to prepare a new Health and Safety plan? Yes
21. Does the well tubing need to be tygon or could polyethylene be used? Can the tubing for each well be either stored in each well or bagged and stored to be reused only in the well it was originally used (this will cut down on disposal of tubing during each event)? Well tubing type and use must meet MDEQ requirements and must be “decontaminated” after each use. Such use must be described in full in the revised Ground Water Monitoring Plan and approved by MDEQ.
22. What groundwater model was used and what version of the software was used? NIH does not mandate any particular model or software.
23. Confirm that the purge water can be disposed of onsite in the vicinity of each well. At the present time – yes the purge water can be disposed on site – contractor responsibility to do so without damage/erosion to site
24. Confirm that the costs will include preparing a rebound study plan but not the implementation.
Costs for the rebound study preparation or implementation are not to be included.
25. What are the typical annual operation and maintenance costs for the residential filtration units?
Data not available – part of routine maintenance (no operation included in this solicitation)
26. What are the typical annual operation and maintenance costs for the remedial equipment (and confirm this will be the consultant’s responsibility to pay the electrical and any pump or other equipment replacement costs)? Consultant shall be responsible for the electrical cost and all equipment repair/replacement made necessary by normal use. Major or extraordinary component failures will be dealt with separately. Costs due to those events – outside normal expenses – will be negotiated as a separate item.
