AMD 0004

1. The purpose of this amendment is to provide clarification to offerors on solicitation N68335-12-R-0089 Mobile Facilities (MF) as follows:

QUESTION 1:

With respect to Environmental Testing; Drawing 133AS463 (Rev. D) indicates that temperature shall be tested IAW MIL-STD-169, and Moisture Resistance shall be tested IAW MIL-STD-170. Both MIL-STD-169 and MIL-STD-170 have been cancelled and superseded by MIL-STD-810F. Specifically, High Temperature Operations is outlined in MIL-STD-810F, Method 501.4, procedure ii. Cold Temperature Operations are likewise covered in MIL-STD-810F, Method 502.4, procedure ii; and finally Moisture Resistance testing has been replaced by MIL-STD-810F Method 507.4 - Humidity. Can you please confirm that the appropriate tests are now contained in MIL-STD-810F Methods 501.4 procedure ii, MIL-STD-810F Method 502.4, procedure ii, and MIL-STD-810F Method 507.4?

ANSWER 1:

Revised paragraphs 1.5.3.1 and 1.5.3.2 of drawing 1339AS463 revision D are as follows:

1.5.3.1 Temperature

1.5.3.1.1 High Temperature – The unit shall be tested IAW MIL-STD-810G, Test Method 501.5, Procedure II, Constant Temperature. The test temperature shall be 125° F. The test temperature shall be maintained for 12 hours after stabilization. During this 12 hour period a solar load to provide an outside skin temperature of at least 180° F shall be applied for 4 hours.

1.5.3.1.2 Low Temperature - The unit shall be tested IAW MIL-STD-810G, Test Method 502.5, Procedure II. The test temperature shall be -40° F. The test temperature shall be maintained for 12 hours after stabilization.

1.5.3.2 Moisture - The unit shall be tested IAW MIL-STD-810G, Test Method 507.5, Procedure II (Aggravated). 10 cycles of 24 hours each shall be performed.

QUESTION 2:

According to the time cycle required for the tests for each shelter (22 days) it will take in excess of 132 days of testing to complete only these tests. With that in mind, it would be extremely difficult to complete the entire First Article Tests on six shelters in 180 days ADC and have the FAT Report written in 210 ADC. Is it possible to extend the dates for the completion of FAT and the associated FAT Report?

ANSWER 2:

About 13 days are required for these tests (including soak times and conditioning periods) for each shelter type. Therefore, the dates will not be extended for the completion of FAT and the associated FAT Report.

QUESTION 3:

In the ILS SOW para 3.2 it states that “the contractor shall provide marked up changes to the existing Technical Manual” In para 3.3 it states that “Any changes to the manual will be an update in accordance with specifications in the current version of NAVAIR 19-25-177. The Technical Manual should be written to the requirements of MIL-STD-3001-1 for style and format.” Is the 2nd paragraph just indicating the style and format of the markups…or indicating that updated “new” manual pages (not merely markups) be provided that can be directly inserted into the existing TMs?

ANSWER 3:

The contractor is required to provide marked up changes to the existing Technical Manual. These changes will be incorporated into the next update of the Technical Manual. The changes should include, but not limited to providing updated drawings, part numbers if needed, as well as detailed instructions.

2. The shipping terms for the First Article Test Units (CLINs 0001-0006) are hereby changed from F.O.B. Destination to F.O.B. Origin as follows:
