SUMMARY OF CHANGES
SECTION SF 30 - BLOCK 14 CONTINUATION PAGE
The following have been added by full text:
AMD 0002
1. The purpose of this amendment is to provide clarification to offerors on solicitation N68335-12-R-0089 Mobile Facilities (MF) as follows:
QUESTION 1:
Are First Article Test (FAT) shelters to be fully integrated shelters or bare shelters?
ANSWER 1:
Shelters shall be built to the drawing package specifications.
QUESTION 2:
Is there a potential of revising the schedule in order to make the delivery of FAT units 150 days After Date of Contract (ADC) and the completion of FAT and submission of FAT Report 240 days ADC?
ANSWER 2:
To clarify, within 60 days after contract, an acceptance test plan shall be provided in accordance with (IAW) CDRL A003; Contractor First Article Qualification Testing shall commence within 90 days ADC and is to be completed within 180 days ADC; and completion of the FAT units is required within 180 Days After Contract (DAC). The Government Technical Team finds 180 days sufficient time to complete FAT units and associated testing. The FAT Report is to be complete 210 DAC in accordance with CDRL A003A.
QUESTION 3:
Is a copy of TM NAVAIR 19-25-177 (referenced in the Integrated Logistics SOW) available?
ANSWER 3:
Attachment 6, “NAVAIR TM 19-25-177” is hereby added to Section J.
QUESTION 4:
What is the last day that offerors can submit questions and or clarification requests to the RFP and Technical Data Package?
ANSWER 4:
Questions can be submitted up until the solicitation closing date of 24 July 2012, however proposals are due at that time.
QUESTION 5:
We noticed that Section C on page 46 says the SOW should be dated March 2012. The SOW posted is dated January 2012. Which is correct?
ANSWER 5:
The correct date is March 2012. Revised SOW, Attachment 7, “SOW REV 1”, which supercedes Attachment 1, “MF SOW”, is hereby added to Section J.
QUESTION 6:
Based on the requirements as stated in the SOW paragraph 1.0, it is our interpretation that the specimen (coupon) testing per 1339AS463 para. 1.3.1 Table 1 will be for one set of representative specimens for the First Article Shelter Lot, and not six separate sets of specimens. Is this interpretation correct?
ANSWER 6:
Correct. Only one set of representative specimens for the First Article Shelter Lot consisting of the six (6) FAT units.
QUESTION 7:
SOW para. 3.5 states that “…all testing will be performed at the contractor’s location.”
However, SOW para. 1.2 notes that in preparation of the proposal narrative, offeror’s are to
“…list any vendors that will be used and the testing they will perform.” Therefore, it is our understanding that the use of outside qualified vendors to perform portions of the required
First Article Tests will be acceptable. Please confirm.
ANSWER 7:
The use of outside qualified vendors to perform portions of the required First Article Tests is acceptable.
QUESTION 8:
The FOB point on CLINs 0007 through 0041 is defined as FOB Origin in Section F delivery schedule but FOB Destination in Section B Supplies or Services. Please confirm.
ANSWER 8:
FOB Origin for CLINs 0007-0041. See revised Section B.
QUESTION 9:
CDRLs A003 First Article Test (FAT) Plan and A003A First Article Test (FAT) Report include under Block 16 1339AS701-1 Mobile Facility Type B (MFB). The MFB has not been included as a First Article requirement in this solicitation. Our interpretation is that the references to the 1339AS701-1 in these CDRLs are not applicable. Please confirm.
ANSWER 9:
The MFB 1339AS701-1 is not included as a First Article requirement and therefore not applicable to these CDRLs. See revised CDRLs, Exhibit B, “CDRL A003 REV1” and Exhibit C, “CDRL A003A REV1” in Section J.
QUESTION 10:
According to SOW para. 3.3, the government intends to conduct at least two technical interchange meetings prior to the manufacturing of the FAT units; the Post Award
Conference approximately 30 days after contract (DAC), and one in follow-up to the Bill of
Material (BOM) submittal 60 DAC. However, SOW para. 3.5 requires that the six (6) FAT unit be tested IAW CSC Testing 90 DAC. Since CSC Testing cannot occur until the units are complete, the combination of these requirements implies that the schedule for material procurement, subassembly, assembly, completion, and CSC testing of the six (6) FAT units must occur in approximately a thirty (30) day window. This appears to be in conflict with
Section F Deliveries wherein First Article Qualification Testing shall commence within 90
DAC. Based upon the Order of Precedence as defined by 52.215-8 it is our understanding that the First Article Qualification Testing, which includes CSC related requirements, shall commence within 90 DAC and complete within 180 DAC. Please confirm.
ANSWER 10:
First Article Qualification Testing, which includes CSC related requirements, shall commence within 90 DAC and complete within 180 DAC.
QUESTION 11:
Section F Deliveries CLINs 001 – 006 state that completion of the First Article Test unit is required within 180 DAC. These CLINs also state that the First Article Test Report (CLIN
0046) shall be submitted within 180 DAC IAW CDRL A003A. However, CDRL A003A
Block 12 defines date of first submission as 210 DAC, which allows a customary 30 day period for preparation of the final test report. Please confirm.
ANSWER 11:
FAT units and FAT testing activity is to be complete within 180 DAC and the FAT
Report submittal per CDRL A003A is to be complete 210 DAC. Section F has been revised.
QUESTION 12:
Section L Instructions Paragraph 4.0 states “…Offeror shall also submit copies of Volume 2
Past Performance information in paragraphs 2.1 and 2.2 two weeks prior to the submission date/time specified in Block 9 of Standard Form 33 of the RFP.” Inasmuch as paragraphs 2.1 and 2.2 represent the totality of Volume 2, this could be interpreted as requiring all of
Volume 2 Past Performance to be submitted two (2) weeks in advance of the rest of the proposal. However, under Volume 2 paragraph 2.1, page 105, third paragraph, it is stated that “All questionnaires shall be forwarded within two weeks from the RFP release date with enough lead-time so that responses can be received by the Government concurrent with the
Government’s receipt of the Offeror’s Past Performance information submitted as per paragraph 4.0. The Offeror shall include instructions for the customers to send completed questionnaires within two weeks of its receipt …” This would appear to indicate that
Volume 2 is expected to be submitted per the submission due date with the expectation that questionnaire responses can be received by the Government concurrently. It is our interpretation that 1) the questionnaires shall be forwarded within two (2) weeks from the
RFP release date, and that 2) a summary of the Customer’s Points of Contact per paragraph 2.2 be provided to the government two (2) weeks prior to the submission date/time of the
RFP, and that 3) Volume 2 is to be submitted per the submission date/time of the RFP.
Please confirm this interpretation.
ANSWER 12:
Only the questionnaires shall be forwarded within two (2) weeks from the
RFP release date. Volume 2 is to be submitted per the submission date/time of the RFP. Section L Instructions Paragraph 4.0 Proposal Submission, has been revised to remove “However, Offeror shall also submit copies of Volume 2 Past Performance information in paragraphs 2.1 and 2.2 two weeks prior to the submission date/time specified in Block 9 of Standard Form 33 of the RFP.”
2. Signed amendments shall be submitted in accordance with Section L of the solicitation.
3. The solicitation closing date is not extended.
4. Contracts POC: Danielle DiLorenzo, 732-323-7067 or danielle.dilorenzo@navy.mil

(b) Attention is directed to the Contract Award provision of the solicitation that provides that a written award or acceptance of offer mailed or otherwise furnished to the successful offeror, results in a binding contract. The Government will mail or otherwise furnish to the offeror an award not later than the day award is dated. Therefore, the offeror should compute the time available for performance beginning with the actual date of award, rather than the date the written notice of award is received from the Contracting Officer through the ordinary mails. However, the Government will evaluate an offer that proposes delivery based on the Contractor’s date of receipt of the contract or notice of award by adding (1) five calendar days for delivery of the award through the ordinary mails, or (2) one working day if the solicitation states that the contract or notice of award will be transmitted electronically. (The term “working day” excludes weekends and U.S. Federal holidays.) If, as so computed, the offered delivery date is later than the required delivery date, the offer will be considered nonresponsive and rejected.

SECTION L - INSTRUCTIONS, CONDITIONS AND NOTICES TO BIDDERS
The following have been modified:
SECTION L
L – [ 1 ] CONTENT OF PROPOSALS
PART A GENERAL INSTRUCTIONS
1.0 GENERAL
The Offeror is required to submit sufficient information concerning the following areas to enable Government personnel to fully ascertain capabilities of the Offeror to perform the requirements. The proposal must be sufficient in detail and scope to permit evaluation and provide the evaluators a clear understanding of the Offeror’s capability to meet or exceed the defined elements as required by the solicitation. All proposals must clearly and convincingly demonstrate that the Offeror has a thorough understanding of the requirements, associated risks and is able, willing and competent to devote the resources necessary to meet the requirements, and that the Offeror has valid and practical solutions for all requirements and potential risk areas. Offeror must respond to all requirements of the solicitation and not alter or rearrange the solicitation. The Offeror has the burden of proof to demonstrate compliance with all the evaluation factors identified in this solicitation. The Offeror is advised that the Government may incorporate into the final contract enhancing features included in the Offeror’s proposal deemed beneficial to the Government. With the exception of the Price volume, no cost or pricing information should appear in any other volume. Alternate proposals are acceptable.
In presenting material in the proposal, the Offeror is advised that quality of information is more important than quantity. Clarity, brevity, and logical organization should be emphasized during proposal preparation. The Offeror is responsible to present enough information to allow the Government to evaluate the proposed work effort, support, and approach, as well as the price proposal without opening discussions. Statements that the prospective Offeror understands, or can and/or will comply with, the specifications, and paraphrasing the requirements or parts thereof without supporting information are considered inadequate by the Government, and may render a rating of unacceptable. For the purpose of this solicitation, relevance is defined as something that has a logical connection with the matter under consideration. Such aspects of relevance include the type of effort (e.g., development, production, repair), the type of requirements (e.g., weapon systems, information systems, engineering services, scheduled depot maintenance), service similarity, service complexity, contract type, contract dollar value, the division of the company that will perform the work, and degree of participation by principal subcontractors, team members, or critical team members. Recency is defined as performance within 5 years of the date of this proposal submission.
The Offeror must include any data that illustrates the adequacy of the various assumptions, approaches, and solutions to problems. Failure to address a specific factor clearly may be considered a deficiency. There is no need to repeat information in more than one volume if an overlap exists; the detailed information must be included in the most logical place and summarized and referenced in other areas. Unnecessarily elaborate brochures or other presentation materials beyond that sufficient to present a complete and effective proposal is neither necessary nor desired.
The Offeror is expected to comply with all requirements of the RFP. The Government advises the Offeror that taking exception or deviating from any term or condition of the RFP may make an offer unacceptable, and the proposal unawardable, unless the RFP expressly authorizes such an exception or deviation with regard to that specific term or condition. The Government may consider any exception or deviation to any term or condition of the RFP that is not expressly authorized by the RFP to be a deficiency.
Throughout these instructions, a “principal subcontractor” is defined as a subcontractor who provides at least 10% of the proposed total price (excluding the Offeror’s profit/fee), for the contract. “Team member” is defined as those entities that make up a joint venture or any other partnership or teaming arrangement formed for the purpose of responding to this solicitation. “Critical team member” is defined as those entities of the Offeror that perform a critical function in the performance of the resulting contract, whether it is technical or financial, and/or that have important roles in any high or medium risk areas identified in the Offeror’s proposal.
2.0 PROPOSAL FORMAT
Written proposals must be formatted using a Times New Roman 12 pt normal font (no reduction permitted), single-spaced with 1-inch margins all around, and formatted for standard 8.5 x 11 inch paper. All pages shall be numbered with section and page numbers. When foldout pages are used they must not exceed 11 x 17 inches and will be counted as 1 page. Drawings may be provided separately and may be any size but shall be folded to approximately 8.5 x 11 inch standard size and will count as 1 page. Graphs shall be presented in no smaller than a 10 pt font and should contain a grid, which allows values to be read directly from the graph to the same accuracy that a 10 x 10 to the ½ inch grid provides. Graphic resolution shall be consistent with the purpose of the data presented.
The Offeror will provide one complete copy of the written proposal to the Procuring Contracting Officer (PCO) as electronic files fully compatible with Microsoft Office 2000 and for information not supported by MS Office products, with the latest Adobe Acrobat reader on a CD-ROM. The Offeror will ensure that the Price Volume is provided on a separate CD-ROM. Each CD-ROM is to be labeled for content and the Offeror’s name. If a discrepancy exists between the original paper copy of the proposal and the disk copy, the paper copy will take precedence.
The offeror must present proposal information in a manner that facilitates a one-to-one comparison between the information presented and this Proposal Instruction. Proposal information must be structured such that its paragraph number/letter is identical to the Proposal Instructions paragraph number to which it is responding, although the offeror may add lower tier subparagraphs. The offeror must provide reasons it will not provide information for a particular paragraph. The proposal information instructions are structured by paragraph numbers where first, second, third, and fourth parts correspond to the volume, book, section, and element, etc., in offeror’s proposal.
