About this file
This document contains a brand name justification and details of a related federal contract opportunity. The brand name justification specifies the purchase of five Automated Logic Corporation SE6104a Equipment Controllers and five ALC EQ-PRTL equipment portals, which are required to interface with the existing ALC WebCTRL building automation system software at the Naval Sea Systems Command, Naval Surface Warfare Center in Philadelphia. These proprietary ALC components will allow for local and remote control of lighting and HVAC systems in Building 1000 and are estimated to represent approximately three percent of total material costs and less than two percent of the total contract costs. The related federal contract opportunity is a solicitation from the Department of the Navy Naval Sea Systems Command to remove existing temporary cooling units and install new Computer Room Air Conditioning units in rooms 473A and 477A of Building 1000, with work to be performed by an authorized ALC installer within 120 days of receipt of notice to proceed.

BRAND NAME JUSTIFICATION
1. DESCRIPTION OF REQUIRED SUPPLIES/SERVICES, ESTIMATED
VALUE, AND DELIVERY REQUIREMENTS
The Naval Sea Systems Command, Naval Surface Warfare Center, Philadelphia Division (NSWCPD), Code 1022 is contemplating the award of a Firm-Fixed-Price contract where a portion of the purchase specifies a particular brand name requirement. The purchase of brand name Automated Logic Corporation (ALC) products are required for the Building 1000, 4th Floor, Repair HVAC Lab Server Rooms project located in the Philadelphia Naval Business Center (PNBC), Philadelphia, PA 19112.
The brand name items being purchased as part of the contract consist of five (5) ALC SE6104a Equipment Controllers and five (5) ALC EQ-PRTL equipment portals, which will be installed in Building 1000 and interface with the ALC WEBCtrl software and Building Automation System (BAS). In general, the NSWCPD campus currently has 18 buildings whose building systems (e.g., HVAC, lighting, water) are centrally monitored and/or controlled from one location using a web-based BAS called WebCTRL®. The BAS is controlled by hardware and software manufactured by ALC and consists of a series of proprietary components networked together and interfaced via proprietary software. The system provides for a Graphical User Interface (GUI) with the following software:
Site Builder – Software for adding controllers to the network;
Eikon® Logic Builder – Software for programming the control points and adding them to the BAS; and
Viewbuilder – Software for developing user interface graphics.
Each control point in the BAS consists of both proprietary and non-proprietary components. ALC uses the SE6104a Equipment Controller, and ALC EQ-PRTL Equipment Portal Modules for the controller application, which interface directly with the WEBCtrl software.
The aforementioned ALC hardware components will act as an interface between proprietary software developed by ALC and non-proprietary field controllers allowing for local and remote control/automation of the lighting and Heating, Ventilation, and Air Conditioning (HVAC) systems in Building 1000. These items are Commercial off the Shelf (COTS) parts. The estimated value of the brand name products is . ALC brand name products account for approximately three (3) percent of the total estimated material cost and approximately less than two (2) percent of the total estimated cost of the resultant contract. The part numbers, quantities and estimated costs are as follows:
