Solicitation No. N62742-13-R-1150 Guam Base Operations Support Services for the Joint Region Marianas (JRM)
JL-19 Unanswered Questions
Ques. # Reference (page #, section #, etc.) Question Government Response
Section H.2 In the solicitation Section H.2 a) and b) and in numerous areas within Annex 0200000 the Government states an intent for unrestricted access to and ownership of information in any media and to systems, including but not limited to "any statements of work, performance work statements, data collected concerning facility/utility usage, data collected concerning consumption of materials and supplies, logs and records, maintenance records, inventories, databases, Standard Operating Procedures (SOP), drawings, source code and detailed system documentation". Additionally H.2 b) mentions "unrestricted access to the Contractor’s management information systems (MIS) that are directly connected with management of the Guam BOS contract".
While we understand the Government will make government-owned systems, such as G-NET, available to the contractor and that the Government will retain control of ownership, not all contractor systems, which might somehow pertain to performance of the Guam BOS contract, are Government owned or should become the property of the Government or be subject to unrestricted Government access. It is unclear to what extent the Government is requiring ownership of contractor owned systems used for the Guam BOS contract, including MIS systems. Please clarify the Government’s intent in taking possession of contractor owned systems and software such as MAXIMO, items such as proprietary contractor software and associated source coding/detailed systems documentation for these systems, or the contractor's internal business systems and processes. Also please clarify, if H.2
b) means information systems that are “directly connected” only to G-Net or does it mean the Government is requiring unrestricted access to all Contractor MIS?

Section J-0600000-05 (Workload Quantities) and Q&A # 32 (Amend 2) Although Q&A # 32 responded to Sub-ELIN errors with a newly published JL-4, the Gov’t failed to address inconsistent mapping of the workload from J-0600000-05 to ELINs and PWS specifications.
Specifically, under Section J-0600000-05 Workload Quantities, several PWS reference #s and Titles do not align clearly to a Section C PWS Spec Item and Title nor do they align clearly to an ELIN PWS # and Title. For example, Section J-0600000-05 (Workload Quantities) reflects PWS Item 3.1 as Berthing and Hotel Services; 3.2 as Port Logistics; 3.3 Port Operations Center; 3.4 Spill Response;
3.5 Support Craft Berth Days 3.6 Support Craft Ship Moves; 3.7 Harbor Boat Security; 3.8 Equipment Maintenance; 3.9 Guam Portable Mission Control Center, and 3.10 Disaster Preparedness. Yet the JL- 4, Annex 6, ELIN B002 and Section C of the PWS reflects 3.1 Ship Movements, 3.2 Berth Days, 3.3 Spill Response, 3.4 Harbor Boat Security, and 3.5 Guam Portable Mission Control Center, and 3.6 Disaster Preparedness. Some mapping from workload to ELIN and PWS is intuitively obvious, but others are not.
1. Please advise what paragraph references from Section J-0600000-05 workload factors are mapped to which paragraph references found in the JL-4 ELIN for Annex 06 and PWS by Spec Item number and title.

RFP Attachment JL-4 Resources Worksheet (Excel Spreadsheet); Attachment J-0700000-03 Workload Quantities; and Q&A #34 from Amend 2
Although Q&A # 34 responded to Sub-ELIN errors with a newly published JL-4, the Government did not address inconsistent mapping of the workload from J-0700000-03 to both the ELIN spreadsheet and PWS specification and Titles. Specifically, ELIN Spec Item 3.3 Renovation of Ordnance does not map to any of the workload for renovation of ordnance under J-0700000-03.
2. Please clarify or explain what (if any) workload from J-0700000-03 should map to Spec Item 3.3 Renovation of Ordnance.

: Attachment J-1000000-04 Workload Quantities, RFP Attachment JL-4 Resources Worksheet (Excel Spreadsheet) and Q&A #35 from Amend 2.
Some workload from Section J-1000000-04 Page 2 is represented without a clear alignment to a PWS Spec Item and ELIN Spec Item from the JL-4. Specifically, it is unclear where workload for Spec Item
4.3 entitled Combat Readiness is aligned in the JL-4 Spec Item for Annex 10 since no such line item title exists in the JL-4. It is also unclear what workload from the J-1000000-04 is assigned to JL-4, Spec Item 3.15 entitled Army Container Asset Management System (ACSMS), and Spec Item 3.13 Cargo Deployment Function (CDF) as neither of these titles are contained in the workload section.
3. Please identify the workload from J-1000000-04 for ELIN Spec Item 3.13 CDF, ELIN Spec Item
3.15 ACAMS, and where workload from J-1000000-04, Spec Item 4.3 entitled Combat Readiness is to be reported (PWS or ELIN Spec Item number and title).

RFP Attachment J-1501000-04 Workload Data, JL-4 Resources Worksheet (Excel Spreadsheet) and Q&A #36 from Amendment 2.
Many portions of the workload represented in J-1501000-04 do not clearly identify where to align workload within the JL-4 since the PWS references in the workload data do not follow the ELIN Spec Items, or the Section C PWS Spec Items. Specifically, we are unable to locate any “Customer Liaison” requirement in Annex 1501 PWS that aligns to an ELIN Spec Item # and Title.
4. Please clarify where workload from J-1501000-04, Spec Item 3.1 Customer Liaison should be applied by Section C PWS Spec Item and also by ELIN Spec Item number and title.

RFP Attachment J-1502000-05 Workload Data, JL-4 Resources Worksheet (Excel Spreadsheet) and Q&A #37 from Amendment 2.
Q&A #37 references a fix to the ELIN spreadsheet; however, the question is not about the ELIN spreadsheet but the lack of workload under attachment J-1502000-05 to complete the ELIN spreadsheet. Specifically, J-1502000-05 does not provide projected workload to address Spec Item
3.4 Inspection, Testing and Certification Program.
5. Please provide projected workload in Attachment J-1502000-05 for ELIN Spec Item 3.4 regarding the Inspection, Testing and Certification Program.

RFP Attachment J-1502000A-04 Workload Data Submission, Attachment JL-4 Resources Worksheet (Excel Spreadsheet) and Q&A #38 from Amendment 2.
Q&A #38 references a fix to the ELIN spreadsheet, however, the question is not about the ELIN spreadsheet but the lack of workload under attachment J-150200A-04 to complete the ELIN spreadsheet. Specifically, J-150200A-04 does not provide projected workload to address Spec Item
3.4 Other Recurring Services Program. Failure to clarify this issue will impact our bid.
6. Please provide missing projected workload data in Attachment J-1502000A-04 for Spec Item 3.4 regarding Other Recurring Services Program.

RFP Attachment J-1604000-07 Workload Data Submission, Attachment JL-4 Resources Worksheet (Excel Spreadsheet) and Q&A #39 from Amendment 2.
Q&A #39 references a fix to the ELIN spreadsheet, however, the question is not about the ELIN spreadsheet but how to split the workload under attachment J-1604000-07 that is combined into Maintenance & Repair so they can be reported separately under the ELIN spreadsheet since they are broken down separately. Attachment J-1604000-07 does not separate between “Maintenance” and “Repair” workload or give instructions on how to apportion work between maintenance and repair activities.
7. Please clarify or provide instructions about what portion of the 1604000-07 Maintenance & Repair workload is for Maintenance and what portion is for Repair so that the JL-4 ELIN spreadsheet can be completed properly into Spec Item 3.2 Maintenance and 3.3 Repair.

RFP Attachment J-1605000-04 Workload Data Submission, Attachment JL-4 Resources Worksheet (Excel Spreadsheet) and Q&A # 40 from Amendment 2.
Q&A #40 references a fix to the ELIN spreadsheet, however, the question is not about the ELIN spreadsheet but how to split the workload under attachment J-1605000-04 that is combined into Maintenance & Repair so they can be reported separately under the ELIN spreadsheet since they are broken down separately. Attachment J-1605000-07 does not separate between “Maintenance” and “Repair” workload.
8. Please clarify or provide instructions about what portion of the 1605000-04 Maintenance & Repair workload is for Maintenance and what portion is for Repair so that the JL-4 ELIN spreadsheet can be correctly apportioned to Spec Item 3.2 Maintenance and 3.3 Repair.

JH-3 9. Please provide the job descriptions related to each CBA position title. These are important for offerors to understand skills required by position. As an example, the CBA does not identify Power Generator Mechanics. Without the job description, it is difficult to know exactly which CBA position is responsible for which SOW performance requirements/actions, positions, and skills.

QUESTION IN REFERENCE TO: Inspection, Testing, and Certification of Spec Item 3.4.5, Annex 1502000
RFP SECTION: Section C PAGE: 26_____ SECTION: Annex 1502000, Spec Item 3.4.5
Annex 1502000, Spec Item 3.4.5 Oil/Water Separator, Septic Tank, Leaching Field requires the Contractor to “perform inspections to provide economical operation to maximize reliability and sustainability of all oil water separators, septic/holding tank, and leaching field locations.” However, under “Related Information” in this Spec Item, the Contract is directed to “perform maintenance” of these systems and to “develop and implement a quality program to ensure maintenance and repair services are performed.” This Spec Item falls under Spec Item 3.4, Inspection, Testing, and Certification Program, which does include maintenance as a requirement. Since this Spec Item falls under Spec Item 3.4, Inspection, Testing, and Certification Program, can the Government please clarify if maintenance is a requirement for these systems, or if only inspection, testing, and certification is required?

QUESTION IN REFERENCE TO: Revised Attachment J-1606000-19 Annex 1606000 Potable Water Workload Data Submission, issued with Amendment 0020____________________________
RFP SECTION: Annex 1606000, Attachment J-1606000-19 PAGE: 1 of 2_ SECTION: ¬3.1.3.1 Notes_
In the revised Workload Data Submission table presented in Attachment J-1606000-19, the notes for
3.1.3.1 Supervisory Control and Data Acquisitions (SCADA) lists: “Barrigada Booster Pump Station, Nimitz Hill, Naval Hospital, Radio Barrigada, Adelup Reservoir, Fena Pump House, Fena Screen House, Fena Water Treatment Plant (13 included), Apra Reservoir, Tupo Reservoir, Naval Magazine Reservoir, Maanot Reservoir and duplicate HMI workstations.” The SCADA Programmable Logic Controller (PLC) Location list presented in Attachment J-1606000-22, Annex 1606000, page 1, presents this same list of information. By stating “HMI workstations (duplicate)” in both Attachment J- 1606000-19 and J-1606000-22, does the Government mean that each location listed in the tables, to include “Barrigada Booster Pump Station, Nimitz Hill, Naval Hospital, Radio Barrigada, Adelup Reservoir, Fena Pump House, Fena Screen House, Fena Water Treatment Plant (13 included), Apra Reservoir, Tupo Reservoir, Naval Magazine Reservoir, [and] Maanot Reservoir” also has an HMI workstation? If not, will the Government please clarify what is meant by “HMI work stations (duplicate)?”

QUESTION IN REFERENCE TO: ____CPPM Certification
RFP SECTION: _Section C, Annex 020000_ PAGE: __28 of 47__ SECTION: __Paragraph 2.7.1.7
Paragraph 2.7.1.7 sets forth the requirements for the Industrial Property Manager / Administrator (IPM/A). One of these requirements is that the IPM/A:
“shall be certified through the National Property Management Association as a Certified Professional Property Manager (CPPM)”
We have been talking to several certified CPPMs, and the common theme raised is “why?”. The vast majority of people holding CPPM certification manage property, but not “personal property”. As a general rule, they manage class one and class two real property such as real estate developments and complexes incorporating multiple buildings.
We understand that this question is submitted after the deadline, and we further understand that this is a best value procurement, and the customer is willing to pay a higher cost for better value.
However, it seems that this requirement will add significant additional costs to the Government while adding little commensurate value if any.
In that the position requirements already include the requirement for prior work experience in industrial property management, would the Government consider revising Paragraph 2.7.1.7 of Annex 0200000 to remove the requirement for this primarily real estate management certification?
