1.3.9. All of these valves are union end valves. Para 3.3.4 refers to "new fasteners". Para 3.3.5 refers to "new gaskets". Since none of these valves are flanged, which fasteners and gaskets are being referred to? Para 3.5

(and sub paragraphs) all refer to the rest of the (flanged) valves. Para 3.5.1 mentions "new fasteners" but doesn't specifically say to install new. Is it the Government's intention to have the contractor replace ALL of the flange bolting for every flanged valve?

CONTRACTOR QUESTION 37:

The preliminary schedule provided has this item starting 12/21/2015 and completing by 2/2/2016. This availability is scheduled to start on 1/11/16.

Is the KTR to perform this off loading of petroleum fuel and lubricants after the start date of the availability or will there be an early start down river at the Navy Base?

GOVERNMENT RESPONSE:

There will not be an early start. The December start date is referring to the offloading of fuel during the 6A1 CMAV with the MSMO. 360,000

Gallons of fuel and compensating water will be offloaded by the MSMO during 6A1. This will leave 2 groups full for stability to transit to the contractors yard. The contractor will offload remaining 2 groups in support of docking IAW Forrest Sherman Work Item 992-31-002. Lube oil offloads are in support of tank assessments and shafting work and to be accomplished by contractor. GOVERNMENT RESPONSE:

Paragraph 3.1.4 has been updated via ERRATA Package #4 to state:

"Plug weld 200 existing tapped holes in angle grid work in way of

CONTRACTOR QUESTION 45: This item has been provided in the package and CD provided….However…..634-21-002 is not listed in the

Section C of the solicitation on the item index. Is this item part of the package.

Yes, this is to be included in the DSRA package. Section C has been updated accordingly via Solicitation Amendment 0002.

CONTRACTOR QUESTION 46:

An early start at NOB would greatly increase the efficiency of time in dock on the Forrest Sherman. The generator and emergency firefighting equipment should be set up prior to docking. The sonar air compressor is required for transition of dome from water to air. This process should start during transit. The deck covering should be put down prior to entering the yard. It is beneficial to work with the ship one week prior to docking in order to verify the tank soundings and drafts and having the ship in dock configuration at that point in time.

On prior DDGs worked, there were tank strategies that allowed pumping tanks down at NOB prior to docking such as the aft and mid banks. This allowed a quick start on tanks by doing the surveys for access cuts at the base. This allowed tanks to be cut open week one and commence the blasting of the tanks week two. The lighter condition of the ship is also usually a preference of the Dockmaster.

Will the customer consider having a one to two week early start of the availability down river at the Naval Base?

GOVERNMENT RESPONSE:

The availability start date will remain 11 January 2016.

File details come from the government source that posted it. Updated .
