1. In the Performance Work Statement under point (4) the solicitation indicates “The technicians shall be also be authorized by the OEMs for the systems and/or equipment they are servicing or certifying.” We are questioning why this requirement is part of the solicitation. OEM certified technicians are not required under USCG regulation as per our review of the pertinent CFR under CFR 46, 132.350 and confirmed by Randall Eberly, P.E. Fire Protection Engineer Lifesaving and Fire Safety Division, CG 5214 U.S. Coast Guard Headquarters. He indicated that the USCG regulations do not require OEM technician certification. We feel that this requirement will add undue cost to the inspections and limit competition.

MSFSC ANSWER:

MSFSC has reviewed and the Contractor's technicians must be certified in the testing, training, and repair by an industry recognized organization through a formal certification program for the systems and/or equipment they are servicing or certifying.

2. The fire plans provided do not include sufficient detail to provide accurate pricing for the vessel inspections. Drew Marine requests the manufacturer, type and size (number of cylinders, stations, etc) for all fire suppression systems. If this information cannot be provided we request vendors be allowed time to make ships checks as necessary to determine the level of detail required to provide a quotation.

MSFSC ANSWER:

MSFSC has reviewed and determined the fire control plans should have sufficient detail to propose for the required work. However, ship checks for all classes/types of ship will be made available up to the end date for proposal submission for any offeror who requests in writing. Please note that not all ships are available at all times and therefore ship check requests should be made at the earliest date to afford MSFSC time to coordinate for the different ships in different ports. All personnel would be required to be vetted through the current shipboard security processing to gain access to the ship and its equipment. See attached access request form. Offerors will be required to pay for all travel related expenses associated with ship checks.

3. The solicitation does not identify specific ports in the Place of Performance section of the solicitation. Drew Marine requests clarification as to how MSFSC will assign CLINS by location and how MSFSC wishes to have the various location pricing identified in the RFP.

MSFSC ANSWER:

MSFSC has reviewed and notes that specific places or locations are not identified as MSFSC ships do not have an identified homeport and, therefore, can be/are serviced in any available port which has the required space and equipment. A general list of the ports and locations typically utilized by MSFSC ships is included in the RFP.

4. In the case studies 1 and 2, SCBA’s are included. An example is indicated in Case study #1 with the following statement, “You’ve been issued Delivery Orders to accomplish annual firefighting and SCBA servicing aboard the USNS Alan Sheppard and USS Frank Cable during their 14 day Voyage Repair availabilities in Guam”. Drew Marine’s understands that SCBA testing and servicing have been removed from the solicitation. Please clarify this point.

MSFSC ANSWER:

MSFSC has reviewed and removed all references to SCBAs in the statement of work and associated RFP (except those noting the deletion of the SCBA requirement from the original solicitation).

5. In the case studies on page 180, (6) requires the following:

(6) issuance of reports within the available time period. Include any specific issues and limitations associated with performing this work specifically with regard to Condition Found Reports (CFRs). Please provide clarification on what is meant by “Condition Found Report”. We are not familiar with this term.

MSFSC ANSWER:

MSFSC has reviewed and notes that the reference to Condition Found Report – refers to the report submitted after the Contractor has performed initial services and inspections. This condition report is generally submitted after these initial services and notes any additional work which might be required as noted by the Contractor.

6. With respect to the RFP and Mod 3 documents, if you would search for "SCBA", it will appear in

· TOC for attachments to the RFP (found in Mod 3 only, page 2)

· All 3 Sample Tasks (found in both Mod 3 and RFP)

MSFSC has reviewed and removed all references to SCBAs in the statement of work and associated RFP (except those noting the deletion of the SCBA requirement from the original solicitation).
