SUMMARY OF CHANGES

SECTION SF 1449 - CONTINUATION SHEET

SOLICITATION/CONTRACT FORM

The required response date/time has changed from 31-Aug-2010 09:00 AM to 03-Sep-2010 02:00 PM.

The following have been modified:

PERFORMANCE WORK STATEMENT

1. The Contractor shall provide labor, material, and equipment to accomplish the work specified herein. All work shall be performed on site in one service call by one team of technicians.

2. The technicians shall be authorized original equipment manufacturer's (OEM) representatives for the systems and/or equipment they are servicing. Additionally, the company shall be an ABS recognized specialist for 1) fire fighting equipment services, and 2) SCBA services. Copies OEM certification letters and documentation which supports the company being a recognized ABS specialist shall be submitted with the Contractor’s technical proposal and the certifications/approvals shall be maintained current throughout the period of performance of the base contract and exercise options.

3. Pricing shall be based on the CLINs specified in this PWS. The individual ship SCBA configurations are represented in the attached spreadsheet titled “Ship SCBA Configurations”. The individual ship Fire Fighting configurations are approximately represented by the attached spreadsheet titled “Ship Fire Fighting Configurations” and by each ship’s representative Fire Control Plan provided as Government Furnished Information.

4. All work covered by this PWS may be performed on vessels berthed at Commercial shipyards or Government owned piers or while the vessel is underway.. Due to worldwide ship locations and rapid changes in ship’s deployment and operating schedules, Contractor personnel must be able to respond to schedule changes within forty-eight (48) hours for CONUS locations and seventy-two (72) hours for outside CONUS locations. Attendance by ABS, USCG, or other required certifying or regulatory agency shall be coordinated and arranged by the Contractor.

5. The tentative date and location for each service call will normally be provided within 30 days of the start date. The confirmed date and ship location will normally be available within one week from the service call. Firm date and location will be specified in each Delivery Order. The date and location shall be verified and obtained by the Contractor prior to the Contractor’s departure for the respective ship/job site. The Contractor can receive confirmation by contacting the responsible Port Engineer, whose name and phone number will be provided in each Delivery Order. The Contractor shall be able to respond to up to four Service calls aboard four different ships conducted simultaneously in various world locations. The Contractor shall be capable of accomplishing annual servicing of both a ship's fire fighting and SCBA systems/equipment within a 14 day availability.

6. The Contractor shall conduct briefings and prepare a final report for each service call.

6.1 The Contractor shall conduct a “kick off” briefing for key shipboard personnel at the start of the service call. The Port Engineer and the Contractor’s representative will mutually agree to the time and location of the briefing and the Port Engineer will assemble key shipboard personnel for attendance. The Contractor’s in briefing shall address as a minimum the following:

6.1.1 Equipment to be inspected, repaired, tested, recharged, and certified

6.1.2 Affected areas involved in the inspection, testing, and repair

6.1.3 Planned schedule to accomplish requirements of Delivery Order

6.1.4 Shipboard support responsibilities (e.g. lock out/tag out)

6.2 At the end of each day, the Contractor shall provide the Port Engineer a daily status report and a plan of action for the following day.

6.3 The Contractor shall conduct an out briefing and submit three (3) copies of the preliminary report at the end of the service call. The Port Engineer and the Contractor’s representative will mutually agree to the time and location of the out briefing, and the Port Engineer will assemble key shipboard personnel for attendance. The out briefing and preliminary report shall address:

6.3.1 Basic information on surveyed and inspected systems/equipment

6.3.2 List of affected areas/equipment requiring repair, recharge and testing

6.3.3 List of found problems and corrective actions taken

6.3.4 Weighing list of bottles, bottle ID’s, location, weights (net and gross), last hydro date, next hydro date, and type of agent

6.3.5 Certification sheets for all equipment/systems certified during the service call.

6.3.6 Recommended future repairs/modifications.

6.4. Within 14 days of completion of the service call the Contractor shall submit three copies of a final service call report to the Port Engineer.

The contractor is to include in the pricing of this CLIN all labor and material expenses that are to be expected for normal preparation and delivery of Contract Data Requirements.

7. AREAS OF PERFORMANCE

The Contractor is to also show in the submitted proposal that they can accomplish Fire Control Systems and Equipment certification, testing, and repairs, as well as SCBA testing, certification and repairs, within the required timeframe, while MSFSC ships are in the following locations: Baltimore, Maryland; Earle, NJ; Norfolk, Virginia; Seattle, Washington; Portland, Oregon; San Diego, California; San Francisco, California; Honolulu, Hawaii; Guam; Singapore; Yokosuka, Japan; Sasebo, Japan; Jebel-Ali, United Arab Emirates; Diego Garcia, and Gaeta and Naples, Italy.

8. RESERVED

CLINs 0001 through 0051: Annual Fire Fighting Certification (every twelve months plus or minus 1 month). The Contractor shall provide pricing for this CLIN based on the ship’s fire fighting and fire detection configuration as approximately documented by each ship class’ Fire Control Plan. A spreadsheet listing the ship’s to be addressed by this CLIN along with a copy of the available Fire Control Plans is provided as GFI.

a. The annual Fire Fighting Survey shall include, but not be limited to, the following: Fixed CO2 systems/cylinders; Semi-Fixed CO2 systems/cylinders; Hose reel systems/equipment; Halon systems/equipment; Fire and Smoke detection systems and associated sensors;

Dry chemical extinguishing systems/equipment; Chemtron or equivalent systems/equipment; Galley fire suppression systems; Portable extinguishers; AFFF Firefighting and Transfer systems and equipment; FM-200 System/Equipment.

b. All Fire Detection and Fire Extinguishing systems/equipment shall be surveyed and tested for operational capability. During annual surveys, inspections and tests, the following shall be completed:

1. Inspect and test ship’s fixed, semi-fixed, and portable fire extinguishers. If Hydrostatic tests and recharging is required, contractor or their agent shall perform these tasks under negotiated contract modification at the delivery order level.

2. Check piping condition on fire detection/extinguishing systems.

3. Inspect, test and service smoke detection systems, detectors and heat sensors.

4. Conduct operational tests of ship’s fire detection and extinguishing systems/equipment.

5. All fixed, semi-fixed (hose reel), and portable chemical bottles shall be disconnected, weighed, and tagged. If Hydrostatic tests and recharging is required, contractor shall perform these tasks under negotiated contract modification at the delivery order level.

6. Test automatic shutdown of ventilation for compartments protected by fixed systems, and verify that all openings into protected spaces are capable of being secured as required for certification of this item.

CLIN 0052: Emergent Repairs and Upgrades: The Contractor shall provide pricing for labor and material cost to accomplish emergent repairs, system/equipment upgrades (i.e MSFSC Ships with older fire control plan configurations might be subject to upgrades or plan revisions. Repairs or upgrades related to these changes would be priced under this CLIN), and material procurements associated with the Fire Fighting and Fire detection systems for the vessels addressed by this contract.

CLINs 0053 through 0064: Annual SCBA Service (every twelve months, plus or minus one month): Contractor is to include pricing for CLINs 0053 through 0064 based on the number of SCBAs on various ship classes/ships. Accomplish the following servicing:

a. Replace manufacturer specified o-rings and the inlet filter.

b. Inventory all parts.

c. Inspect all parts visually and accomplish any necessary cleaning.

d. Place the breathing valve on a test bench and fine-tune after results are recorded for automatic positive pressure, opening pressure, positive pressure, relief valve pressure, by-pass function, and leakage test.

e. Accomplish additional servicing of the breathing valve including the positive pressure attachment, valve housing assembly, valve insert with breathing hose and adjustment of breathing valve.

f. Place the regulator unit on the test bench and fine-tune after results are recorded for secondary pressure, sealing pressure, relief valve, warning pressure, function and sealing tightness.

g. Accomplish additional servicing of the regulator unit including the cylinder valve connection, pressure regulator mechanism, supply hose, high-pressure hose, pressure gauge, quick-coupling connection and warning whistle.

h. Accomplish POSICHEK 3 Computerized certification for each SCBA unit following repairs and servicing. A copy of the POSICHEK 3 printout for each unit shall be included in the preliminary and final reports provided as per paragraph 6.3 of this PWS.

i. Service the harness and backpack including adjusting the cylinder strap assembly and the cylinder bracket assembly.

j. Service the cylinder assembly includes the hand-wheel mechanism and pressure gauge safety device.

k. Provide all required tools and special adapters to accomplish inspections and tests.

l. The contractor is to include in the pricing of this CLIN all labor and material expenses that are to be expected during normal annual SCBA servicing.

CLINs 0065 through 0076: Visual Inspection and Hydrostatic Test of Cylinders (every three years to five years, plus or minus two months): Contractor is to include pricing for this CLIN based on the number of SCBAs with bottles and number of spare SCBA bottles on various ship classes/ships. Accomplish the following servicing:

a. Accomplish a complete visual internal and external inspection of each SCBA cylinder prior to and after any hydrostatic testing using a boroscope in accordance with DOT procedures.

b. Accomplish hydrostatic testing on-site with a DOT approved portable hydrostatic testing unit.

c. If the Contractor proposes accomplishing the hydrostatic testing of SCBA bottles at DOT approved facilities away from the ship, only half the ship's SCBAs are to be removed at one time. The Contractor is to show in the submitted proposal that the hydrostatic test of all the SCBA bottles, including spare bottles, can be accomplished within a 14 day time period. The Contractor is to also show in the submitted proposal that they can accomplish SCBA hydrostatic testing, within the required timeframe, while MSFSC ships are in the locations indentified in Paragraph 7.

d. Hydrostatic testing is to be performed in accordance with the DOT procedures and recommendations.

e. After completing the hydrostatic test, cylinders are to be drained and then dried out completely utilizing an electric drying rack in accordance with DOT procedures.

Provide all tools and adapters to accomplish required hydrostatic testing.

f. The contractor is to include in the pricing of this CLIN all labor and material expenses that are to be expected during the accomplishment of the visual inspection and hydrostatic testing of SCBA cylinders.

CLINs 0077 through 0088: Fit Testing (every twelve months, plus or minus one month): Contractor is to include pricing for this CLIN based on the number of SCBAs on various ship classes/ships. Perform the following servicing:

a. Perform fit testing on all personnel assigned with their own SCBA masks. All testing and testing procedures will be carried out according to a recognized industry standard, to include OSHA 1910.134, NFPA 1404 AND 1500, and NIOSH 42 CFR 84, fit testing procedures.

b. The contractor is to include in the pricing of this CLIN all labor and material expenses that are to be expected during normal annual SCBA fit testing.

CLIN 0089: Labor-Straight Time (S/T): The contractor shall provide a unit price for straight time labor expenses that are required but not included in pricing for CLINs 001 through 0088 Straight time (S/T) includes normal work of eight (8) hours per day, five (5) days per week, Monday through Friday. Travel time, including Saturdays, Sundays and Holidays, shall be billed at Straight time rates.

CLIN 0090: Labor-Overtime (O/T): The contractor shall provide a unit price for overtime labor expenses that are required but not included in pricing for CLINs 001 through 0088. Overtime (O/T) includes any work in excess of eight (8) hours per day or in excess of forty (40) hours per week, or work performed on Saturdays.

CLIN 0091: Labor-Premium Time (P/T): The contractor shall provide a unit price for premium time labor expenses that are required but not included in pricing for CLINs 001 through 0088. Premium time includes any work performed on Sundays or holidays.

CLIN 0092: Labor-Travel Time (T/T): The contractor shall provide a unit price for travel time including Saturdays, Sundays, and Holidays at straight time (S/T) rates.

CLIN 0093: Material: The contractor shall make an effort to utilize parts currently in the Government’s inventory. The contractor will be reimbursed for material that is required but not included in pricing for CLINs 001 through 0088. This CLIN shall not be priced.

CLIN 094: Travel, Per Diem, Air Fare, and Ground Transportation: The contractor will be reimbursed for all travel and mobilization expenses including air fare, excess baggage charges, car rental, transfers, visas, local transportation and mobilization charges as well as per diem charges as set by JTR.

Terms of Warranty: The contractor shall guaranty that all items will be serviced and maintained in accordance with the specifications of the manufacturer and certification requirements as set forth by the USCG, ABS, DOT, OSHA, NIOSH, MSHA, and NFPA.
