SUMMARY OF WORK

PART 1 GENERAL

1.1 SUBMITTALS

Government approval is required for submittals with a "G" designation;

submittals not having a "G" designation are for Contractor Quality Control approval. Submittals with an "S" are for inclusion in the Sustainability eNotebook, in conformance with Section 01 33 29 SUSTAINABILITY REPORTING.

Salvage Plan; G

1.2 WORK COVERED BY CONTRACT DOCUMENTS

1.2.1 Project Description

This is a 8(a) Multiple Award Construction Contract for construction, renovation/modernization work and routine repair/maintenance work by method of construction at various Federal or Military facilities and installations on Guam and outlying areas in the Pacific. The work will be awarded as Task Orders and shall include all supervision, labor, safety controls, transportation, materials, equipment, tools, supplies, engineering, administration, permit and clearances and other incidental work required to complete the scope of work for the project. Other incidental work required includes any and all items and considerations necessary to insure a complete and usable final product, including, but not limited to, the necessary construction considerations not specifically stated elsewhere in the statement of work for the project. Complete and usable final product means that the completed final product can be used to fully satisfy the requirements and the intended purpose of the project. The scope of work may include new construction, and involve limited or modified engineering and design to include basis of design, drawings, specifications, and engineering calculations. The work shall also include material sampling, testing, removal, and disposal of lead contaminated paint, asbestos, and other hazardous material.

1.2.2 Location

The work shall be located at various Federal Government and Military installations and buildings on Guam and outlying areas in the Pacific. The exact location will be indicated on the Task Order issued by the Contracting Officer.

1.3 CONTRACT DRAWINGS

Contract drawings will be attached in the task orders.

Contractor shall immediately check furnished drawings and notify the Government of any discrepancies.

1.4 WORK RESCHEDULING

Contractor shall allow for a maximum of 7 calendar days where construction activity is prohibitive. Government will provide 24 hour notification each time the restrictions are invoked.

Normal duty hours for work shall consist of an 8-hour period between 6:00 a.m. and 6:00 p.m., Monday through Friday, excluding Federal Government holidays. Requests for work outside regular working hours shall require written approval from the Contracting Officer 3 days in advance of the proposed work period to allow arrangements to be made by the Government.

Based on the justification provided, the Contracting Officer may approve or disapprove work outside regular hours. Utility cutovers, if required, shall be made after normal working hours or on Saturdays, Sundays, and Federal Government holidays.

1.5 PROJECT ENVIRONMENTAL GOALS

Contractor shall distribute copies of the Environmental Goals to each subcontractor and the Contracting Officer. The overall goal for design, construction, and operation is to produce a building that meets the functional program needs and incorporates the principles of sustainability.

Specifically:

a. Preserve and restore the site ecosystem and biodiversity; avoid site degradation and erosion. Minimize offsite environmental impact.

b. Use the minimum amount of energy, water, and materials feasible to meet the design intent. Select energy and water efficient equipment and strategies.

c. Use environmentally preferable products and decrease toxicity level of materials used.

d. Use renewable energy and material resources.

e. Optimize operational performance (through commissioning efforts) in order to ensure energy efficient equipment operates as intended.

Consider the durability, maintainability, and flexibility of building systems.

f. Manage construction site and storage of materials to ensure no negative impact on the indoor environmental quality of the building.

g. Reduce construction waste through reuse, recycling, and supplier take-back.

1.6 OCCUPANCY OF PREMISES

Building(s) will be occupied during performance of work under this Contract.

Occupancy notifications will be posted in a prominent location in the work area.

Before work is started, arrange with the Contracting Officer a sequence of procedure, means of access, space for storage of materials and equipment, and use of approaches, corridors, and stairways.

1.7 EXISTING WORK

In addition to "FAR 52.236-9, Protection of Existing Vegetation, Structures, Equipment, Utilities, and Improvements":

a. Remove or alter existing work in such a manner as to prevent injury or damage to any portions of the existing work which remain.

b. Repair or replace portions of existing work which have been altered during construction operations to match existing or adjoining work, as approved by the Contracting Officer. At the completion of operations, existing work must be in a condition equal to or better than that which existed before new work started.

1.8 LOCATION OF UNDERGROUND UTILITIES

Obtain digging permits prior to start of excavation, and comply with Installation requirements for locating and marking underground utilities.

Verify existing utility locations indicated on contract drawings, within area of work.

Identify and mark all other utilities not managed and located by the local utility companies. Scan the construction site with Ground Penetrating Radar (GPR), electromagnetic, or sonic equipment, and mark the surface of the ground, pier deck or paved surface where existing underground utilities or utilities encased in pier structures are discovered. Verify the elevations of existing piping, utilities, and any type of underground or encased obstruction not indicated, or specified to be removed, that is indicated or discovered during scanning, in locations to be traversed by piping, ducts, and other work to be conducted or installed. Verify elevations before installing new work closer than nearest manhole or other structure at which an adjustment in grade can be made.

1.8.1 Notification Prior to Excavation

Notify the Contracting Officer at least 15 days prior to starting excavation work.

1.9 ON-SITE PERMITS

1.9.1 Utility Outage Requests and Utility Connection Requests

Work shall be scheduled to hold outages to a minimum.

Utility outages and connections required during the prosecution of work that affect existing systems shall be arranged for at the convenience of the Government and shall be scheduled outside the regular working hours or on weekends.

Contractor shall not be entitled to additional payment for utility outages and connections required to be performed outside the regular work hours.

Requests for utility outages and connections shall be made in writing to the Contracting Officer at least five calendar days in advance of the time required. Each request shall state the system involved, area involved, approximate duration of outage, and the nature of work involved.

1.10 GOVERNMENT-FURNISHED MATERIAL AND EQUIPMENT

On a Task Order basis, and pursuant to Contract Clause "FAR 52.245-1, Government Property", the Government may furnish materials and equipment for installation by the Contractor.

1.8 NAVY AND MARINE CORPS (NMCI) COORDINATION REQUIREMENTS

1.8.1 NMCI Contractor Access

Allow the NMCI Contractor access to the facility towards the end of construction (finishes 90 percent complete, rough-in 100 percent complete, Inside Plant (ISP)/Outside Plant (OSP) infrastructure in place) to provide equipment in the telecommunications rooms and make final connections.

Coordinate efforts with the NMCI Contractor to facilitate joint use of building spaces during the final phases of construction. After the Contracting Officer has facilitated coordination meetings between the two contractors, within one week, incorporate the effort of additional coordination with the NMCI Contractor into the construction schedule to demonstrate a plan for maintaining the contract duration.

1.9 SALVAGE MATERIAL AND EQUIPMENT

Items designated by the Contracting Officer to be salvaged remain the property of the Government. Segregate, itemize, deliver and off-load the salvaged property at the Government designated storage area.

Provide a salvage plan, listing material and equipment to be salvaged, and their storage location. Maintain property control records for material or equipment designated as salvage. Use a system of property control that is approved by the Contracting Officer. Store and protect salvaged materials and equipment until disposition by the Contracting Officer.

1.3 SPECIAL SCHEDULING REQUIREMENTS

a. Have materials, equipment, and personnel required to perform the work at the site prior to the commencement of the work. Specific items of work to which this requirement applies include:

b. The facilities will remain in operation during the entire construction period. The Contractor must conduct his operations so as to cause the least possible interference with normal operations of the activity.

c. Permission to interrupt any Activity roads, railroads, or utility service must be requested in writing a minimum of 15 calendar days prior to the desired date of interruption.

d. The work under this contract requires special attention to the scheduling and conduct of the work in connection with existing operations. Identify on the construction schedule each factor which constitutes a potential interruption to operations.

e. ONE-NET And Other Government Contractors Access: Navy ONE-NET contractors and other Government contractors must be allowed access to the facility towards the end of construction (finishes 90% complete, rough-in 100% complete, Inside Plant (ISP)/Outside Plant (OSP) infrastructure in place) to provide equipment in telecommunications rooms, to install telecommunications cables, and to make final connections. The Contractor will be required to coordinate construction efforts with such contractors to facilitate joint use of building spaces during the final phases of construction and to work the coordination effort into the construction schedule.

1.4 CONTRACTOR ACCESS AND USE OF PREMISES

1.4.1 Activity Regulations

Ensure that Contractor personnel employed on the Activity become familiar with and obey Activity regulations including safety, fire, traffic and security regulations. Keep within the limits of the work and avenues of ingress and egress. To minimize traffic congestion, delivery of materials must be outside of peak traffic hours (6:30 to 8:00 a.m. and 3:30 to 5:00 p.m.) unless otherwise approved by the Contracting Officer. Wear hard hats in designated areas. Do not enter any restricted areas unless required to do so and until cleared for such entry. Mark Contractor equipment for identification.

Motor Vehicle Operation - Ingress and egress of personnel will be subject to the security regulations of the Installation.

(1) All personnel must be made aware of the posted base speed limits.

(2) Parking is in designated areas only, between two white lines. No parking is permitted in fire lanes, on seeded areas, in parking slots reserved for general officers and handicapped personnel.

(3) Traffic accidents should be reported immediately to the Base

Security Police by calling 116.

(4) All personnel entering the installation are subject to random vehicle inspections. The purpose of these inspections is to detect the theft of Government and private property, and to detect contraband or illegal drugs.

(5) Required Information on Privately Owned Vehicles - Advise company employees who desire to use their privately owned vehicles to personally bring the vehicle, vehicle registration, copy of vehicle insurance policy, valid state inspection documentation, and driver's license to the JRM Main Gate, Pass and Identification Office.

(6) Access to Restricted Areas - Base entry passes allow access to designated areas on the installation only. Entry into off limits areas is prohibited unless the contract requires it.

(7) Current Information - Contractors will be responsible for keeping the vehicle and employee lists current, and for securing and returning identification cards belonging to terminated employees to the CNM Pass and Identification Office.

1.4.1.1 Subcontractors and Personnel Contacts

Provide a list of contact personnel of the Contractor and subcontractors including addresses and telephone numbers for use in the event of an emergency. As changes occur and additional information becomes available, correct and change the information contained in previous lists.

1.4.1.2 Installation Access

Obtain access to Navy installations through participation in the Defense Biometrics Identification System (DBIDS). Requirements for Contractor employee registration, and transition for employees currently under Navy Commercial Access Control System (NCACS), are available at https://www.cnic.navy.mil/om/dbids.html. No fees are associated with obtaining a DBIDS credential.

Participation in the DBIDS is not mandatory, and Contractor personnel may apply for One-Day Passes at the Base Visitor Control Office to access an installation.

1.4.1.2.1 Registration for DBIDS

Registration for DBIDS is available at https://www.cnic.navy.mil/om/dbids.html. Procedure includes:

a. Present a letter or official award document (i.e. DD Form 1155 or SF

1442) from the Contracting Officer, that provides the purpose for access, to the base Visitor Control Center representative.

b. Present valid identification, such as a passport or Real ID Act-compliant state driver's license.

c. Provide completed SECNAV FORM 5512/1 to the base Visitor Control Center representative to obtain a background check. This form is available for download at https://www.cnic.navy.mil/om/dbids.html.

d. Upon successful completion of the background check, the Government will complete the DBIDS enrollment process, which includes Contractor employee photo, finger prints, base restriction and several other assessments.

e. Upon successful completion of the enrollment process, the Contractor employee will be issued a DBIDS credential, and will be allowed to proceed to worksite.

1.4.1.2.2 DBIDS Eligibility Requirements

Throughout the length of the contract, the Contractor employee must continue to meet background screen standards. Periodic background screenings are conducted to verify continued DBIDS participation and installation access privileges. DBIDS access privileges will be immediately suspended or revoked if at any time a Contractor employee becomes ineligible.

An adjudication process may be initiated when a background screen failure results in disqualification from participation in the DBIDS, and Contractor employee does not agree with the reason for disqualification. The Government is the final authority.

1.4.1.2.3 DBIDS Notification Requirements

a. Immediately report instances of lost or stolen badges to the Contracting Officer.

b. Immediately collect DBIDS credentials and notify the Contracting

Officer in writing under the following circumstances:

(1) An employee has departed the company without having properly returned or surrendered their DBIDS credentials.

(2) There is a reasonable basis to conclude that an employee, or former employee, might pose a risk, compromise, or threat to the safety or security of the Installation or anyone therein.

1.4.1.2.4 One-Day Passes

Personnel applying for One-Day passes at the Base Visitor Control Office are subject to daily mandatory vehicle inspection, and will have limited access to the installation. The Government is not responsible for any cost or lost time associated with obtaining daily passes or added vehicle inspections incurred by non-participants in the DBIDS.

1.4.1.3 No Smoking Policy

Smoking is prohibited within and outside of all buildings on installation, except in designated smoking areas. This applies to existing buildings, buildings under construction and buildings under renovation. Discarding tobacco materials other than into designated tobacco receptacles is considered littering and is subject to fines. The Contracting Officer will identify designated smoking areas.

1.4.1.4 Motor Vehicle Operation

Ingress and egress of personnel will be subject to the security regulations of the Installation. All personnel entering the installation are subject to random vehicle inspections to ensure compliance with federal and local laws and to deter theft and/or transportation of contraband. Valid documentation of vehicle registration, insurance, safety inspection, and operator's license must be presented to obtain vehicular access, and must remain on hand at all times.

(1) All personnel must be made aware of the posted base speed limits.

(2) Parking is in designated areas only.

1.4.2 Working Hours

Regular working hours must consist of an 8 1/2 hour period, between 7 a.m.

and 3:30 p.m., Monday through Friday, excluding Government holidays.

1.4.3 Work Outside Regular Hours

Work outside regular working hours requires Contracting Officer approval.

Make application 15 calendar days prior to such work to allow arrangements to be made by the Government for inspecting the work in progress, giving the specific dates, hours, location, type of work to be performed, contract number and project title. Based on the justification provided, the Contracting Officer may approve work outside regular hours. During periods of darkness, the different parts of the work must be lighted in a manner approved by the Contracting Officer. Make utility cutovers after normal working hours or on Saturdays, Sundays, and Government holidays unless directed otherwise.

1.4.4 Exclusionary Period

No work must be performed during ammunition loading and unloading and other related operational activities, inclusive, without prior written approval of the Contracting Officer. This period has not been considered in computing the time allowed for the performance of this contract.

1.4.4 Occupied Buildings

The Contractor shall be working in existing buildings, or around existing buildings which are occupied. Do not enter the buildings without prior approval of the Contracting Officer.

The existing buildings and their contents must be kept secure at all times.

Provide temporary closures as required to maintain security as directed by the Contracting Officer.

Provide dust covers or protective enclosures to protect existing work that remains and Government material during the construction period.

Relocate movable furniture away from the Contractor's working area as required to perform the work, protect the furniture, and replace the furniture in their original location upon completion of the work.

1.4.5 Utility Cutovers and Interruptions

a. Make utility cutovers and interruptions after normal working hours or on Saturdays, Sundays, and Government holidays. Conform to procedures required paragraph WORK OUTSIDE REGULAR HOURS.

b. Ensure that new utility lines are complete, except for the connection, before interrupting existing service.

c. Interruption to water, sanitary sewer, storm sewer, telephone service, electric service, air conditioning, heating, fire alarm, compressed air are considered utility cutovers pursuant to the paragraph WORK OUTSIDE

REGULAR HOURS.

d. Operation of Station Utilities: The Contractor must not operate nor disturb the setting of control devices in the station utilities system, including water, sewer, electrical, and steam services. The Government will operate the control devices as required for normal conduct of the work. The Contractor must notify the Contracting Officer giving reasonable advance notice when such operation is required.

e. Connection to Existing Sanitary Sewer Line: Provide positive verification that the existing line conveys sanitary sewer; verify line is not incorrectly connected to a storm drain. Obtain Installation's Sanitary Sewer Connection Permit 2 weeks prior to connection and in accordance with Section 33 30 00 SANITARY SEWERS.

1.4.6 Excavation Requirements

Obtain digging permits prior to start of excavation. Notify the

Contracting Officer at least 30 days in advance. Scan the construction site with electromagnetic or sonic equipment, and mark the surface of the ground or paved surface where existing underground utilities or utilities encased in pier structures are discovered. Verify the elevations of existing piping, utilities, and any type of underground or encased obstruction not indicated to be specified or removed but indicated or discovered during scanning in locations to be traversed by piping, ducts, and other work to be conducted or installed. Provide annotated drawings of all discovered utilities as part of the submission for the digging permits. The Contractor is responsible for all utility markings.

1.4.7 Naval Base Guam Telecommunications Site (NBGTS) Safety/Security Policy

Non-NBGTS personnel requiring access to the critical facilities of NBGTS property shall be U.S. Citizens.

1.4.8 Naval Base Guam Restricted Areas

Restricted areas within Naval Base Guam include Ordnance Annex (Naval Magazine) and wharves during periods of active use. For access to these areas, submit C-badge applications for each employee to the Contracting Officer. The process to obtain a C-badge for access to these areas is generally expected to take up to 30 calendar days.

1.4.9 Andersen Air Force Base Restricted Areas

Restricted areas within Andersen Air Force Base include MSA1 (Munitions Storage Area 1), MSA2, and the Flight line. For access to these areas, submit personnel information on an Entry Authorization Letter (EAL) request form to the Contracting Officer. The process to obtain an approved EAL is generally expected to take up to 90 calendar days.

Military escorts will generally be provided for all Contractors entering these areas.

1.4.10 AAFB AREA WORK CLEARANCE REQUEST

Coordinate excavation and electrical work, including testing and trouble shooting of circuits, within the AAFB 36 CES Squadron and BOS Contractor via the Contracting Officer. Furnish the following:

a. Contract title and number

b. Specific location of work

c. Reason for work

d. Duration of work

1.4.11 AAFB Hazardous Areas

Do not enter into work areas where AAFB personnel are using protective equipment such as respirator and masks or marked boundary areas without prior approval.

1.5 SECURITY REQUIREMENTS

Contract Clause "FAR 52.204-2, Security Requirements and Alternate II," "FAC 5252.236-9301, Special Working Conditions and Entry to Work Area," and the following apply:

1.5.1 Personnel List

Submit for approval, at least 45 days for Andersen Air Force Base and 21 days for all other bases prior to the desired date of entry, an original alphabetical list of personnel who require entry into Government property to perform work on the project. Furnish for each person:

a. Name

b. Date and place of birth

c. Citizenship

d. Home address

e. Social security number

f. Current pass expiration date

g. Naturalization or Alien Registration number

h. Passport number, place of issue, and expiration date

i. Guam Police clearance report for last six (6) months

j. USAF contractor/Sub-Contractor Access Affidavit as required by Andersen

Air Force Base, Guam

The request for personnel passes must be accompanied with the following certification:

"I hereby certify that all personnel on this list are either born U.S.

citizens, naturalized U.S. citizens with the naturalization number shown, or legal aliens with the alien registration number indicated."

1.5.2 Vehicle List

Submit an original list of vehicles to be utilized at the work site with the following information for each vehicle:

a. Make

b. Year

c. Model

d. License number

e. Registered owner

f. Current Military Installation pass expiration date.

1.5.3 Passes

Submit request for personnel and vehicle passes together. Include the Certificate of Insurance for Contractor and Subcontractor(s) and the Statement of Acknowledgement Form SF 1413 with the submittal. Passes will normally be issued within 21 days.

1.5.3.1 Control

Maintain strict accountability over passes. Immediately report to the source of issue, passes missing or lost and the circumstances. If the Contractor has another active contract or one commencing immediately, employees' names may be transferred from one contract to the other. Final payment will not be effected until employees are transferred to another contract or the records are cleared. Furnish a signed letter, countersigned by the source of issue, stating that passes have been turned in.

1.5.4 Photographs

Photography is prohibited in and around restricted areas. When photography is required under this contract, the contractor shall submit a written request to the Contracting Officer at least 21 days in advanced for further request of a Camera Pass via review by the Security Office prior to release.

The request shall identify the person and equipment involved and the location and purpose of the photographs. All photographs are subject to review by the Government prior to release. Photographs shall not be disseminated except with explicit authorization from the Government.

1.5.5 NAVSUP FLC Yokosuka Guam (FLCYG) Area Fuel Division, Safety/Security Policy

Non-CNRM Fuel Division personnel requiring access to the Fuel Farm and other Fuel Division property shall check in at Bldg. 1700, Sasa Valley Fuel Farm, at the beginning and end of each work day. Keys to Fuel Facilities will be issued daily between the hours of 7:30 a.m. and 4:00 p.m. Keys must be returned by 7:00 p.m. the same day.

At the end of each workday, update the check-in board in the Fuel Division

Operations and provide information as follows for the next workday:

a. Contract name or number

b. Name of person responsible for work crew(s)

c. Emergency phone numbers

d. Number of workers in crew

e. Location of work

f. Type of work to be conducted

g. Fuel Division support required:

1) Draining of pipe

2) Outages

Route hot work permits to the FLCYG Fuel Division for approval. Following approval, submit permit to the Federal Fire Department (FFD). After approval by the FFD, submit a copy of the permit and the Marine Chemist Gas Free Certificate to the Fuels Operations Division for record.

The Contractor shall obtain and monitor assigned security badges (used by both prime contractor and subcontractor staff) used during the duration of this contract. All security badges or passes shall be returned to the FLCYG security office upon expiration of the badge, upon completion of the project, or when possession of the badge is no longer necessary (e.g., upon removal of contracted personnel from specific projects).

All personnel working in the Fuel Facility must have an appropriate (NACLC) National Agency Check w/ Law and Credit, or (ANACI) Access National Agency Check with Inquiry. Performance of all work under this contract is restricted to U.S. citizens only.

These requirements are applicable to the prime contractor as well as to all the prime contractor’s subcontractors and suppliers performing work at any Fuel Facility restricted areas.

The period of proposed contract work to be performed is subject to further approval of the FLCYG Fuel Director depending on the sensitivity of industrial operations in the affected areas.

The background check process begins with a Visit Access Request (VAR)

Letter from the prime contractor on their company letterhead, to NAVSUP FLCYG Security Office via the Contracting Officer (KO) upon contract award. VAR letters shall originate from the prime contractor company’s President/Chief Executive Officer (CEO) or designated representative. Second, each contractor employee listed shall complete and sign an NAVSUP FLCYG “In-Processing Form” to initiate security clearance requests.

Once FLCYG security office receives the required VAR and In- Processing Form, an EQIP direct web link will be generated and sent

Section 01 14 00 Page 10 to the respective contractor employees’ with instructions and a ten day deadline for completion.

Entry into restricted areas is authorized only based upon the following conditions.

For unescorted entry to the FLCPH Fuel Complex: Contractor personnel must show proof of U.S. citizenship and a copy of the contract or work order that shows dates of performance and pass the (NACLC) National Agency Check w/ Law and Credit, or (ANACI) Access National Agency Check with Inquiry). The expiration date will be the date the contract performance period ends. They will then be issued a FLCYG contractor badge (white badge with a colored border).

Gate Guards at the Fuel Complex will require the Rapidgate NCACS Contractor ID or one-day pass from the Pass & ID and FLCYG Contractor badge (white badge with a colored border). All other internal access will be controlled electronically via proximity badge and cyber-keys.

For situations other than the above, employees or representatives requiring access to restricted areas may be issued an “Escort Required” (“ER”) pass and must be under escort of a FLCYG cleared government employee with FLCYG badge access at all times. FLCYG has limited manpower resources therefore the escort option is intended for site surveys, quotations, or emergency services only. Escorted access must be coordinated with the FLCYG Fuel Department to ensure that the escort is properly scheduled and informed of escort responsibilities.

The KO must ensure that any derogatory or questionable information concerning contractor employees possessing a DOD security clearance or a FLCYG badge is immediately reported to the FLCYG Security Officer. All contractor employees must wear and display the FLCYG badge in the chest area at all times while entering, remaining in, and exiting restricted spaces.

Badges shall only be used only by the specific individual named on the badge. Failure to comply with this requirement shall be cause for immediate revocation of the badge.

Contractors must maintain strict accountability over identification badges and passes issued by the FLCYG Security Officer and must immediately report to the KO, any badges/passes that are missing or lost and the circumstances. All badges/passes must be immediately returned to the KO upon termination of any employee, upon expiration, upon completion of contract, or when no longer required.

The KO will ensure that all badges/passes are returned and forwarded to the FLCYG Security Officer. Contractors shall coordinate hours of work to minimize fuel operations interruptions. When operational needs require the contractor to schedule work before 0600 and/or after 1900 (Monday through Friday) or on weekends and holidays, provide written notification at least two weeks in advance to KO who will obtain approval from the FLCYG Fuel Department. Such notifications will include specific dates, hours of work, location of work, type of work to be performed, contract number and project title. The KO will provide a copy of the notification to the

Security Office along with written notification that work, as scheduled, has been approved by the FLCYG Fuel Department.

Contractor employees/representatives are restricted to the work site and shall travel directly to and from the work site.

Contractors shall not park on or block the marked fire lanes at any time. Vehicles may stop at entrance for 15 minutes for loading or unloading. An exception may be made for vehicles which are part of the equipment needed to do the required work, i.e., a truck which uses a mounted generator, a vehicle with built-in equipment, etc.

All vehicles are subject to search while entering, remaining in, or leaving restricted areas and/or DoD areas.

Photography and photographic equipment are prohibited in the complex. When operationally required, a written request containing specific justification and details will be submitted to the Security Office via the KO for consideration. All photographs must be reviewed by the DoD Security Office prior to release.

Contractors are responsible for control and security of all contractor-owned equipment and material at the work site.

Report immediately, all missing/lost/stolen property to the DoD Security Detachment (phone 474-7679) as each incident occurs.

No material may be stacked within ten (10) feet of perimeter fencing. Remove from the work site, or secure, ladders or other such equipment, which could be used to climb the perimeter fence.

Ensure that no vehicles are parked within ten (10) feet of the perimeter fence.

Operations outage coordination requires written notification to the FLCYG Fuel Department via the KO, two (2) weeks prior to actual start of work to allow for notification of the appropriate offices, and shops of the impact resulting from the contract work. Such notifications will include specific details such as work schedules (including actual start date for entry), and impact statements concerning tasks to be done, e.g. specific parking spaces to be vacated, inclusive dates involved, traffic rerouting, changes to traffic and parking patterns, traffic/parking controls to be instituted by the Contractor, barricades to be erected by the contractor, etc., along with sketches of the particular areas involved.

1.5.7 Anti-Terrorism

1.5.7.1 Anti-Terrorism Training

All employees travelling to and from Guam shall receive the Level I Anti-terrorism training. Employees traveling from Guam to the United States or its territories are not required to take the training. The quality control manager shall certify that each employee has received this training prior to travelling to and from Guam and maintain copies of employees’ certification of completion. Submit to the Contracting Officer the following certifying statement:

“I hereby certify that the employee(s) identified in the submittal have received the Level I Anti-terrorism training.

1.6 SPECIAL SCHEDULING REQUIREMENTS FOR FAMILY HOUSING AREA

1.6.1 Minimal Interference

The Contractor shall conduct his operations so as to cause the least possible interference with the building/or housing tenants.

1.6.2 Interruption to Operations

The work under this contract requires special attention to the scheduling

Section 01 14 00 Page 13 and conduct of the work in connection with existing operations. Identify on the project schedule each factor, which constitutes a potential interruption to operations. Permission to interrupt any Activity roads, and/or utility service shall be requested in writing a minimum of 15 calendar days prior to the desired date of interruption.

1.6.2.1 Notification

Housing residents shall be notified of any work in and around Housing Areas before any work is started. Buildings or housing units shall remain accessible to tenants. The Contractor shall coordinate roof access with the housing tenant(s) or, if the tenant is not home, by taping the notice to the front door of the unit(s), in a conspicuous location. The written notice shall be prepared by the Contractor in coordination with the Contracting Officer and shall indicate the construction or renovation project area to include, but not limited to the building and/or house number, street name, and the type of work to be accomplished. The start and completion dates shall be included on the notice. If it is necessary to shut down or interrupt utility systems, a new notice is required and the times and dates of the outage shall be indicated on the notice. Prior to the start of delivery of the first notice, a list of units to be served with the written notice shall be submitted to the Contracting Officer and the U.S. Navy Family Housing Department for approval and information. Delivery schedule of written notice to the tenants by the Contractor to be done on three occasions are as follows:

a. 1st: Fourteen (14) calendar days prior to the impending start of work.

b. 2nd: Seven (7) calendar days prior to the impending start of work.

c. 3rd: Twenty four (24) hours prior to the start of work in or around each unit to confirm the intent of the Contractor to start work in or around each unit the following day. If an outage will affect a whole housing area or a partial area, a notice 24 hours prior to the outage shall be placed on each unit affected.

1.6.3 Air Conditioning Warranty Work

For air conditioning work at military housing units, the Contractor shall be available to perform warranty work 24-hours a day, 7-days a week, and respond on-site to the housing unit within two (2) hours of receipt of notification. Thereafter, all repair work must be completed within eight

(8) hours unless otherwise directed by the Contracting Officer. The Contractor shall remedy at the Contractor's expense any failure to conform, or any defect in the air conditioning work. Costs related to this special requirement for 24-hours, 7-days, and 2-hour warranty response shall be inclusive in the price for projects with air conditioning work at military

HOUSING UNITS.

1.6.4 Weekend Work

Normally, no work is allowed at military housing areas. For exception to this policy, the Contractor shall submit a written request to the Contracting Officer 7 calendar days prior to impending start of work.

Approval of the request is at the sole discretion of the Contracting Officer in coordination with the Housing Manager.

1.3 SCHEDULE OF PRICES

1.3.1 Data Required

This contract requires the use of a cost-loaded Network Analysis Schedule (NAS). The information required for the Schedule of Prices will be entered as an integral part of the Network Analysis Schedule. Within 15 calendar days of notice of award, prepare and deliver to the Contracting Officer a Schedule of Prices (construction contract) as directed by the Contracting Officer. Provide a detailed breakdown of the contract price, giving quantities for each of the various kinds of work, unit prices, and extended prices. Costs shall be summarized and totals provided for each construction category.

1.3.2 Schedule Instructions

Payments will not be made until the Schedule of Prices has been submitted to and accepted by the Contracting Officer.
