AMENDMENT 0002
A. In accordance with FAR 52.252-3 Alterations in Solicitation (APR 1984), portions of this solicitation are altered as follows:
1. RFP Part C, UFGS Specification Section 01 11 00 Summary of Work, Paragraph 1.4 Salvage Material and Equipment, is revised as follows:
“Items designated by the Contracting Officer to be salvaged remain the property of the Government.
Segregate, itemize, deliver and off-load the salvaged property at the Government designated storage area located within 5 miles of the construction site.During construction phasing, coordinate with housing point of contact to drop off salvaged dehumidifier units at the FHO office located at Naval Base Guam after each construction phase.
Provide a salvage plan, listing material and equipment to be salvaged, and their storage location.
Maintain property control records for material or equipment designated as salvage. Use a system of property control that is approved by the Contracting Officer. Store and protect salvaged materials and equipment until disposition by the Contracting Officer. Salvage all existing portable dehumidifiers and turn over to base housing personnel.”
B. Notice 1 is provided in response to a request for information and is provided herein as Enclosure (1). Notice 1 is provided for INFORMATION ONLY. The solicitation remains unchanged unless it is amended in writing.
C. The date for receipt of proposals remains unchanged at February 12, 2019 at 4:30pm local time.
D. Offerors shall acknowledge this amendment in Block 19 of the Standard Form 1442 with their proposals.

QUESTION (Q)1: How should the pages in this solicitation response be numbered?
Answer (A)1: Pages should be numbered sequentially.
Q2: Reference RFP Part A, Page 5 of 61, Section 3.1 Paragraph 2. Can tables or graphics have smaller than size 10 font?
A2: Yes.
Q3: Reference RFP Part A, Page 5 of 61, Section 3.1.h. If company information is updated on the SAM website, must representations and certifications also be included in the cover letter?
A3: If the company’s representations and certifications on the SAM website are already updated, then only Section 00600 of the RFP must be completed and submitted with the proposal.
Q4: Reference RFP Part A, Page 5-6 of 61, Section 3.1 and 3.2. How many hard copies and electronic copies are required for the Cover Letter and the RFP Part A Documents?

Q8: Reference RFP Part A, Page 8 of 61, Section 7 Paragraph. Do companies need to file a VETS-4212 before submission?
A8: No; however, potential awardees must file the required VETS-4212 report before contract award, if they are subject to the reporting requirements of 38 U.S.C. § 4212(d) for that fiscal year.
Q9: Reference RFP Part A, Page 20 of 61, Section 2.4.c.1. Section 2.4.c states, “Submit a minimum of three (3) and a maximum of five (5) construction projects that best demonstrates the Offeror’s experience on relevant projects that are similar in size, scope, and complexity to the RFP.” Can subcontractors also submit up to 5 projects or is the requirement for 5 projects per team?
A9: Subcontractor experience will not be considered. Experience of the Offeror is required.
Projects are limited to a total of five (5). Any projects submitted in excess of the five (5) will not be considered.
Q10: What font type is acceptable? Arial or Times New Roman?
A10: Any legible font is acceptable, as long as the font size is not less than size 10.
Q11: Reference RFP Part A, Section 00210 Evaluation Factors for Award, Paragraph 2.4b.
Requesting that relevant projects meeting the definition are considered at 90% completion.
A11: In accordance with the proposal submission requirements for Factor 1, Experience, relevant projects submitted for the Offeror shall be 100% completed within the past five (5) years from the date of issuance of the RFP (14 December 2013 through 14 December 2018).
QUESTION Q12: Reference RFP Part C, UFGS Specification Section 01 11 00 Summary of Work, Paragraph 1.4 Salvage Material and Equipment.
(a) Please confirm all items designated by the Contracting Officer to be salvaged. The typical removal drawings only show turnover of existing portable dehumidifier to the Government (base housing personnel).
(b) Please confirm the Government location where salvaged items are to be delivered with 5 miles of the construction site.
Answer A12: (a) The only item to be salvaged is the portable dehumidifier from each housing unit.
(b) During construction phasing, coordinate with housing point of contact to drop off salvaged dehumidifier units at the FHO office located at Naval Base Guam after each construction phase.
Refer to RFP Amendment 0002.
QUESTION Q13: Reference RFP Part A, Section 00800 Labor Requirements, Paragraph 14 Supervision. Please confirm the SSHO requirements for the seed project are lower than Level 4 competency.
Answer A13: Yes; SSHO requirements for this seed project are lower than Level 4. The SSHO may be a collateral duty of either the superintendent, QC manager, or other designated employee.

QUESTION Q14: Reference RFP Part C, Drawing T-100. General Note # 7 states that the contractor shall perform a hazardous material assessment prior to starting the work.
(a) Has the Government completed a hazardous assessment and if so is it available to the bidders for review?
(b) Has the Government completed a general survey report and if so is it available to the bidders for review?
Answer A14: (a) No; these housing units were built in 2009 and there is no hazardous materials report available.
(b)No; there is no general survey report available, but per RFP requirements, sample testing is still required by contractor to re-confirm no hazardous materials present where work is being performed.
QUESTION Q15: Reference RFP Part A, FAR Clause 52.246-21. As this is a phased construction schedule, we ask if the warranty period will also be phased, whereas the one (1) year warranty period starts at the phased beneficial occupancy?
Answer A15: Yes, one (1) year warranty starts at the phased beneficial occupancy and should be tracked and documented accordingly for each housing unit.
QUESTION Q16: (a) Please confirm the Government review time for submittals (work / calendar days).
(b) Please confirm the Government review time for RFIs (work / calendar days).
Answer A16: (a) The Government review period for submittals is 14 calendar days. Refer to RFP Part C.
(b) The Government will generally address pre-proposal RFIs within 3 business days; however, RFI responses are normally consolidated for issuance via an amendment to the solicitation and therefore may not be provided within the 3-business-day timeframe. For post-award RFIs, the Government will review and provide responses as soon as possible or at least by the requested date.
QUESTION Q17: Reference RFP Part A, Factor 1, Experience, Exhibit B. Due to the long timeline for the start and end of our construction projects, would it be acceptable to use an 11x17 page in landscape format for Exhibit B Project Timeline?
Answer A17: No, please adhere to the size requirement of 8.5”x11” paper as indicated in RFP Part A, Section 00100 Instructions to Offerors, Paragraph 3.1. Projects included in the timeline are limited to those projects submitted under Factor 1, Experience. Start and end dates should correspond with the five (5) year period defined in the solicitation. Offerors may provide the summary project timeline sheet in either portrait or landscape format.
QUESTION Q18: Reference RFP Part A, Factor 4, Technical Approach to the Seed Project.
(a) Cut Sheets: Are we to assume that the not to exceed six (6) double sided pages can be counted in the Technical Narrative page count?
(b) Construction Schedule and Phasing Plan: Are we to assume that the 1x11x17 page can be counted in the Technical Narrative page count?
Answer A18: (a)&(b) Page limitations for the cut sheets and construction schedule and phasing plan are separate from the page limitations for the technical narrative.
