PRE-PROPOSAL REQUESTS FOR INFORMATION AND RESPONSES

8(a) MULTIPLE AWARD CONSTRUCTION CONTRACT, VARIOUS LOCATIONS, GUAM
QUESTION (Q)19: During the Federal government shutdown, the Small Business Administration (SBA) is not processing paperwork related to the 8(a) program. As a result, an 8(a) company may not be able to provide fully executed representations and certifications for this proposal. Would NAVFAC consider an extension to the RFP due date, or a contingent acceptance of proposals pending SBA approval?
Answer (A)19: At this time, the Government will not provide an extension to the proposal due date. Interested 8(a) contractors may submit their proposal as SBA will determine the eligibility of the firms for award of the contract. Eligibility will be determined by the SBA as of the time of submission of initial offers and will be based on Section 8(a) Program criteria.
Q20: Reference RFP Part A, Factor 4, Technical Approach to the Seed Project, Paragraph (a)(iii) Construction Schedule and Phasing Plan. Please confirm that scheduling software Primavera P6 and Microsoft Project are acceptable programs.
A20: Yes, both software program formats are acceptable.
Q21: (a) Assuming that the paperwork is submitted correctly, what is the anticipated/average timeline for approving the base access passes for contractors?
(b) What is the cost to the contractor for the base access passes?
A21: (a) Approximately 5-7 business days after completed base access request forms are submitted, individuals may proceed to Naval Base Guam Visitor Control Center (NBG VCC) for processing of base passes/DBIDS credentials (bring assigned routing code and acceptable form of identification). Foreign Nationals (individuals who do not have either a U.S. passport or Permanent Resident Card/Green Card) must be registered on a separate FN Biometric system before base passes are issued, which will take an additional 3-5 business days. Effective February 4, 2019, acceptable forms of identification (ID) are Real ID Act-compliant driver's license or ID card or U.S. passport.
(b) There is no cost to the contractor for base access.
Q22: Reference RFP Part C, UFGS Specification Section 01 11 00 Summary of Work, Paragraph 1.1 Submittals.
(a) Are there any special permits to be considered?
(b) Can you provide a general permit list for the seed project?
(c) Will there be any interaction and or coordination with the BOS contractor?
A22: (a) For the seed project, a Hot Works Permit may be required for brazing refrigerant piping.
(b) See above response for item (a).
(c) No interaction with the BOS contractor is required for the seed project.

Q23: During the site visit, it was mentioned by the design manager that the existing interior and concrete embedded piping shall remain in place. Replacement would be the transition piping only. Please confirm.
A23: Yes, interior piping and concrete embedded piping shall remain in place and only transitional piping is new at the shown points of connection on the drawings.
Q24: Unit Type A newly-replaced A/C system has heat recovery at ACCU; however, the RFP drawing and SOW do not show heat recovery as part of the replacement work. Please confirm if the contractor will install heat recovery typical to all types of unit.
A24: There are no heat recovery systems being installed in this project (not part of the scope of work).
Q25: The ACCU disconnect switch relocation requires conduit extension. Please confirm if exposed conduit above ground is acceptable.
A25: Exposed conduit above ground is acceptable; mount extended conduit on concrete wall to meet required NEC clearances for new NEMA4X disconnect switch relocation.
Q26: The construction schedule is limited to 50 line items only. Please confirm if activities heading(s) and sub-heading(s) are included on the line items count.
A26: Activities and sub-headings are NOT included in the 50 line item count.
Q27: Reference RFP Part C, Drawings M-601 and M-602. When looking at the equipment schedule, there are a number of split systems that have a 3-ton AHU for a 4-ton CU. These should be the same tonnage. Heil and other manufacturers will only be able to provide 3 or 4-ton split systems (because these have inverter compressors that can modulate capacity). Please clarify the quantities of 3-ton split systems (3-ton AHU and 3-ton CU), and 4-ton split systems (4-ton AHU and 4-ton CU).
A27: Due to using existing refrigerant pipe sizes on site, all ACCU units will slightly be de-rated in capacity. If manufacturer only allows a 3-ton AHU be paired only with 3-ton ACCU and 4-ton AHU with a 4-ton ACCU, then there will be a total of (32) 3-ton split systems and (27) 4-ton split systems. Type B AHU units maximum fan speed will need to be adjusted to meet required design air flow quantities.
Q28: We respectfully request an extension to the due date for the following reasons: We are in process of getting our “Bona Fide” office approved from the SBA. We believed that the government shutdown would end sooner and this would be easily completed before the Feb. 12 deadline. We have continued with our bid development but are concerned that the shutdown may delay this approval. The SBA is closed. Additionally, at least two of our Past Performance examples will be affected by the shutdown. They are government contracts, but not DoD. The PPQs will not be answered as their offices are closed.
A28: At this time, the Government will not provide an extension to the proposal due date.
Interested 8(a) contractors may submit their proposal as SBA will determine the eligibility of the firms based on Section 8(a) Program criteria including the bona fide place of business. If an Offeror is unable to obtain a completed PPQ from a client for a project(s) before proposal closing date, the Offeror shall complete and submit with the proposal the first page of the PPQ, which will provide contract and client information for the respective project(s).

Q29: Reference RFP Part A, Factor 1, Experience. RFP requires offerors utilizing experience information of affiliates/subsidiaries/parent/LLC/LTD member companies to clearly demonstrate that the affiliate/subsidiary/parent/LLC/LTD member companies will have meaningful involvement in the performance of the contract. Will the Government please specify where in the proposal offerors may provide sufficient information to demonstrate meaningful involvement of affiliates/subsidiary/parent/LLC/LTD member companies? Would it be acceptable to provide such information in a 1-2 page introduction prior to the Construction Experience Project Data Sheets (Exhibit A's)? And if so, will the Government consider excluding these pages from the page count?
A29: Offerors may provide information for affiliates/subsidiaries/parent/ LLC/LTD member companies in a contractual agreement, which should be included with the cover letter and RFP Part A documents required to be submitted with the proposal. Offerors may also provide such information in block 10 of Exhibit A Construction Experience Project Data Sheet for applicable projects. Individual blocks on Exhibit A may be expanded; however, total length for each project data sheet shall not exceed one (1) double-sided page (or two (2) single-sided pages).
Q30: Reference RFP Part C, UFGS Specification Section 01 11 00 Summary of Work, Paragraph 1.4 Salvage Material and Equipment. Do Offerors need to provide a salvage plan for the dehumidifiers with the proposal? Or is this a deliverable required after award of the seed project?
A30: In accordance with Factor 4, Technical Approach to the Seed Project, Offerors shall provide a technical narrative presenting their understanding of the scope of the requirements and an overall approach to replacing HVAC equipment at various locations, including details on materials and specific details on means and methods. Offerors shall include all necessary information in their technical narratives to meet the requirements of Factor 4.
Q31: Reference RFP Part A, Section 00100 Instructions to Offerors, Paragraph 3.2 Proposal Parts. RFP requires a Cover Letter and RFP Part A Documents (SF 1442 and Reps & Certs). Can the Government please clarify where in the proposal Offerors shall include these documents?
Are they to be included at the beginning of the Technical Proposal, prior to Tab 1: Factor 1, Experience?
A31: Offerors may include the cover letter and RFP Part A documents as separate documents from the technical proposal, prior to Tab 1: Factor 1, Experience.
