B571 RFI Responses:
1. Please provide the location for stair tower for roof access.
There is no one stair tower that directly leads to all the roofs. The access to the roofs require passing through the occupied spaces and a tall ladder. All roofs areas in the scope are at different levels and are accessed through the ladders on the roof.
2. Will the facility be open while roof is being replaced?
Yes.
3. Please provide accessibility information to the rear smaller roofs (near Pond).
There is no direct access to the rear small roofs. The roofs may be accessed from the higher roof (main building roof) for the workers through a ladder that does not exist to any of those small roofs. A lull may have to be used for the materials and equipment transport.
4. Can we use a Lull for stocking roof and offloading debris?
Yes. Please coordinate the use with the CM after the contract award.
5. Will background checks be required? If so, will the government cover the cost?
The Nautilus Museum reserves the right to complete background checks. There is no cost associated with getting security clearance. Contractors provide the required documents and the security office performs the background check.
8. The public Museum area below the intended ballasted roof replacement areas was observed with an exposed acoustical steel deck ceiling (painted white). The existing ballasted roof systems circumvented the use of exposed mechanical fasteners protruding through these open ceiling areas. Additionally, within this open ceiling area, as well as within one of the exposed ceilings of an adjacent roof access hatchway, various random electrical conduits were observed to be routed in-between the flutes of the acoustic steel decking. Due to these existing conditions, will a mechanical attachment method be acceptable for these replacement roof areas. Or, will the attachment method and wind up-lift requirements need to be designed with an adhered (or ballasted) method of attachment?
New roofing is to be fully adhered EPDM system that meets local wind uplift requirements.
9. Since only the one lower waterside roof equipped with periscopes is designated for replacement within the Keynotes (out of the 5 similar waterside roof areas), does this particular roof experience re-occurring infiltrations? If so, since each of the 5 similar waterside roof areas share a similar manufacturer warranty period could any re-occurring infiltration issues originate from the periscopes (or adjoining window wall system) instead of the current adhered membrane roofing?
Additionally, does this particular roof area contain an exposed steel deck ceiling (as I do not believe this interior area was viewed within our walk-through)?
The only roof out of those small low roofs is the roof with the penetration for the periscope.
Attempts have been made to fix the leaks but unsuccessfully. It is our understanding that the penetration flashing is the weakness.
10. On DWG A103 the eastern portion of the hatched area designates “Ballasted EPDM Roof” existing over the Office areas (just North of OIC / XO Office area). However, this area of roof consists of an adhered EPDM roofing system and lacks any ballast. Since it’s labelled with Keynote #1, it’s still assumed to be removed and replaced with new adhered EPDM. Please verify this understanding.
This ambiguity has been corrected. This roof shall be removed and replaced with new fully adhered EPDM Roofing. See Drawing A103 – Plan & Keynotes V2.
11. The same section of adhered EPDM roofing (noted above) has a low mechanical well area, as well as an elevated portion along the Eastern side. This elevated portion has very low metal copings which are suspect of infiltration issues. Due to these low coping heights it’s recommended to use a metal edging which can be flashed into the EPDM membrane with uncured EPDM products (instead of replacing the metal detail in this elevated area with similar “copings” as are described within the keynote treatments). Please verify if this metal detailing understanding is acceptable.
Using the metal edge flashed into EPDM with uncured EPDM would be acceptable as long as it is installed to create a watertight cover over the top of the wall and the water drains adequately from the roof without any puddling.
12. On DWG A103 the small eastern ‘Elevator’ roof with adhered EPDM is hatched differently than the other roof areas on the DWG and lacks a ‘Demolition & Construction Keynote’ indicating the intended treatment. Please indicate if this small adhered EPDM roof area is intended to be replaced (per Keynote #1), or repaired (per Keynote #2), or re-sealed (per Keynote #3).
This ambiguity has been corrected. The hatch was to identify the area of coping but that hatch has been removed and a key note #2 has been added. See Drawing A103 – Plan & Keynotes V2.
13. This same small ‘Elevator’ roof (noted above) consists of an inadequate coping system suspected of infiltration issues. The existing coping’s front face barely covers over the surrounding EIFS siding. The recommended replacement Detail provided for this roof denotes the use of new PT blocking to cantilever over the EIFS (so a new ES-1 rated edge metal profile can be installed in lieu of coping). Is there a certain vertical face size intended for this new ES-1 edge metal profile?
There is no certain vertical face size determined. The intent is to provide an adequate required coverage (2”) beyond the blocking with the edge metal to avoid any potential water infiltration.
See Drawing A103 – Plan & Keynotes V2.
14. On DWG A103 the lower waterside roof equipped with periscopes, as well as the upper ballasted
EPDM roofs (& some of the upper adhered EPDM roofs) are denoted for replacement. The DWG note accompanying these replacement roof areas denotes to replace all copings with new ES-1 rated edge metal profiles made with .050 aluminum. The recommended replacement Detail provided for these typical replacement roof areas depicts an edge metal profile (not coping).
Please confirm that these replacement areas are acceptable for use with edge metal profiles (not copings), and please also designate the intended vertical face size of the intended new edge metal profiles. Please note that many existing locations adjoin to metal wall panel systems with horizontal caulk joints that will interplay with this new metal profile. So, please indicate if these new metal profiles are to completely encapsulate & counter over these immediate horizontal wall panel joints.
Continuous metal coping to encapsulate the end of metal panels and cover all the blockings would be a better suited detail to maintain the same fascia height. See Drawing A103 – Plan & Keynotes V2.
15. Regarding the recommended replacement Detail provided for the mechanical well roof areas. The provided detail denotes that the new SBS roofing should be installed with a 12” min vertical flashing height. However, since snow drifts commonly affect these heavily shadowed mechanical wells should all bidders plan to use a min 24” vertical height (or higher) instead? An increased vertical flashing height established between the SBS and EPDM system terminations would be recommended due to the common snow drifts that occur within these wells.
New roofing will be fully adhered EPDM roofing. 12” is the minimum height required for the new roofing.
16. Due to typical product temperature restrictions (of 40 degrees and rising), when is this project anticipated to commence? Currently, temperatures are bordering these restrictions (and morning frost will play into the application period for daily installations).
All installations must follow recommended installation practice and procedures. If the temperatures are below recommended temperatures, installation must not be done.
17. Please clarify if the awarded contractor will be responsible for coordinating the temporary shutdown of any affected public egress points (if the work is to occur during normal hours of operation.at this functioning public Museum). Or, will any required egress point shut downs be addressed by others during the roof renovations / construction process?
Contractor is to coordinate required temporary blocking of public egress points with the CM.
18. Please clarify the locations of roofs included in each CLIN:
a. Price Proposal Form CLIN 001 Base Bid notes roof areas of 3300sf, 2500sf and 4550sf
- Please confirm that 3300sf roof areas refers to roof areas designated as 1 under Demolition &
Construction Keynotes on drawing A103?
The 3300sf roof area to be replaced includes roof areas noted as key note #1 (315sf+1577sf+623sf+582sf+189sf). These areas are identified with a hatch on the drawing.
- Please confirm that 2500sf roof areas refers to the roof areas designated as item 2 under Demolition & Construction Keynotes on drawing A103 but only the roof areas 1854sf and the four 189sf roofs (756sf) totaling 2610sf?
Key note #2 applies to all the other roofs except for 4550 sf EPDM roof. It includes the high roofs (1854 sf) and low roofs (2305 sf+189 sf in the front and four rear roofs of 189 sf each) totaling to 5104 sf.
- Where does the roof area of 2305sf and entry roof of 189sf get included in the base bid?
These are included in key note #2. See the response above.
b. Price Proposal Form CLIN 002-Option Item Number 1: Fluid applied roof coating over approximately 5200sf
- Please provide/clarify the locations that makes up this square footage.
This ambiguity has been revised in CLIN 0002. Include areas noted as 2 and 3 that totals 9,654 sf.
** See Drawing A103 – Plan & Keynotes V2 attachment.
19. Regarding the SCOPE OF WORK:
a. Item D4 - Please clarify the roof locations to be recoated? Is this to be included in CLIN
0001?
No recoating is included in CLIN 0001.
b. Item E - Please provide/clarify the locations the 5200sf of roof to receive fluid applied roof coating for CLIN 0002.
This ambiguity has been revised in CLIN 0002. Include areas noted as 2 and 3 that totals 9,654 sf. See Drawing A103 – Plan & Keynotes V2.
20. Regarding Drawing Notes:
a. Drawing A103 note 2 General Sheet Notes indicates – “refer to infra-red scan results to identify wet/deteriorated areas of the roof.” If infrared scans have been previously performed, please provide results.
No infrared scanning is done previously. The Contractor is to conduct infrared scanning for all the roofs within key note #2. See Drawing A103 – Plan & Keynotes V2.
b. Drawing A103 note 2 Demolition & Construction Keynotes notes to – “assess roofing condition using infrared scanning identify any damage, deteriorated and wet roof areas.
Repair all deteriorated and wet insulation and sheathing. Install new gypsum sheathing, insulation and EPDM roofing to match level and slope of existing roofing.” If infrared scans have been previously performed, please provide results. If the contractor is to include infrared scans in the proposal, areas of wet and or deteriorated roof cannot be determined before infrared scanning is performed. Should a certain percentage of roof be carried for replacement or square foot cost? Please clarify.
Include 15% roof area to be wet.
c. Drawing A103 – ADD OPTION indicates roof notes 2 and 3 are to receive two coats fluid roof coating. Is the intent of this note to replace notes 2 and 3? Also confirm the square footage of the ADD OPTION (areas noted as 2 and 3) totals 9654sf. This differs from CLIN 0002 Option Item Number 1 noted square footage of 5200sf.
This ambiguity has been revised in CLIN 0002. Include areas noted as 2 and 3 that totals 9,654 sf.
d. Please confirm the elevator shaft roof is not included in the project, except to the extent of the notations on new scupper & new coping and blocking.
This roof is considered part of the 1854 sf roof area that it is included in the roof repairs per key note #2. See Drawing A103 – Plan & Keynotes V2.
e. 8 ½ x 11 sheet “Proposed Detail at the Transition between the Metal Panels and Roofing and the Top and Bottom”. Notation to apply new sealants to metal panels joints. Is the intent to remove the existing gray (metal?) strips between blue metal panel joints and install sealant?
Also is this to be performed at all low roofs?
The intent is to make all the joints watertight with new sealants. This is applicable to all low roofs.
21. Regarding the Specifications:
a. Specifications 011100 notes a Salvage Plan, please advise as to what is expected to be salvaged and transported off site. If this note refers to the HVAC units, best to stay on site in parking lot?
Ignore the salvage plan requirement. There is no salvaged material that needs to be transported. (This has been removed in Specifications V2.)
b. Section 013300 indicates a 100 sf mock up “sample installation”, please confirm if this is a requirement.
Not applicable for this project. Please ignore. (This has been removed in Specifications V2.)
c. Spec sections indicate that roof manufacture is to be on site at various times, please confirm this will be a requirement.
This would be applicable as required by the manufacturer for required warranty.
d. Section 075323 notes qualifications of Photovoltaics applicator & rack systems, please address requirements?
Ignore this requirement. There is no Photovoltaics on this roof. (This has been removed in Specifications V2.)
e. Section 075600 requires a Third Party Roof Inspector, please confirm this requirement is only for this spec section of work?
Yes. Requirements noted in 075600 are specific to MERC roofing only.
f. Section 075600 .10.1 notes Provide an add alternate proposal to correct any safety hazards, fall protection, ladders & periscopes.
Please ignore this requirement. Only two CLINs apply to this project. (This has been removed in Specifications V2.)

If any unforeseen conditions are uncovered, they will be address as a modification to the contract.
h. Are HVAC unit steel structures to be painted?
No.
i. Please provide floor plans of the building including reflected ceiling plans.
Floor Plans and Reflected Ceiling Plans are attached.
j. Confirm Government has procured all required permits.
The Government has not procured any permit.
k. Are HVAC units to be rebalanced and or commissioned after reinstallation?
No.
** Note regarding Specifications V2 The only changes made to the specifications were to remove the language related to the non-applicable sections mentioned above in question 23, sections a, c, e, and g.
22. Confirm proposals can be emailed.
Yes, proposals may be submitted via email per the instructions in the solicitation.
23. What is the magnitude of the project?
Per FAR 36.204 Disclosure of the magnitude of construction projects, this project is estimated to be in the following range: Between $500,000 and $1,000,000.
24. Roof areas called to be power-washed, confirm if the wash water can flow down roof drains/scuppers or does this wash water need to be contained? If containment of wash water is required who is responsible for disposal? Will the Navy require chemical makeup tests be performed on this wash water?
Wastewater generated from Building Maintenance activities include washing of both interior and exterior surfaces, regardless of whether it is only potable water or contains chemicals. This non-process wastewater discharge to sanitary sewer is permitted at SUBASE under the General Permit for Discharge of Wastewaters from Significant Industrial Users (SIU GP). If the wastewater will include use of a cleaning agent, the KTRs would be required to obtain their own permit since we have a limited number of chemicals that are currently approved for use. Contractors’ registration application would need to be submitted to our EV (Environmental) division prior to submittal to CT DEEP for our EV division’s review and comments. Permit application is available at www.ct.gov/deep. Please review this application and require parameters to be sampled. If the roof materials are suspected to contain anything beyond what is checked in the page 40 table column for non-process wastewater, they would be expected to sample for those too.
- If the KTRs request to discharge under NLON EV’s permit, KTRs must collect all wastewater and route to sanitary sewer via an interior floor drain or directly into a sanitary sewer manhole. Although monitoring with report submittal to CT DEEP is not a permit requirement, KTRs must provide evidence to our EV the wastewater meets the permit limits prior to discharge.
- An alternative is for the KTRs to collect the wastewater and dispose off-site via manifest and use of licensed hauler and disposal facility. Advance notice for this option would be required to HazWaste since KTRs sign the manifests. The KTRs would be responsible for all costs associated with whichever option they choose including monitoring or profiling the wastewater.
25. Will the project require a special license or certification for the installation of the new roof?
Yes. Please refer to Spec section 075323 EPDM Roofing Part 1.4.2 - Qualification of Applicator.
26. What roof(s) get replaced completely and what roof(s) will only need repairing? Can you specify these on a drawing to be specific?
See responses in RFI 20 above and See Drawing A103 – Plan & Keynotes V2 attachment.
27. The SOW and the Spec contradict each other on whether or not the Gov’t would like EPDM or bitumen to be put in for replacement. Can you please confirm? If there is a combination, can you please specify on a drawing which roof tops will require EPDM vs. bitumen?
New roofing is to be fully adhered EPDM system that meets local wind uplift requirements.
28. Will there be concessions for delay in obtaining materials with the backed up supply chain?
Requests for extensions can be made when necessary. The Contracting Officer may grant appropriate extensions on an individual basis.
29. Will the government accept modification requests if the cost of materials increases from the date the proposal was submitted to the date the contract is awarded and approved to commence?
The prices submitted by all Offerors shall be held and considered valid for 90 days.
30. Period of Performance is 120 Days. Does the Gov’t have a date that work must commence on or by?
The contracted completion date will be scheduled 120 days after the date of award. Requests for extensions due to weather-related or supply chain issues can be made when necessary. The Contracting Officer may grant appropriate extensions on an individual basis.
31. Have funds been appropriated for this opportunity?
The authority to fund this project has been given/received. Final approval will be requested once a Contractor has been chosen for award, and the funding department will then notify us when the funds have been made available.
32. Can you please specify the significant changes from the original solicitation to this solicitation that caused it to be resolicited?
Wording in the previous solicitation and the resulting RFI responses crated ambiguity in the Government’s requirements for the project. This led to confusion in the way that bids/pricing were submitted and those variations in interpretations made it impossible for us to make a fair award. The SOW, Specifications, and Proposal Document were revised in order to eliminate confusion. Additionally, the roofs to be replaced are to be replaced with fully-adhered EPDM instead of SBS Modified Bitumen in this revised RFP.
33. Can you please provide a list of submittals required under contract?
Please review the specifications for all submittal requirements. Please follow Specification Section 075600 MERC Roofing for Infra-red Scanning and related submittal requirements.
34. Will contractor be granted time extensions in the event of weather delays, given the winter months in POP?
Requests for extensions can be made when necessary. The Contracting Officer may grant appropriate extensions on an individual basis.
35. Are there any limitations to the usage of mechanical equipment to remove the existing covering?
The type of mechanical equipment would need to be approved to be considered for roof covering removal. The objective is to remove the roofing without any impact or damage to the roof deck and the structure and the building will be occupied and in use during the roof repairs.
36. Please describe the points of egress to the work site.
This will be discussed with the Construction Manager and the customer upon the contract award.
37. Will dumpsters or restroom facilities be provided by Gov’t at all or will these need to be included in costs?
No. Include dumpsters and restrooms in the cost.
38. What tests will the Gov’t require on repaired / replaced roofs?
The Government does not require specific tests. The manufacturer’s warranty and all tests required for the warranty would need to be provided.
39. The site visit only required us to provide names of those who would be present. What are the requirements for access to the site for all crew members?
Crew member names and information should be provided to the CM & ET after award. The Nautilus Museum reserves the right to complete background checks. There is no cost associated with getting security clearance. Contractors provide the required documents and the security office performs the background check.
40. When removing existing roof, additional unforeseen repairs might present themselves as being required that are out of scope (i.e. structural integrity issues or water damage). How will the government prefer to address these costs? Would it be through a scope modification or should the contractor factor these potential unforeseen costs into the FFP bid as conditional items?
All unforeseen conditions will be addressed as scope modifications.
41. Do the two chillers have glycol filled and are there any isolation valves at the chillers?
No work is expected on the chillers under this project. The roofing has been replaced without hoisting or removing the units in past.
