About this file
This document contains a federal contract solicitation and related questions and responses file. The solicitation is for partial roof replacement services at the Naval Submarine Base New London's Nautilus Museum & Library in Groton, Connecticut. The work includes full replacement of one roof section and repair of other areas. The solicitation type is a sealed bid IFB reserved for women-owned small businesses. The NAICS code is 236220 for commercial and institutional building construction. The acquisition will result in a firm-fixed price performance-based contract awarded to the responsible bidder providing the lowest price that conforms to the solicitation requirements. Final RFI Responses:
1. ****Please Note: This is a revised answer to question 1 from initial RFI Responses :
Please provide the location for stair tower for roof access.
Contractor is to set up outside roof access. Location will be discussed after contract award.
2. *****Please note: This is an addendum to question 9 from the initial RFI Responses:
Since only the one lower waterside roof equipped with periscopes is designated for replacement within the Keynotes (out of the 5 similar waterside roof areas), does this particular roof experience re-occurring infiltrations?
If so, since each of the 5 similar waterside roof areas share a similar manufacturer warranty period could any re-occurring infiltration issues originate from the periscopes (or adjoining window wall system) instead of the current adhered membrane roofing? Additionally, does this particular roof area contain an exposed steel deck ceiling (as I do not believe this interior area was viewed within our walk-through)?
The only roof to be replaced out of those small low roofs is the roof with the penetration for the periscope.
Attempts have been made to fix the leaks but unsuccessfully. This roof does have exposed steel deck ceiling.
3. *****Please note: This is an addendum to question 17 from the initial RFI Responses:
Please clarify if the awarded contractor will be responsible for coordinating the temporary shutdown of any affected public egress points (if the work is to occur during normal hours of operation.at this functioning public Museum). Or, will any required egress point shut downs be addressed by others during the roof renovations / construction process?
See attached site plan showing proposed laydown area and materials/equipment storage area. The intent is not to black public egress points. Work is expected to be done during normal business hours and the building will remain operational.
4. Where will the dumpsters be located?
See attached site plan showing proposed laydown area and materials/equipment storage area.
5. Please provide a designated staging area for roof materials in the parking lot.
See attached site plan showing proposed laydown area and materials/equipment storage area.
6. For loading and unloading to various separate roof areas, will the use of transverse lull equipment be allowed over the plaza paver stone areas? Will the awarded contractor be allowed similar equipment use beyond the western most gated off area?
No equipment will be allowed on the stone paved area. See attached site plan showing proposed laydown area and material/equipment storage area.
7. For site set-up of needed materials, equipment, & waste containers, etc., please indicate the acceptable set aside areas within this public space that the contractor will be allowed to store such items, IE; any restrictions such as the western most gated area.
See attached site plan showing laydown area and material and equipment storage area.
8. Advise what area of the parking lot is available for laydown for roof top mechanical units and general storage?
See attached site plan showing laydown area and material and equipment storage area.
9. Will the job site accept and store material deliveries required for performance made up to one week prior to the start of performance? What location may they be stored at?
Yes. See attached site plan showing proposed laydown area and materials and equipment storage area.
