1.2 SPECIAL SCHEDULING REQUIREMENTS

a. The current Housing Office is located at 201 Skeeter Lane. The Contractor must conduct his operations so as to cause the least possible interference with normal operations of the activity.

b. Permission to interrupt any Activity roads, railroads, and/or utility service must be requested in writing a minimum of 15 calendar days prior to the desired date of interruption.

c. The United States Fish and Wildlife Service (USFWS) listed the northern-long eared bat as a federally threatened species under the Endangered Species Act (ESA) in 2015, with the Final 4(d) rule taking effect February 16, 2016. Although no formal surveys have been conducted at JEB Wallops Island, the species has been detected at JEB Fort Story and other Navy installations in the region. Habitat exists at JEB Wallops Island that could support the northern long-eared bat.

Under Section 7 of the ESA, the Navy, as a federal agency, must consult with the USFWS, to ensure all activities do not jeopardize the existence of listed threatened and endangered species. Removal of trees for this project at JEB Wallops Island would require completion of this consultation. The Navy uses a framework, established by the USFWS, to complete Section 7 consultation responsibilities no less than 45 days prior to tree removal. Tree cutting should not occur between 1 June and 31 July when northern long-eared bat pups (young) would be vulnerable utilizing trees as a maternity roost site. Project planning should account for Section 7 consultation requirements and maternity tree roost site protection for effective project execution.
