We have received information that the drain valve actuator for Dock #1 and #2 are interlocked.

Would it be possible to obtain the schedules for Dock 1 and 2 and possible time frames of when to conduct the removal and landing of hydraulic pump.

At the moment the Government can provide a tentative schedule but it is subject to change. Work for the hydraulic pump can be performed tentatively during the period of 3 August 2021 – 7 December 2021.

What would be the range of related equipment to hydraulic pumps? We have in mind the whole set including the pipings. Please clarify the specific range.

See pages 45-58 of the Attachment (2) for specific range for hydraulic pump equipment. Sheet M-018 (pdf page 56) has a “Remove and Provide Equipment List”. Sheet M-019 (pdf page 47) has a “Hydraulic Cylinder System Work List”. Sheet M- 022 (pdf page 50) has a “Parts List of Hydraulic Pump for Replacement List.”

Is it possible to attach necessary number of Pad Eye by welding on this barge, which is for the purpose of towing and dock-in and out at Dry Dock for repairing?

Yes, it is possible to attach pad eyes to the caisson for towing purposes. Prior to attaching the Contractor will need to submit an install plan to include strength calculation, position, etc. and it will need to be approved by the Contracting Officer.

Additionally there are for rigging points on the top of the Caisson. See photos DSC_0298, DSC_0300, & DSC_0301 for these locations.

It is necessary to berth Caisson for ballast adjustment at a quay when the barge is towed to Dry Dock where it is repaired and also brought back to a specified place after repairing. Can we expect that the quay fee is paid by fund of this job?

Yes, the quay fee should be included in the Contractor’s price to do the work.

Does the modification of the electric circuit and control circuit of the hydraulic pump mean a new replacement of the wirings? Would there be a need for maintenance on the motor? If it was to be maintained, shall it be overhauled? Is rewinding of the coil necessary?

Is it possible to change the days to:

Mailing period: 60 days Overhaul Hydraulic Operation System: 360 days Overhaul Caisson: 270 days

The Delivery information in solicitation is indicating 780 days ADC. When adding the Exclusionary time of maximum 90 days and the Construction sequence days of 690 days will become 780 days. In case after completing the overhaul of Hydraulic operation system, and if we cannot immediately start with overhaul of caisson, we may go past 780 days ADC. For example, due to other vessels dry docking at DD2, and could not remove dock gate for few months, dead time will occur. In that case, could we submit a condition report for time extension for that span?

If the Exclusionary Time Period (ETP) exceeds the maximum of 90 calendar days, the Contractor may request and the Government would provide a non-cost time extension for each day in excess of 90 calendar days.
