About this file

This document contains a sample pricing sheet template, technical direction letter, and solicitation for inventory support services on the USNS Pecos (T-AO 197). The independent government estimate for the contract was developed using data from a previous similar contract, Department of Labor wage information with a 5% annual escalation rate, and salary data sources. Assumptions included utilizing the same labor categories and rates as the estimate. The solicitation from the Department of the Navy Military Sealift Command seeks inventory support and logistics life cycle maintenance services for the Pecos to ensure audit requirements are met. The support includes verifying repair parts and spare parts stored on the vessel. No response due date or award date is included.

1. The IGE for this contract was developed with the following questions in mind:
a. How was the estimate made? The estimete was developed using data from contract N3220519P2043 and data from the DOL using a 5% per year escallation and data from Salary.com. An increase in experence is also required due to aging buildings which is expected to demand a higher cost.
b. What assumptions were made? N4 anticipates the labor categories listed on each tab below will be used and the labor rates will be a close approximation of actual rates proposed. It is anticipated that the estimated labor categories and rates are accurate and will not change significantly from this estimate. Due to the nature of this requirement, there is a risk that a potential contractor may underbid to win the award of this contract as previously done by the incumbent.
c. What information/tools were used? Information from a previous similar contract via EDA and COR knowledge of the requirements were used as well as data from the Department of Labor and Salary.com for Norfolk, Florida and San Diego areasand pensacola, florida
d. Where was the information obtained from? Previous contracts from EDA and the GSA.GOV, CALC.GSA.GOV, Department of Labor and Salary.com for Norfolk, Florida and San Diego.
e. How did previous estimates compare with prices paid? Previous estimates were very close in both labor categories and pricing to the actual negotiated amounts.
