USNS SUPPLY ROH/DD

QUESTIONS AND ANSWERS #2

The following are answers to questions received from potential offerors. The answers provide clarification only and do not constitute an amendment to the solicitation.

1. SPECIFICATION ITEM NO.: 210

PARA. NO.: 7.6

TITLE: HOSE REPLACEMENT, GAS TURBINE MODULE

QUESTION:

Para 7.6 directs contractor to manufacture new hose assemblies in accordance with refs 2.1 thru 2.4, however, the item only has refs 2.1 and 2.2. Please provide the remaining references. Paragraph also says discrepancies shall be corrected in accorcnce with 8.2. There is no para 8.2 or reference 8.2. Please clarify.

Para 3.1.2 identifies a total of 12 hose assemblies. However, para 7.6.2 directs contractor to assume that 60 hoses will be received with crimped end fittings. Please clarify.

2. SPECIFICATION ITEM NO.: 910

PARA. NO.: various

TITLE: UNDERWATER HULL CLEANING AND PAINTING

QUESTION:

Para 7. 2 directs contractor to degrease hull areas as needed but give no area or percentage of the hull affected. Please provide an area to degrease.

Para 7.9 says to descale heavily scaled areas prior to blasting but give no area or percentage of the hull affected. Please provide an area to descale.

Item directs contractor to sweep then spot blast the hull. May contractor perform all blasting to entire hull then completely pressure wash all areas to provide a clean surface, then apply coatings? This would provide a much better end product than the sequence in the item as written.

ANSWER:

Para 7.2 applies to the entire underwater hull area.

Para 7.9 has been clarified in revised specification.

MSC is of the opinion that the item, as written, does not preclude contractor from performing work as requested.

3. SPECIFICATION ITEM NO.: 911

PARA. NO.: various

TITLE: HULL FREEBOARD CLEANING AND PAINTING

QUESTION:

Para 7.8.2 says to descale heavily scaled areas prior to blasting but give no area or percentage of the hull affected. Please provide an area to descale.

Item directs contractor to sweep then spot blast the hull. May contractor perform all blasting to entire hull then completely pressure wash all areas to provide a clean surface, then apply coatings? This would provide a much better end product than the sequence in the item as written.

Para 7.8.2 has been clarified in revised specification. Government is not familiar with various UHP equipment that may be deployed by different contractors, contractor will be required to account for inaccessible areas if they elect to use UHP.

4. SPECIFICATION ITEM NO.: 912

PARA. NO.: 7.4.1

TITLE: CARGO TANK COATING RENEWAL

QUESTION:

Para 7.4.1 says to degreas areas as needed but give no area or percentage of the tank affected. Please provide an area to degrease.

ANSWER:

7.4.1 does not say “as needed”. Requirement would pertain to the entire tank.

7.4.1 Accomplish the requirements of SSPC-SP1, Solvent Cleaning, using a biodegradable detergent to remove residues of oil or grease that may be present. Upon completion of all water washing chloride testing shall be performed on random areas including the tank bottom and undersides of structural members. If contamination is found, additional tests shall be made as necessary to determine the extent of contamination and to prove the success of remediation. The maximum allowable contamination concentrations shall be less than 10 ug/cm2 of chloride contaminants as determined by field or laboratory analysis using reliable, reproducible test equipment.

5. SPECIFICATION ITEM NO.: 913

PARA. NO.: 7.6

TITLE: CHAIN AND LOCKER PAINTING

QUESTION:

Para 7.6. Is there any existing mud to remove? If so, please specify a quantity.

Minimal mud exists, less than 1 cubic yard.

6. SPECIFICATION ITEM NO.: 919

PARA. NO.: 7.6

TITLE: FOREPEAK TANK PRESERVATION

QUESTION:

Para 7.6. Is there any existing mud to remove? If so, please specify a quantity.

Para 7.6.1 directs contractor to degrease areas as needed but gives no area or percentage of the tank affected. Please provide an area to degrease.

ANSWER:

Minimal mud exists, less than 1 cubic yard

Since no particular area is called out, the requirement would apply to the all areas listed in 3.0.

7. SPECIFICATION ITEM NO.: 131

PARA. NO.: 7.1.5.a

TITLE: STACK STRUCTURAL STEEL REPAIRS

QUESTION:

Para 7.1.5.A – What is the total square footage of the area to be gauged on a 1’ grid, or provide a total number of shots.

See revised specification which will be uploaded to the ARMDEC website.

8. SPECIFICATION ITEM NO.: 916

PARA. NO.: 7.4.6.1

TITLE: STBD PROPULSION SHAFTING

QUESTION:

Para 7.4.6.1 mentions port and starboard stern tubes. Work item is for Starboard only. Should the port stern tube be deleted?

There are a few portions which apply to both shafts, please refer to updated item which will be uploaded to the ARMDEC website.
