USNS SUPPLY ROH/DD
QUESTIONS AND ANSWERS #1
The following are answers to questions received from potential offerors. The answers provide clarification only and do not constitute an amendment to the solicitation.
1. SPECIFICATION ITEM NO.:901
PARA. NO.: 3.1 and 7.1.1 a.
TITLE: DRY-DOCKING AND UNDOCKING VESSEL
QUESTION: Contractor’s Dry-Dock is 751.4’ inside length overall with the caisson in the outer seal. It is currently our standard operating method to utilize the outer seal on a regular basis. We have attached a drawing of Dry-Dock #5, prepared by an outside engineering firm that documents the length and includes drawings and calculations for the successful drydocking of the USNS Supply.
Paragraph 3.1 lists the LENGTH OVERALL of the Vessel as 753 FT. – 8 1/2 IN. or 753.71’.
Paragraph 7.1.1 a. states that the Dock length overall is to be greater than the vessel’s LOA, regardless of type of dock used. It also allows for exceptions to the requirement to be considered on a case by case basis during the bid phase.
Contractor requests an exception for the use of our Dry-Dock #5 for the work required by RFP NO. N32205-18-R-4251. We base this request on previously successful Drydock and Repair Availabilities for MSC on the USNS Supply (T-AOE 6) as well as the sister ship USNS Arctic (T-AOE 8).
We request that a determination on this request be made as soon as possible so that we can commit the necessary resources to prepare a competitive bid for MSC.
ANSWER:
Based on several successful dockings in the past the government approves the requested exception.
2. SPECIFICATION ITEM NO.: 554
PARA. NO.: 4.3.1 and 7.10.1
TITLE: STEAM TO ELEC WTR HTR CONVERSION
QUESTION:
Para 4.3.1 indicates that the Hubbel Rep will be provided by the government. However, para 7.10.1 directs the contractor to provide the Hubbel Rep. Will the government or the contractor be responsible to provide the Hubbel Rep?
ANSWER:
Hubbel Rep will be provided by the contractor.
3. SPECIFICATION ITEM NO.: 910
PARA. NO.: 7.12
TITLE: UNDERWATER HULL CLEANING AND PAINTING
QUESTION:
Para 7.12 directs the contractor to estimate 20,000 square feet will require blasting to bare metal. Para 7.12.1 directs the contract to blast 40,000 square feet to near white metal. Should the contractor plan to blast 20,000 sq.ft. or 40,000 sq.ft?
ANSWER:
Contractor should plan on blasting 20,000 Sqft to bare metal (SSPC-SP10) or equivalent UHP specification
