1. PURPOSE: This Bulletin is promulgated to establish standard certification requirements and inspection procedures for the aviation facilities aboard in-service Air Capable Ships. THE STANDARDS CONTAINED
HEREIN ARE CONSIDERED MINIMUM AND ARE NOT INTENDED TO BE USED AS DESIGN CRITERIA
OR SPECIFICATIONS.
2. CANCELLATION: THIS BULLETIN CANCELS AND SUPERSEDES AIR CAPABLE SHIP AVIATION
FACILITIES BULLETIN NO. IL. Wherever significant changes have been made, the text is marked with a vertical line in the margin of the page, like the symbol next to this paragraph. While previous issues of this Bulletin have been canceled and superseded, they shall be used as the basis for certifying new ships under contract until the new or revised requirements specified herein can be implemented (see paragraph 8).
3. BACKGROUND: References (a), (b), and (c) establish procedures and delineate responsibilities for the formal inspection and certification of the aviation facilities aboard US Navy, US Coast Guard and MSC ships operating aircraft. Certification is the procedure that verifies that the facilities and equipment necessary for the proper, adequate, and safe conduct of flight operations are installed, available, and operate according to approved plans and procedures. Certification is categorized by levels, classes, and the type of aircraft to be operated. Levels and classes are defined as follows for Air Capable Ships:

4. SCOPE: There are three distinct categories of afloat aviation facilities: Aviation Ships (CV/CVN), Amphibious Assault Aviation Ships (LHA/LHD), and Air Capable Ships (all other ships from which aircraft can take off, land, or routinely receive and transfer logistic support). This Bulletin applies to all Air Capable Ships whose mission includes the conduct of flight operations IAW references (d) through (g), and as established by the Chief of Naval Operations (CNO) in the ships characteristics for all new construction. This Bulletin addresses pertinent level and class requirements for U.S. Navy (USN), Marine Corps (USMC), Coast Guard (USCG), Army (USA), and Air Force (USAF) Vertical Takeoff and Landing (VTOL) aircraft. However, this Bulletin does not address all level and class requirements for all potential ship/aircraft capabilities. For example, although specific level and class requirements for the AV-8 aircraft are not addressed herein, LPD 4 and LPD 17 Class ships will be certified, IAW reference (g), for Level III, Class 3 operation of AV-8 aircraft based on conformance to all other applicable LPD 4 and 17 Class aviation facility requirements. In addition, the Level I and II requirements contained herein do not apply to forward VERTREP/external lift areas (on the bow), which will be inspected/certified for Level III operations only.
5. PRECEDENCE: This Bulletin is the governing document for purposes of air capable ship aviation facility certification. However, the standards in this Bulletin shall not be considered a substitute where other documents specify additional and/or more stringent requirements. Equipment and facilities equal or superior to those contained herein may be substituted, provided approval is obtained from the cognizant systems command and NAVAIRSYSCOM (PMA-251). Should conflict exist between this Bulletin and the latest revision of Visual Landing Aids (VLA) Class drawing, the VLA Class drawing shall take precedence, unless otherwise approved by NAVAIR

Within Classes 4 and 5, there are four (4) types of VERTREP/external lift areas (see Section 12.2).

Lakehurst (4.8.2.5). Wherever conflict occurs with other documents, this Bulletin shall take precedence except when the actual shipboard installation must, due to other shipboard considerations, deviate from drawings specified herein and the shipboard installation drawings have been approved by the cognizant systems command.
6. DESIGN COORDINATION: The Naval Air Systems Command (NAVAIR) is responsible for providing a coordinated review of aviation facility designs submitted by activities of the Naval Sea Systems Command (NAVSEA), and the Space and Naval Warfare Systems Command (SPAWAR). In this regard, details of proposed aviation facility designs, and any proposed shipboard modifications which may impact aviation facility certification, shall be forwarded to Commander, Naval Air Systems Command (PMA-251).
7. INSPECTION: Certification inspections are required and shall be requested IAW references (b) and (c). These inspections will be conducted by representatives of NAVAIR Fleet Technical Services Division, Lakehurst, New Jersey. The inspection shall be conducted for the highest level and class of certification attainable but not less than that specified by CNO in reference (g). The inspection team shall inspect, test, and verify that all facilities specified herein are installed and all equipment is functioning properly. The test memos/ship reports required for inspection are addressed in Appendix A. Whenever it proves impractical (by visual means or test) to determine that shipboard equipment or systems are installed and functioning properly, objective evidence (ships specifications, official records, etc.) or official correspondence (from the ships Commanding Officer or Type Commander) to NAVAIR Lakehurst attesting to the proper operation/installation of the specific equipment or system in question shall be accepted.
Immediately following a certification inspection, the team coordinator shall advise, via message, NAVAIR Lakehurst, the ship's Type Commander, and other commands (as appropriate) on the status of the aviation facility by either recommending certification on new construction ships, or granting certification on in-service ships, or identifying deficiencies that preclude certification. Utilizing the following NAVAIR Lakehurst reports, the team coordinator shall also consolidate and forward all inspection results to NAVAIR Lakehurst (Code 4.8.2.5 B596-1):

8. FACILITY CERTIFICATION: Aviation facility certifications (AVCERT) shall be issued by NAVAIR Lakehurst IAW reference (b). A certification shall be issued upon verification that the aviation facility meets the applicable requirements of this Bulletin, or previous issues of this Bulletin when applicable (see Notes below). The certification shall specify the highest levels and classes, and the aircraft for which the facility qualifies. Failure of any applicable operating or support facility item to meet any requirement is cause for withholding certification to the appropriate level and class. This determination shall be made by NAVAIR Lakehurst upon analysis of all available information and reports. Tables 1 and 2 outline the requirements for each level and class of certification together with the Bulletin section that specifies the standard for each item.
Notes: (1) All new ships under contract shall use the Ship Class or ship specific CRD (Certification Requirements Document) to establish the mandatory design baseline invoked in the shipbuilding contract and agreed to by NAVSEA, NAVAIR, SPAWAR and other cognizant activities. Aviation facilities certification shall be based on conformance to the requirements of this bulletin. Unless otherwise approved by NAVAIR (PMA-251), this applies to the initial certification only. If the aviation facility initially conforms to the requirements of this Bulletin, then it will be certified accordingly. Otherwise, the new or revised requirements specified in this Bulletin shall be implemented in consonance with the procedures of the NAVSEA Change Control Board or the Fleet Modernization Program (FMP).
(2) The lead ship of a new ship class shall be flight tested to verify suitability for air operations, prior to NAVAIR granting the ship’s aviation facilities full certification;
however, preceding flight testing, NAVAIR (PMA-251) may grant the aviation facilities aboard the ship an interim certification based on analysis of all information provided for review.
(3) A major modification of an in-service ship, requires that NAVSEA coordinate through NAVAIR (PMA-251), a review of the modification(s) to determine impact on the ships aviation facility, and whether flight testing will be required to verify the ships suitability for air operations.
8.1 INTERIM FACILITY CERTIFICATION: Interim facility certification may be granted by NAVAIR for up to twelve (12) months in support of new ship construction, test and evaluation projects or for special circumstances determined acceptable by NAVAIR PMA-251 in support of aircraft operations.
8.2 AVCERT EXTENSIONS: USN ships can request up to a six (6) month extension of their AVCERT when emergent deployment is necessary. However, an evaluation by NAVAIR Aeronautical Ships Installation Repre-sentatives (ASIR) will be required to ensure that the ships aviation facilities are safe for conducting aircraft oper-ations.
9. WORD USAGE: The concept of word usage and intended meanings which have been adhered to in preparing this Bulletin are as follows:
a. Shall: Used when an item is mandatory and required for certification.
b. Should: Used when an item is recommended but not required for certification.
c. May: Used when an item is optional and not required for certification.
d. Will: Used to indicate futurity, never to indicate any degree of requirement.
e. Existing Ships: Used to identify ships contracted prior to this Bulletin.
f. New Ships: Used to identify ships contracted subsequent to this Bulletin.
10. REVISIONS/AMENDMENTS: This Bulletin may be changed by revision or amendment. A revision is a reis-sue of the Bulletin and replaces the previous issue and all amendments. Bulletin copies will be hosted on the NATEC website, https://mynatec.navair.navy.mil, and also on the Airworthiness website, https://airworthi-ness.navair.navy.mil. An amendment is a rapid means of promulgating changes. Normally, Naval messages, classified as "Interim Amendments", will be issued to Type Commanders (and other addressees as necessary) for dissemination.
Interim amendments will be followed by formal amendments or revisions, and will be issued to all addressees on dis-tribution of this Bulletin (see last page).
11. MATERIAL ALLOWANCES SUPPORTING CERTIFICATION: All equipment, systems, accessories, and hardware specified in this Bulletin should additionally be specified in a supporting supply document. These documents and their related material categories are as follows:
a. Allowance Equipage List (AEL) should identify portable/operating space equipment requirements within the ships Coordinated Shipboard Allowance List (COSAL).
b. Allowance Parts List (APL), also a COSAL document, should identify spare and repair part requirements supporting installed and portable equipment and should be developed based on the ship's maintenance capabilities.
Note: References (h) and (i) are the primary AEL supporting certification of U.S. Navy ships, and are maintained by NAVAIR. Reference (j) is the primary AEL supporting certification of U.S. Coast Guard (USCG) cutters, and is maintained by Commandant USCG (G-OCU). Reference (s) is the primary AEL supporting certification of Military Sealift Command (MSC) ships, and is maintained by Naval Fleet Auxiliary Forces, Program Manager (PM1). Reference (u) is the primary AEL supporting certification of LCS/LPD-17 Classes only. Reference (z) is specifically for the LPD-17 Class. Reference
(aa) is specifically for the LCS Class. The certification inspection team shall ensure that the range and depth of aviation facility equipment onboard is IAW this Bulletin, or as required by the Surface Type Commander.

12. VISUAL LANDING AIDS (VLA) AND AIRCRAFT OPERATING CLEARANCES: These features include the deck covering, marking, aircraft operating clearances, lighting/visual approach equipment, and accessories which permit an aircraft to operate safely from, or in conjunction with, an air capable ship. Table 2 lists the VLA required for the various levels and classes of certification. Table 3 lists pertinent NAVAIRWARCENACDIVLKE arrangement drawings or NAVAIR approved contractor drawings and associated technical manuals which, along with the text of this Bulletin, shall be the basis for certifying the applicable VLA and aircraft operating clearances on those ships listed. Approval of VLA and aircraft operating clearances not addressed by NAVAIRWARCENACDIVLKE arrangement drawings shall be based upon the principles contained on Figures 1 through 14 and the text of this Bulletin.
Note: The clearance requirements specified in Figures 3 through 5, 7 through 10, and 12 are not intended to encourage or be used as a means to justify the installation of obstacles in the vicinity of the aircraft operating area. The intended purpose is to promote safety, with minimum clearances based on existing conditions and constraints. In order to enhance the flexibility and ease of aircraft operations, clearances should be increased wherever possible and not regress from their current status.
12.1 LANDING AREA MARKING AND CLEARANCES: Marking and clearances shall be provided for Class 1, 2, 2A, or 3 certification. The marking arrangement and clearances required are dependent on the particular aircraft to be landed. General dimensions applicable to the helicopter types in current use are provided in Table 4. The landing area shall be marked IAW paragraph 12.1.1 and conform to the landing area size and obstruction clearance requirements of paragraph 12.1.2.
12.1.1 LANDING AREA MARKING: Typical markings are shown on Figures 1 through 5. Peripheral marking lines shall indicate the clear (obstruction free) deck area. The touchdown circle shall indicate the area in which the helicopter's forward wheels/skid supports must touch down. The outside diameter of the touchdown circle shall be 24 feet (7.32 m). On single landing area ships configured for both 90- and 270-degree athwart ship approaches, either one or two touchdown circles (see Figure 5) shall be provided. On all other single landing area ships, one touchdown circle shall be provided as shown on Figures 1, 3 and 4. On multiple landing area ships, two touchdown circles shall be provided as shown on Figure 2. In all cases, a solid white landing spot, 4 feet (1.22 m) in diameter, shall be located in the center of the touchdown circle, and either one or two landing lineup lines shall indicate the approach path(s) to the landing spot. The landing lineup line(s) shall pass through the center of the touchdown circle and landing spot and shall be extended as far as feasible beyond the peripheral marking. The deck area (within the peripheral marking and all aircraft traversing, hangar, and parking areas) shall be covered with deck gray non-skid compound. All marking lines shall be white and one foot (0.30 m) wide.
12.1.1.1 LANDING AREA TOPPING: Unless otherwise approved by the Technical Warrant Holder (TWH), only approved non-skid compounds are acceptable for certification, and the deck covering compounds and marking materials (to include installation and repair procedures) shall be IAW reference (k). Application of spray on type non-skid for use on Air Capable and Amphibious Assault Ships' flight decks, hangars, and aviation facilities shall require prior NAVSEA approval, and installed on a case by case basis. For ships that are not required to adhere to reference (k), the following applies:
a. Non-Skid Surface: The surface shall show a pattern of peaks and ridges. The ridge profile shall be continuous and reasonably uniform. Peaks and ridges shall be generally in the same direction (fore-aft preferred), approximately 1/2 to 1 inch apart, and approximately 1/16 to 3/32 inch high. Aggregate shall present a rough, uniformly coarse appearance over the entire surface with no loosely bound clumps of particles. All weld seams shall be cross-rolled, in that weld seems that are not perpendicular to the direction of peaks and valleys of the non-skid shall be crossed-rolled 3 to 6 inches minimum on either side of the weld, and welds 8 inches or less apart shall be treated as one weld. All equipment not to be painted with non-skid shall be adequately taped or covered. In addition, there shall be no evidence of delamination of the non-skid system. Delamination, and all other failures of the non-skid system, shall be repaired IAW manufacturer’s directives and procedures.
b. Marking/Color Topping: The use of color topping for cosmetic purposes is prohibited and cause for rejecting the non-skid installation. Color topping, which may be used for VLA and safety markings when it does not compromise the slip-resistant properties of the non-skid deck surface, shall be compatible with the non-skid system and from the same manufacturer.
The location of the landing area markings shall conform to the area size and obstruction clearance requirements of paragraph 12.1.2. In addition, VERTREP/external lift, HIFR, and special flight deck area marking requirements/ options shall be IAW paragraphs 12.2, 12.3, and 12.4.
12.1.2 LANDING AREA SIZE AND OBSTRUCTION CLEARANCES: There are many possible combinations of flight deck area dimensions and marking arrangements that will result in a safe, certifiable landing area. Unless otherwise approved by NAVAIR, landing area size shall be IAW Figure 3 and obstruction clearances shall be IAW Figure 4, or 5.
12.2 VERTREP/EXTERNAL LIFT AREA MARKING AND CLEARANCES: Marking and clearances shall be provided for Class 4 or 5 certification. A Class 4 facility shall have sufficient clearances available to allow pickup and delivery of cargo without the use of a hoisting sling. A Class 5 facility is normally used only for delivery of cargo since clearances are not available to permit the helicopter to hover at a height which will allow a man standing on the deck to attach a cargo pendant to the aircraft's cargo hook.
