NAME OF CONTRACTOR:
SPECIFICATION ITEM NO.: 903
PARAGRAPH / SECTION NO: 1.1, 3.1.2, 3.1.3, 4.0, 7.1.1, 7.5.1, 7.5.2, 7.6.1.4, 7.6.1.3, and 7.6.1.4
TITLE: UNDERWATER HULL PRESERVATION
In review of the work item we note the requirement to clean, prepare and preserve the freeboard surfaces of the hull in this underwater hull work item. Work item 904 also specifies the cleaning, surface preparation and preservation of the Freeboard Hull. This Offeror is concerned that including the Freeboard surfaces of the hull into this work item adds redundancy in pricing to this work package, and recommends that the paragraphs referring to the Freeboard portion of the hull be deleted from this Underwater Hull Preservation work item.
QUESTION:
Recommend the following paragraphs be revised or deleted in their entirety to revise the work item to only address the Underwater portion of the hull.
1. Para 1.1 This item describes the surface preparation and painting of the ship’s hull from the keel to the 01 level and focsle area of the bow.
2. Para 3.1.2 Ship’s hull from the 37 ft. waterline to the 01 level (60’-9” ABL) and the focsle area of the bow (75’ ABL), a total of approximately 40,000 square feet.
3. Para 3.1.3 Approximately 20% or 25,000 square feet of the above surface areas to be UHP Water Jetted and re-coated.
4. Para 4.0 GOVERNMENT FURNISHED EQUIPMENT/MATERIAL/SERVICES
5. Para 7.1.1 In addition to the underwater hull, apply Prep 88 Cleaner in accordance with the manufacturer’s instructions and high pressure fresh water wash the hull surfaces from the top of the boot top to the 01 level and the focsle area of the bow, prior to conducting the hull coatings survey.
6. Para 7.5.1 Spot Ultra-High Pressure Water Jet the damaged or deteriorated areas of the hull from the keel to the 01 level, and focsle area of the bow, in accordance with reference 2.1.3, Surface Preparation Standard SSPC-SP-12/NACE 5, to a WJ-2 Condition. No more than a light (L) grade flash rust shall be allowed on the steel at the time of coating application. If heavier flash rust is present, the surface shall be pressure washed at 2,500 to 3,000 psi and allowed to air dry in order to restore the surface to a coatable condition. The surface profile achieved shall be angular in nature and within the range set by the manufacturer’s product data sheet for the coating system being applied. Profile shall be determined using a Keane-Tator (or equal) Surface Profile Comparator. Testex (or equal) Replica Tape shall be used at a rate of one (1) reading per 1,000 SF for verification. Replica Tape shall be mounted, identified as to location and included as part of the final paint report.
7. Para 7.5.2 Estimated total area of Spot UHP Water Jetting is approximately 25,000 square feet, as described in paragraph 3.1.3.
8. Topsides, 37 foot waterline to 01 level and focsle area of bow:
9. Para 7.6.1.4 Apply two (2) spot coats of epoxy anti-corrosive, Amercoat 240, 5-6 mils DFT per coat. First coat shall be red oxide, second coat shall be haze gray.
10. Para 7.6.1.3 Apply one (1) spot coat of epoxy topcoat, Amershield, haze gray, 3-4 mils DFT.
11. Para 7.6.1.4 Paint in all hull markings as original. Markings below the 37 foot waterline shall be coated with two (2) coats of Amercoat 5450, white, 3-4 mils DFT per coat. Markings above the 37 foot waterline shall be coated with two (2) coats of Amershield, black, 3-4 mils DFT.
