Logistics Support for the Center for Global Health

A. Task Order Title – “Portfolio Analysis Support for the Center of Global Health – Cervical

Cancer Portfolio Analysis”

B. Task Order Number – Sample Task Order 3

C. Background and Task Order Statement of Work: The purpose of this Task Order is to support portfolio analysis work for the Center of Global Health. On an ad-hoc basis, the Center for Global Health may request support for specific portfolio analyses, to be performed by the contractor. These analyses include, but are not limited to, a portfolio analysis of NCI-funded grants related to a scientific topic, cancer site or collaborator site. Portfolio analyses should highlight the following topics, at minimum: primary NIH IC funders, grant mechanisms, principal investigator institutions, collaborator site institutions, cancer sites covered, and scientific topics covered. In some instances, exploratory work may be required to develop keywords for searching grants in NIH grants management systems and review abstracts for relevance to the overall portfolio. Background data on the burden of cancer for cancer sites/scientific topics may be included in the portfolio analysis; if needed, this request will be made by the COR as part of the Task Order. For each analysis that is requested, CGH will hold an orientation/kickoff meeting (can be conducted in person or by Zoom) to discuss Standard

Operating Procedures (SOPs) and the requested work product with the contractor and to answer any questions.

The contractor shall submit a brief understanding/technical response following the orientation/kickoff meeting with the COR and CGH program staff. This response should include a proposed template for the analysis, detailing the variables to analyze, and the data sources and methodology that will be used. The COR and CGH program staff will review and agree to the technical approach before portfolio analysis work shall commence.

For this Task order, the Contractor shall create a portfolio of NCI-funded cervical cancer research, fiscal years 2010-2017. This portfolio analysis shall include NCI’s extramural cervical cancer grants portfolio funded during fiscal years 2010-2017, with an emphasis on grants conducted with international collaborators. The contractor shall develop search parameters to locate and identify relevant grant awards in NIH’s grants management database. The contractor shall review grant abstracts to determine their relevance to the overall portfolio. Once a portfolio of grants has been determined, the contractor shall develop a curated (de-duplicated) and cleaned final data set that will be used for the analysis. The cervical cancer grants portfolio shall be organized and analyzed by: primary NIH funder, grant mechanisms, NCI managing division, office, or center, NCI program officer, common scientific outline code, scientific topic areas, principal investigator institutions, and collaborating countries. Additional analysis components shall include analysis and presentation of the cervical cancer grants portfolio over time and by total funded dollars. The contractor shall provide all deliverables outlined in section D.
