Logistics Support for the Center for Global Health

Task Order Title – Research Centers of Regional Excellence (RCRE) Strategy for Enhancing Research in Low and Middle-Income Countries (LMICs) Conference

A. Task Order Number – Sample Task Order 1

Background and Task Order Statement of Work: The mission of the NCI’s Center for Global Health

(CGH) is to support global cancer research. In line with this mission, CGH launched the non-communicable disease (NCD) Regional Centers of Research Excellence (RCRE) Program in 2016. The

RCREs support planned research programs related to the region’s cancer burden and at least one other regionally relevant NCD. The NCD research programs planned here lay the foundation for self-sustaining, internationally competitive research programs in LMICs. In September 2016, CGH awarded six RCRE P20 planning grants, and in 2017 CGH has funded a new cohort of five planning grants for a total of 11 RCREs.

This proposed conference builds on the success of the RCRE Launch Meeting which took place on February 6-8, 2018. This conference will take place in FY2019. The purpose of this conference is to bring researchers from the RCRE programs together to teach and discuss the best ways to build capacity to perform research in areas common to other RCRE programs based on their experience working in LMICs. These areas include biobanking, pathology, research training, and various organ-specific cancers. Additionally, we will disseminate and clarify the NCI and NIH policies around the financial management of NIH grants and the regulations related to human subjects and animal research. This conference is necessary in FY2019 because the RCRE program has expanded to include a new cohort of investigators. The prior conference had an attendance of 45 people, and we expect the size of the conference in FY2018 to increase due to the expanded number of researchers (estimated 80 attendees).

To disseminate the scientific goals of the RCRE, CGH will invite two researchers from each

RCRE of the new cohort to this conference. To disseminate financial, regulatory, and human subjects’ projections policies applicable to NIH grantees, CGH will invite one financial management and one human subjects/ regulatory affairs person from each RCRE to this conference. The total number of non-federal invited investigators is twenty-one. All non-federal, invited participants will have a speaking role on the agenda.

OBJECTIVE

The purpose of this conference is to bring researchers from the RCRE programs together to teach and discuss the best ways to build capacity to perform research in areas common to other RCRE programs based on their experience working in LMICs. These areas include biobanking, pathology, research training, and various organ-specific cancers. Additionally, we will disseminate and clarify the NCI and NIH policies around the financial management of NIH grants and the regulations related to human subjects and animal research.

The mission of the NCI’s Center for Global Health is three-fold. This conference contributes to

“Enhancing Global Research” by inviting investigators PIs to the NCI to discuss their research.

The conference’s interactive format “Builds the community of international cancer researchers.”
