1. Question: The response to Amendment 4, Question 15 states that each of the three Sample Task Order Technical Proposals must include all information required to meet the evaluation criteria listed on pages 93 and 94. Rather than vendors providing the very high-level summaries required to present a management plan, technical approach, personnel documentation, organizational experience/support capabilities documentation, and facilities/equipment description in five (5) pages per STO, will the government allow vendors to focus on the technical approach and present short bio sketches for STO leaders? That is, can STO Technical Proposals reference management, organizational experience/capabilities, and facilities/experience material provided in the IDIQ Technical Proposal? Alternatively, can the management, organizational experience/capabilities, and facilities/experience material be provided as attachments to the STO Technical Proposals that do not count against the 5-page limit?
Answer: Yes, the STO Technical Proposals can reference management, organizational experience/capabilities, and facilities/experience material provided in the IDIQ Technical Proposal. Please note the answer to Amendment 4 question 20: “Total page count does not include: Title and Back Page; Table of Contents, Resumes, Appendixes & Attachments; and Section Dividers that do not contain information other than title of Section.”
2. Question: Is there a way for us to view the list of interested vendors for solicitation #N02CO87002-27_NCI - Title: NCI Center for Global Health, Logistics, Data Analysis and Technical Support?
Answer: No, there is not a way to view the interested vendors for the solicitation.
3. Question: The Answer to Question 11 in Amendment 2 states that “past performance information must be provided for every member on a team”. This would constitute a new requirement, as the base solicitation makes no mention of team past performances (and only refers to the submitting contractor for such information). As written, it seems like the requirement is now that each team member must submit 3 recently completed contracts and information for *all* current contracts, just like the prime. Is every member of a team required to provide the full past performance information required of the prime contractor in the business (3 recently completed and information on all pertinent current contracts) or do team members only have to provide past performance information/references as required in the technical (which we understand to be narrative experience descriptions)?
Answer: Allow this answer to clarify Answer 11 in Amendment 2. In relation to Contractor Team Arrangements, if that is what is being proposed, Per FAR 9.601, (1) Two or more companies form a partnership or joint venture to act as a potential prime contractor; or (2) A potential prime contractor agrees with one or more other companies to have them act as its subcontractors under a specified Government contract or acquisition program. If entering a teaming arrangement per FAR 9.601 (1) than all proposed companies that form a partnership or joint venture must follow the role of a prime contractor; meaning that each company (team member) must provide a list of the last 3 contracts completed during the past five years and all contracts currently being performed that are similar in nature to this solicitation work scope. A team member under a “Teaming Arrangement” is defined as a “company” not individual personnel proposed under each company. If entering a teaming arrangement per FAR 9.601 (2) than the lead member must follow the role of a prime contractor and the other team members must follow the role of a subcontractor. Per page 68 of the solicitation, “Offerors may also submit past performance information regarding predecessor companies, key personnel who have relevant experience or subcontractors that will perform major or critical aspects of the requirement when such information is relevant to the instant acquisition. For the purposes of this solicitation, a “major subcontract” is defined as $500,000 and above.” A major subcontractor, as defined above, must follow the same past performance information/reference submission requirements as the prime contractor.
4. Question: Page 83, Business Proposal Instructions, Proposal Cover Sheet, item 6 requires covers to provide Proposed Cost and/or Price; profit or fee (as applicable); and total. No prices are presented in the main business proposal and the above information is not requested for the covers of the responses to the TORF, or sample task orders Please clarify: What cost information, if any, should be presented on the cover of the overall business proposal?
Answer: Correct, cost/price is not required for the Base IDIQ proposal. Please follow the
Business Proposal Instructions listed in Task Order 1 as well as Sample Task Orders 1, 2, and 3.
Please provide a detailed budget for each sample task order and the required Task Order 1 Kick-
Off Meeting, including costs of supplies and all other categories such as labor costs and other direct costs. For the IDIQ SOW, describe any additional anticipated costs in the business proposal that are not captured in the sample task orders. For example, in the business proposal, describe additional cost information that may impact future task orders awarded under any resultant Base IDIQ contract (e.g. additional labor categories with associated labor rates, proposed escalation for labor rates, etc.) that is not already addressed in the business proposal for the sample task order(s).
