RFP No. N02CO87002-27
Amendment One 06/12/2018
This amendment answers questions received regarding solicitation N02CO87002-27 as well as updates the System of Records Number (SORN) and applicable Section 508 Standards.
1. Question: Section L of the solicitation states a technical response is required for Kick Off
Task Order 1. Attachment 5 for Kick Off Task Order 1 states a technical response is not required. Is a technical response required for Kick Off Task Order 1?
Answer: A technical response is not required for the Kick Off Task Order.
2. Question: Section L of the solicitation states a technical response is required for each sample task order. Attachment 6, 7, and 8 provide no instructions for a technical response. Are technical responses required for each sample task order?
Answer: Per Page 64, Section L.2.a.2.II. Technical Proposal, subparagraph 3 of the solicitation, please provide a technical response for each Sample Task Order.
3. Question: Section L indicates the technical response page limit of 20 pages does not apply to the technical response for the Kick Off Task Order 1 or sample task orders. Do the technical responses for the Kick Off Task Order 1 and the sample task orders have a page limit?
Answer: The Kick Off Task Order does not require a Technical Proposal. The page limit applies to every Technical Proposal that is being submitted (Base Technical Proposal as well as Sample Task Order 1, Sample Task Order 2, and Sample Task Order 3).
4. Question: If a technical response is required for each sample task order, please clarify how each response will be evaluated.
Answer: All technical proposals will be evaluated according to Section M “Evaluation Factors For Award”
5. Question: Section M includes "references to evaluate past performances" as an evaluation criterion for the technical proposal, but Section L clearly states that past performance references are a part of the business proposal that is separate from the technical response. Please clarify whether the technical proposal will be evaluated in terms of past performance.
Answer: Past Performance will be evaluated per Section M.6 of the solicitation.
6. Question: On page 4 of the solicitation, article B.2 Price / Cost, the government states a tentative past performance of 5 years (9/15/2018 - 9/14/2023). However, in Attachment 9, there are requested labor hours for 7 years. Can the government please clarify if the required labor hours are for 5 or 7 years?
06/12/2018
Answer: Attachment 9, Technical Proposal Cost Summary, is provided as a template for offeror’s to use. The period of performance of this IDIQ contract will be 5 years with a tentative start date of 09/15/2018; therefore, only use the tabs needed to propose on this 5 year requirement
7. Question: Will the Government consider providing the labor categories associated with the contract? Or is it the responsibility of the Contractor to come up with labor categories? The one known labor category is the Key Personnel (Project Director) but no other labor categories are mentioned in the documents.
Answer: The Government will not provide known labor categories for this acquisition.
Your proposal should provide the proposed labor categories that your organization feels will successfully perform the Statement of Work.
8. Question: The government lists to key personnel (Project Director and Principal Investigator).
Are these the minimum key personnel required for submission? With the understanding that all other positions we bid are still considered key?
Answer: There shall be a Project Director for this requirement. Only personnel listed as Key Personnel in the offeror’s proposal will be considered Key Personnel. Please refer to Article G.2. Key Personnel for more information as to how Key Personnel is defined and handled in any resultant award.
9. Question: Can the Government provide an estimate of how many hours per month is required for the Project Director? Is this a full-time position or a part-time account management/oversight position?
Answer: The Government cannot estimate the number of hours for the Project Director. The Project Director should be in accordance with Technical Proposal Instructions b.1.b.1. starting on page 81 of the solicitation.
10. Question: What is the page limitation of the Business Proposal?
Answer: The Business Proposal does not have a page limitation.
11. Question: Can the Government confirm if $7,261,330.53 is the total contract ceiling from 09/15/2018 - 09/14/2023? And is this ceiling amount only labor or does it include estimates for the applicable items in Article B.3 (provisions applicable to direct costs)?
Answer: The total Programmatic Maximum ceiling for the IDIQ contract is $7,261,330.53. The sum of all Task Orders will not be able to exceed this amount.
06/12/2018
12. Question: Can the Government clarify which "Contractor's information system" the paragraph is referring to? Is that only for software that we may be proposing to use or is it referring to corporate software such as internal accounting systems, timesheet entry systems, etc.?
Answer: This sector refers to the Contractor’s system that will store agency data. Please note, this specific clause under INFORMATION AND/OR PHYSCIAL SECURITY on page 7 of the solicitation is under review and may change before the solicitation closes.
13. Question: In the section titled "Authorized Official and Submission of Proposal" starting on the bottom of page 63 and ending on the top of page 64, the government refers to printing double-sided. Can the government please confirm submission is electronic only and these instructions can be ignored?
Answer: Correct, the submission is electronic only and these instructions do not apply to electronic submissions.
14. Question: In section L, Instructions to Offerors, #4., the government states that the proposal must be prepared in "two parts: a technical proposal and business proposal". Can the government confirm that this means two separate volumes, i.e. two PDF documents?
Answer: Correct, this means two separate volumes.
15. Question: Can the government clarify whether the Past Performance Information requested is included in the Pertinent Contracts section of the Business Proposal section?
If it is the same, can the government provide guidance on which set of instructions to follow:
"Pertinent contracts is defined as a listing of each related contract completed within the last three years or currently in process" (68) or "A list of the last 3 contracts completed during the past Five years and ALL CONTRACTS currently being performed that are similar in nature to the solicitation work scope."(90)?
Answer: Please use the information listed on page 68 of the solicitation: “A list of the last 3 contracts completed during the past Five years and ALL CONTRACTS currently being performed that are similar in nature to the solicitation work scope.”
16. Question: The RFP states that the offeror "shall submit a technical proposal that addresses the Statement of Work (SOW) for the IDIQ base contract with a separate section that addresses the Statements of Work (SOW) for the Sample Task Order(s)".
However, the language in the Task Order 1 TORFP #1 attachment states "No technical proposal is required for this Task Order; however, a detailed budget proposal indicating all costs associated with the subject Task Order must be submitted". Additionally, each Sample Task Order included "Technical Proposal Instructions: None".
Can the government please clarify whether it is expected that the Technical Proposal will include
06/12/2018 responses to the Statement of Work for each Sample Task Order, or if it is expected that the offeror will only submit Business Proposals for each Sample Task Order.
Answer: Please see question 3 in Amendment 1.
17. Question: Can the government provide the list of anticipated events/workshops/trainings it requires support with, so that the offeror can accurately provide the comprehensive schedule across the life of the contract, as it is stated that "Performance or delivery schedules shall be indicated for phases or segments of work, as applicable, by contract year as well as for the overall contract".
Answer: The anticipated events/workshops/trainings are unknown as this time. These requirements will be solicited via the Task Order process described under Article G.3. Task Order Procedures, once NCI has a known requirement.
18. Question: Under a. statement of work number 4. Schedule; should the offeror provide a separate schedule for the Base BPA or each sample task order?
Answer: To clarify, this is NOT a BPA, but rather an IDIQ type contract. A schedule shall be required for any SOW that requires a technical proposal.
19. Question: Can the government clarify whether the items listed within the "Other Considerations" section are included within the 20-page limit from the Technical Proposal?
Answer: The page limit is applicable to any Technical Proposal. Total page count does not include: Title and Back Page; Table of Contents, Resumes, Appendixes & Attachments; and
Section Dividers that do not contain information other than title of Section.
20. Question: Is it expected that the offeror will propose all key personnel labor categories, or is the Single Project Director and Principal Investigator the only positions considered to be "key personnel".
Answer: The Offeror may propose as many Key Personnel as they would like as long as one of them is the Project Director.
21. Question: Does the government expect resumes for the Single Project Director, Other Professional Personnel, and Additional Personnel?
Answer: Please view Page 81 b. Personnel of the Solicitation. Specifically, subparagraph 4 states that Resumes of all key personnel are required. Each must indicate educational background, recent experience, specific or technical accomplishments, and a listing of relevant publications.
22. Question: Is the “Cover Page” (ref:) and the “Proposal Cover Sheet” (ref: Para C(2) on page 83] one of the same?
06/12/2018
Answer: Essentially, they are the same. The Business Proposal as well as the Technical Proposal must have their own Cover Sheet.
23. Question: Given the Firm Fixed-Price nature of Task Order 0001 and all three of the Sample Task Orders, can the Government confirm that Certified Pricing Data and/or Cost Realism are NOT required as part of Offeror's proposal submission?
Answer: Per page 84 of the solicitation, Data Other than Certified or Pricing Data is required.
24. Question: Section F on page 91 states that subcontractors must submit "A complete cost proposal in the same format as the offeror's cost proposal.". Can the Government please clarify what "complete cost proposal" entails?
Answer: The cost proposal must contain a cost breakdown and be in the same format as the prime contractor. Please reference and use Attachment 9, Technical Proposal Cost Summary.
Supporting cost documentation is required for all subcontractor costs proposed.
25. Questions: Bullet "B. Personnel (30 Points)" in Section M refers to evaluating Personnel and is given 30 points. With only having the Project Director as Key Personnel, how does the Government intend to evaluate the other personnel when there are not specifically defined labor categories to evaluate? Or is this section more related to a "Management Plan" and how we will staff and manage resources and the overall contract?
Answer: The Government will evaluate all proposed personnel in accordance with Section M B.
Personnel of the solicitation.
26. Question: Can the Government please advise of the yearly operating budget for CGH?
Answer: The Government cannot advise on a yearly operating budget; however, the 5-year Programmatic maximum ceiling of the IDIQ is $7,261,330.53.
27. Question: Can the government clarify whether the Business Proposals for each Sample Task Order are separate volumes, or should be included in the Business Proposal Volume?
Answer: Please see page 83 “Business Proposal Instructions”
28. Question: Can the Government clarify specifically the information they are looking for Offerors to provide in Para 4. “Separation of Technical and Business Proposals?” Traditionally, Offerors are not allowed to include any type of costing or pricing information within the Technical volumes. Can the Government confirm that they are looking for:
• “Direct Costs” = Generic Labor Category pricing (non-inclusive of indirect rates and not directly tied to key personnel or named personnel)
• “Materials” = Cost of materials exclusive of any indirect overhead (e.g. G&A, etc.)
06/12/2018
• “Subcontracts” = Total Direct Cost of Subcontracted Labor, Materials, and Travel (can this be submitted under separate cover from the Sub to the Government KO?)
Answer: The costing information should be made part of the Business Proposal. The Government is looking for Price/Material/Sub-contractor information for a Fixed Firm Price type Task Order. The Government is looking for Cost/Material/Sub-contractor info for a Cost-Plus Fixed Fee type Task Order.
29. Question: Can the Government clarify which positions are considered Key? Does this statement mean that all personnel need to be considered Key? “OFFERORS SHOULD ASSURE THAT THE
PROJECT DIRECTOR, AND ALL OTHER PERSONNEL PROPOSED, SHALL NOT BE COMMITTED ON
FEDERAL GRANT SAND CONTRACTS FOR MORE THAN A TOTAL OF 100% OF THEIR TIME. IF THE
SITUATION ARISES WHERE IT IS DETERMINED THAT A PROPOSED EMPLOYEE IS COMMITTED FOR
MORE THAN 100% OF HIS OR HER TIME, THE GOVERNMENT WILL REQUIRE ACTION ON THE
PART OF THE OFFEROR TO CORRECT THE TIME COMMITMENT….Para 1, 2, 3, 4…”
Answer: The Project Director must be considered Key Personnel. For further information on Key Personnel, see Question 8 in Amendment 1.
30. Question: The RFP instructions indicate that the Technical Proposal is 20 pages, and there are preparation instructions, e.g., font, margins, etc. However, it also states--The page limits for the Technical Proposals excludes any sample task order proposals and the proposal for Task Order #1 Contract Orientation and Kickoff Meeting. In the Sample Tasks themselves, for Technical Proposal Instructions, it says “NONE”. What is correct?
Answer: Please see question 3.
