ADDITIONAL INFORMATION
1) The Government may place multiple orders using the Contract Line Item Numbers (CLINs). CLINs 0002 and
0003 are not separately priced (NSP) at the IDIQ level; however, they will be priced when utilized at the task order level.
2) All labor ceiling, inclusive of cost and fee, for CLINs 0002 and 0003 (NSP CLINs) are included in the overall ceiling for CLIN 0001.
3) All travel ceiling for CLINs 0005 and 0006 (NSP CLINs) are included in the overall ceiling for CLIN 0004.
4) CLIN 0007 is NSP, and is for data submittals.
5) Non-Performance Based (Level of Effort) - The composite rates in the “B-1 Estimated and Negotiated Labor
Rates” tables will be used to develop the total estimated cost plus fixed fee. Fixed fee will be calculated based on fee per hour and in accordance with 5252.232-9510 Payment of Fixed Fee (NAVAIR) (OCT 2005). The fee per hour is the total fee proposed for all periods divided by the total number of hours for all periods (412,800). The non-performance based fee per hour is $To Be Completed at Contract Award.
B-1 ESTIMATED AND NEGOTIATED LABOR RATES
This language is designed for use in conjunction with 5252.216-9534 Task Order Procedures (NAVAIR) (OCT
2005). The below rates consist of composite fully burdened rates for each key and non-key labor categories, inclusive of fee. Fully burdened rates are defined as direct labor rates plus all applicable burdens, to include indirect rates, fee, and subcontractor pass-through costs where applicable. The rates below will be utilized when developing estimated labor ceilings for task orders by using the estimated hours per labor category multiplied by the composite rate. Invoicing shall be based on actual allowable costs incurred. Ceiling for Other Direct Costs will be priced in accordance with the Government Estimate. Orders crossing multiple years will be estimated by the Government using the composite rates for each year in proportion to the period of performance of the order. Billing and payment will be based upon actual costs.
Cost Plus Fixed Fee (CPFF)(Term and Completion) orders will be issued under this contract using the following streamlined procedures and the applicable Section B, B-1 Estimated and Negotiated Labor Rates.
These rates are estimates and are used in the development of task order ceiling values. Invoicing will be based on actual costs incurred.
(1) For each proposed CPFF order, the contracting officer will provide the contractor with a letter including an enclosed DD 1155 Task Order.
(2) Within three (3) working days of receipt of the letter and order, the contractor will respond with the signed DD
1155. If the requirement remains valid, the task order shall be considered negotiated and a bilaterally executed order will be issued to the contractor.
(3) If the contractor does not agree with the labor categories and associated hours identified for the order, a proposal will be submitted to the contracting officer within five (5) working days of receipt of the order, addressing only the specific areas of differences. Once the differences are resolved between the contracting officer and the contractor with regards to labor categories and hours, and the contracting officer determines that the price is fair and reasonable, a fully negotiated, priced order utilizing the Section B, B-1 Estimated and Negotiated Labor Rates will be issued to the contractor.

Statement of Work Statement
Aviation Logistics Environment (ALE), Program Management and Lifecycle Support Services
Date: 21 August 2019
Naval Air Systems Command (NAVAIR)
Naval Air Warfare Center Aircraft Division (NAWCAD)
1.0 Background
The Naval Aircraft Warfare Center – Aircraft Division (NAWC-AD) Aviation Logistics Environment (ALE) has the overall responsibility to research, analyze and evaluate solutions in order to implement and deploy the best Naval
Aviation Logistics Information Technology (IT) solutions across the Naval Aviation Enterprise (NAE). This
Logistics support includes both new logistics Information Technology (IT) solution sets and sustaining existing IT solution sets in the strategic and tactical domains. The Aviation Logistics Environment (ALE) is the NAVAIR
Logistics Information Technology (IT) Defense Business System (DBS) delivering full lifecycle weapon system logistics and maintenance capabilities in support of the Naval Aviation Enterprise. The ALE delivers these capabilities via a net-centric, shared, data environment supporting shore based, afloat and expeditionary operations.
ALE integrates IT Services plane-side and interfaces with infrastructure systems, enabling data analysis in support of aircraft availability and Ready Basic Aircraft (RBA) status.
ALE is a Tech Refresh Program, modernizing current systems in the Logistics IT Portfolio, and adding new capabilities as the Integration IPT for the Aviation Readiness Digital Integration Working Group (DIWG) with a current focus on Sustainment Vision 2020. As Tech Refresh progresses, a reduction in the number of systems in the
Logistics IT Portfolio will be achieved as Business Process Reengineering (BPR) and System Integration efforts are completed. ALE contributes to reduction of Total Ownership Costs by reducing work force resulting from centrally managed Logistics IT solutions and providing Enterprise Logistics IT Solutions (off-aircraft) to PMAs reducing unnecessary development of platform unique IT solutions.
