REQUEST FOR PROPOSAL N00421-16-R-0044
QUESTIONS AND ANSWERS
Question 1: We are seeking clarification on Section L numbering and instructions. The RFP states “The
Offeror must present proposal information in a manner that facilitates a one-to-one comparison between the information presented and this Proposal Instruction. Proposal information must be structured such that its paragraph number/letter is identical to the Proposal Instructions paragraph number to which it is responding.” However the table located on page 56 of section L states that Section 2.2.1 is Key Personnel
Resumes, and 2.2.2 is the staffing plan. On page 59 of the RFP in section L, the instructions have section
2.2.1 as the Workforce qualifications matrix, and section 2.2.2 as a definition section for contingent and prospective hires. Paragraph 2.2.3 Is listed as the Key resumes, and 2.2.4 is listed as the Staffing Plan.
Can the government please clarify what numbering sequence they would like offerors to use, to remain in compliance with the requirement of a one to one comparison.
Answer 1: The numbering sequence should follow the actual paragraphing numbers. The chart will be corrected in a forthcoming amendment.
Question 2: Can the government please clarify in section 2.2.4.1 Staffing plan, if the government is wanting a chart/table of the availability of all personnel or just Key personnel? The RFP states that offerors are to specifically describe the personnel, is the government asking for names of all personnel proposed? And their status? If so, this requirement seems to be similar to the P1 matrix information, with the exception of the total hours proposed. Can the government please clarify as to what they are truly wanting offerors to provide?
Answer 2: Section 2.2.4.1 will be clarified in a forthcoming amendment.
Question 3: In section L instruction for the Executive Summary, paragraph 1.1.6 States that written letters of consent for past performance and cost/price issues are to be included in Volume 1 executive summary. However, Section L Volume 3 instructions states that past performance letters of consent are to be submitted as an attachment to Volume 3. Can the government clarify where they would like the consent letters to reside in the offerors submission?
Answer 3: Section L, paragraph 1.1.6 will be reserved and the written consent should be provided as detailed in Section L, Volume 3 in a forthcoming amendment.
