| Instructions | |
| Government: | |
| A | On Footer Tab for the worksheet, insert the RFP number after the colon. |
| B | Insert the Contract Line Item Numbers (CLINs) at Cells I2, K2, M2, O2, Q2, S2, U2, W2, Y2 and AA2 for the services and at I415, K415, M415, O415, Q415, S415, U415, W415, Y415 and AA415 for ODCs. |
| C | Insert the CLIN description at Cells I4, K4, M4, O4, Q4, S4, U4, W4, Y4 and AA4. It can be color of money such as APN, OM&N, RDT&E, etc; or it may be specific tasks areas or locations, depending on how the Performance Based Statement of Work is written. (Once these cells are filled in, they will automatically populate cells I417, K417, M417, O417, Q417, S417, U417, W417, Y417 and AA417 with the same information. |
| D | In column A starting at row 5, insert the Government Labor Categories from the Government provided information being provided in the solicitation. List each category only once regardless of the number of estimated support hours. Once A5 through A40 are filled in, they will automatically populate the corresponding cells for the subcontractors 1 through 8. |
| E | If Capacity Increase CLIN (CIC) is not being utilized in the solicitation, change the "10%" in cells G407, G408 and G427 to "zero" and hide the rows 406-410, 426 and 427. If utilized, CIC is to be used for all Cost Type CLINs for each period. |
| Contractor: | |
| 1 | On Header Tab for each worksheet, insert the proposal number. The file name should be automatically populated. |
| 2 | On Footer Tab for each worksheet, insert the firm's name after colon. Insert the RFP number after the colon, if it has not been filled-in. |
| 3 | Worksheets should be prepared for the entire FIVE (5) YEAR ORDERING PERIOD. The Year 1 TAB is provided. The Offerors will be required to add Tabs for Years 2 through 5 for each subsequent year of the ordering period. The tabs should be labeled to match the Year (e.g. Year 1, Year 2, etc.). THE OFFEROR MUST ALSO PROVIDE A CUMULATIVE SUMMARY SHEET OF ALL YEARS (1-5) AND ADD THIS AS A SEPARATE TAB CALLED "SUMMARY". |
| 4 | Every worksheet should have items 1 through 3 completed. |
| 5 | The worksheets of the workbook should all be formatted for printing on letter-size paper, without requiring "adjustments." It may be formatted for either landscape or portrait. DO NOT FORMAT FOR LEGAL SIZE PAPER. |
| 6 | Within the work sheet any cell colored "blue" contains a formula and should not be edited. |
| 7 | All dollar figures shall be fixed at two decimal places throughout the calculations. Values with additional decimal places shall not be used within any calculations. |
| 8 | The worksheet is arranged so that the workforce being proposed for an entire ordering period is shown together, even though it will be separated by individual CLINS in Section B. When the TOTAL ceiling value for Labor is carried to Section B, it should be the same overall total shown on the worksheet for the entire five (5) year order period. When the TOTAL ceiling value for ODCs (Travel & Material) is carried to Section B, it should be the same overall total shown on the worksheet for the entire five (5) year order period. |
| 9 | In Cell B2, enter the period of performance calendar dates (ex: 1 Jan 09 - 31 Dec 09). Enter the period of performance calendar dates for all ordering years in the corresponding cells for each period of performance. Type "SUMMARY" in the period of performance cell for the summary spreadsheet created under Instruction #3 above. |
| 10 | In column A, starting at row 5 to 28, the Government Furnished Labor Categories utilized from the Historical Information should have been inserted. In column B, the Contractor can insert the title of the labor category it will be utilizing. If it is comparable to one of the Government Labor Categories, then it should appear opposite that category. However, if it is not comparable, utilize the "not comparable" row. If necessary, insert additional rows--but ensure integrity of formulas. The Offeror is not required to utilize the Government's labor categories. However, in evaluation, the Offeror's proposal will be compared to the Government Estimate in Section L (L-2, Government Furnished Information), in terms of hours and labor categories. Also, labor categories with more than one person providing service shall be listed multiple times for each person performing work. For example, if the offeror proposes four Senior Analysts, then the labor category Senior Analyst shall be listed four times along with their applicable rates and information. |
| 11 | In column C, the Offeror should insert a "K" if the worker will be performing at the Contractor's facility or a "G" if it will be performing in Government spaces. |
| 12 | In column D, for the individual subcontractor workforce, identify for the specific labor category individual whether they are full-time on this acquisition or part-time. Enter "F" for full-time or "P" for part-time. |
| 13 | In column E, enter the name of the proposed individual for that position. |
| 14 | In column F: |
| (a) enter the unburdened labor rate for each individual (e.g. rows 5-28) | |
| (b) In Cell F30 the contractor should insert its fringe rate for full time, if it is not included in its overhead rate. If the fringe is included in the overhead rate, this cell should be left blank. | |
| (c) In Cell F31 the contractor should insert its fringe rate for part-time, if it is not included in its overhead rate. If the fringe is included in the overhead rate, this cell should be left blank. If no part-time employees are proposed this should also be left blank. | |
| (d) In Cell F34, the contractor should insert its overhead rate for work performed at the contractor's facility. | |
| (e) In Cell F35, the contractor should insert its overhead rate for work performed at the Client/Government's facility. | |
| (f) In Cell F37, the contractor should insert its G&A rate being applied. | |
| (g) In Cell F42, the contractor should enter the fixed fee rate applied to its cost. | |
| (h) In Cell F52, the contractor should insert the rate for material handling if it is being applied to Material. Material handling should be applied in accordance with the contractors approved accounting practices. See Instruction #15(h) below. If the offeror is not applying material handling, cell F52 should be left blank. | |
| (i) In Cell F53, the contractor should insert the rate for G&A if it is being applied to Travel and Material, if any. If not applying a G&A rate, cell should be left blank. | |
| 15 | In column G: |
| (a) enter the hours associated with individual labor category for CLIN 0100 (e.g., rows 5-28). | |
| (b) In Cell G30, the contractor should insert the base its fringe rate for full time is being applied to, if it is not included in its overhead rate. If the fringe is included in the overhead rate, this cell should be left blank. | |
| (c) In Cell G31, the contractor should insert the base its fringe rate for part time is being applied to, if it is not included in its overhead rate. If the fringe is included in the overhead rate, this cell should be left blank. | |
| (d) In Cell G34, the contractor should insert the base its overhead rate is being applied to for work performed at the contractor's facility. | |
| (e) In Cell G35, the contractor should insert the base its overhead rate is being applied to for work performed at the Client/Government's facility. | |
| (f) In Cell G37, the contractor should insert the base its G&A rate is being applied to. | |
| (g) In Cell G42, the contractor should insert the labor base its fixed fee rate is being applied to. | |
| (h) In Cell G52, the prime should insert the PRIME's ODC base its material handling fee is being applied to. The ODC base should be set in accordance with the offeror's accounting practices (i.e., the base may include material only vs both material and travel.) If the offeror is not applying a material handling, this cell should be left blank. | |
| (i) In Cell G53, the prime should insert the PRIME's ODC base its G&A is being applied to. The ODC base should be set in accordance with the offeror's accounting practices. If the offeror is not applying G&A to its ODC base, this cell should be left blank. | |
| 16 | In cell H49, enter the amount for Travel as noted in Section L (L-2, Government Furnished Information) of the RFP by CLIN, when completing each year. NOTE: The proposed cumulative Travel between the Prime and all subcontractors must not exceed the Government estimates provided in Section L (L-2) of the solicitation. |
| 17 | In cell H50, enter the amount for Material as noted in Section L (L-2, Government Furnished Information) of the RFP by CLIN, when completing each year. NOTE: The proposed cumulative Material between the Prime and all subcontractors must not exceed the Government estimates provided in Section L (L-2) of the solicitation. |
| 18 | Insert the CLIN number for the specific period of performance as identified in Section B of the Solicitation (and as shown on YEAR 1 TAB) in cells H2 and H46, when completing each year. |
| 19 | Column AD automatically calculates the total hours for all the CLINS. |
| 20 | Column AF is a summation of the costs. |
