Question 1: Section L-2, pages 123-127 of 138, para 2.0 Labor Categories and Labor Hours: The listed labor hours for the individual labor categories for each of the 5 performance periods are carried out 1 decimal place. However, the Grand Total at the bottom of each year/table is not carried out to any decimal places, showing and incorrect total by overstating the hours by .1 hour. Will the Government either carry out the decimal place by one on the overall total line or adjust the Administrative Assistant - off site labor category hours to correct the math?
Answer: The Administrative Assistant-Off Site Labor category hours have been adjusted to 'correct the math' in accordance with amendment 2.
Question 2: Section B, page 9 of 138, Clause 5252.211-9503 Level of Effort: the Estimated Hours for the Administrative Assistant off site labor category do not match the hours for that labor category in Reference A when adding up the totals from all 5 years/periods if carried out one decimal place. Will the Government either carry out the decimal place by one on the overall total line or adjust the Administrative Assistant - off site labor category hours to correct the math?
Answer: The Administrative Assistant-Off Site Labor category hours have been adjusted to 'correct the math' in accordance with amendment 2.
Question 3: Section A, page 2 of 138, Description Notes 1) reads: Both completion and term task orders will be issued under this single award task order contract. NAVAIR clause 5252.211-9503 LEVEL OF EFFORT (COST REIMBURSEMENT) (NAVAIR) (DEC 2012) will be included in applicable term task orders. Also, Section H, page 63 of 138: The Government has included NAVAIR clause H-9 5252.216-9540 Issuance of Orders using Streamlined Procedures (NOV 2003), which would imply that this will be a single award IDIQ; however FedBizOpps and the remaining solicitation reads as a Single Award Discrete Contract. Would the Government please clarify if the intent is to award a Single Award IDIQ? If not, would the Government please remove this NAVAIR clause?
Answer: This is a Single Award IDIQ.
Question 4: Section C, page 24 of 138, 8.0 FACILITIES: The Government is requiring the contractor to provide facilities in San Diego, California area; the Norfolk, Virginia area; and an estimated 10,00 square feet off-site warehouse space in St. Mary's County area within 30 miles of St. Inigoes, Maryland, which is needed to perform the associated SOW requirements. However on page 16 of 138, 16.0 PLACE OF PERFORMANCE, the Government states that 98% of the contract effort will take place at the Government Site and on page 123 of 138, the Government is only requiring 1 FTE of a Shipping/Receiving Clerk and 1.5 FTE of a Warehouse Specialist, which is not sufficient to manage a 10,000 square feet warehouse. The addition of 10,000 square feet of warehouse space without associated direct labor for indirect cost absorption would likely create inequities across multiple contracts/cost objectives. To ensure equitable and consistent application of cost to this contract/final cost objective, will the Government please confirm the warehouse facility is a firm requirement and if a requirement, adjust the associated LOE to support this requirement, or alternatively allow the contractor to direct charge the facility cost expenses as a reimbursable ODC on the contract?
Answer: After further review, the Government has determined that the 10,000 square feet of off-site warehouse space in St. Mary's County is no longer required. This requirement has been deleted from the subject solicitation. (See Page 17 of 52, amendment 3, mod 0004, Section C, paragraph 8.0).
Question 5: The labor category qualifications/requirements from the Sources Sought to the final RFP released on 10/13/15 have decreased. This appears to be an error based on the technical complexity of the scope of work. Would the Government re-evaluate the labor category descriptions / requirements to ensure it they adequately cross reference the complexity of the scope of work?
Answer: The labor category descriptions/requirements are adequately cross referenced with the complexity of the scope of work.
Question 6: Section a, Page 2 - The Government has set the deadline for proposal submission as 12:00am, on Friday December 4th. Should the deadline be 12:00pm (noon) on Friday, December 4th?
Answer: The correct time is 1200 or 12:00p.m. (Eastern Standard Time) on the 4th of December 2015.
Question 7: Section L.2.1.2, Page 55 - When will the Government Issue the Attachment P2?
Answer: There will be no P2 issued. Offerors shall propose to the Government estimate provided in Section L-2, paragraph 2.0. (See page 47 of 52, amendment 3, mod 0004).
