C.3.1.1 Technical Requirements for PPTA Equipment

The Government shall furnish technical requirements to the Contractor by providing a Procurement Requirements Digital Download (PRDD). Each piece of PPTA/Commercially Equivalent Equipment (CEE) required in the Section B CLINs shall be built in accordance with the specifications contained on the PRDD.

C.3.1.2 Changes to Technical Requirements

If changes to the technical requirements are necessary, they shall not be enacted until they have been reviewed and approved by the CDSADN Technical Subject Matter Expert (SME), COR, and Procurement Contracting Officer (PCO) for this contract. All clauses in this contract addressing contract changes apply in addition to this paragraph.

C.3.1.3 First Article Units (FAUs)

FAUs are planned for production on CLIN 0001 (CPFF - Services) and CLIN 0002 (Cost Only – Materials and ODCs). The FAU column in the above chart reflects the FAU Production Plan.

C.3.1.4 PPTA/CEE Production

PPTA/CEEs are planned for production on CLIN 0003 through CLIN 0020 (FFP – Supplies). Planned production quantities for these units are listed above in each Contract Year Production Equipmentt Totals column by year.

C.3.1.5 Contract Line Item Descriptions

CLIN Description Explanation

0001 Support services to perform the following tasking:

1) Produce the first article unit of the Production Prototype Test Article/Commercial Equivalent Equipment (CEE) item for CLINs 0003 through 0020. 2) Define and document the procedures and processes required to produce a quantity of 1 of the PPTA/CEE items, (heretofore designated as CLINs 0003 through 0020 and referred to as “Production CLINs”) based upon the Government furnished developmental design TDPs contained in the PRDD. 3) For a quantity of 1 of each of the commercial equivalent systems technical packages, manage the CEE configurations, in concert with the technical data described above, to enable and ensure consistent follow-on production capability.

Each piece of CEE (Production CLINs 0003 through 0020) shall mimic the performance specifications contained in the Government TDPs. CEE is required to be electronically and functionally identical to the Shipboard Hardware the TDPs describe. CEE items are meant to be installed in environmentally controlled, land based test and development sites. They are not required to meet U.S. Navy shipboard standards for shock, vibration and other environmental considerations such as extreme temperature and humidity. Shock and vibration resilient mounts, ruggedized cabinets, and MIL-STD connectors shall be excluded in the production of CEEs. This exclusion of shipboard unique elements should be considered to be the primary difference between the Shipboard Hardware (represented in some of the components contained in the PRDD) and the CEE that shall be produced as the result of this effort. Accordingly, each piece of CEE produced on each Production CLIN shall be defined and documented by producing it on CLIN 0001 labor with CLIN 0002 materials.

Support services encompass engineering, technical, logistics and administrative support required for the production of the CEE described in C.3. These same services shall also be required for post-production engineering support and technical efforts such as maintaining configuration management of CEE hardware and documenting as-built configuration lists, bills of material, assembly/fabrication instructions, and other work instructions as contained herein for the quantity of 1 each of the CEE technical packages.

0002 Materials (this term includes hardware, consumables, electronics, devices, equipment, mounts, cabinets, etc.) as well as special services, travel and shipping, and any other such supplies, This CLIN covers all supplies necessary to fulfill tasking for CLIN 0001.

heretofore referred to as other direct costs (ODCs), necessary to construct and support PPTA/CEE.

0003-

PPTA/CEE Production Units and other required electronic hardware as described in Chart C.3.1 in Section C.

These CLINs (Production CLINs) cover non- FAU PPTA/CEE units listed in C.3.1 slated for production.
