QUESTIONS AND ANSWERS

Questions and answers are found below and numbered for quick reference.

Q1

Section Ddl-L31 “COST PROPOSAL – SPECIFIC REQUIREMENTS – FIRM FIXED-PRICE CLIN 0003” states that CLIN 0003 through CLIN 0023 shall be priced based upon the Chart found in the SOW Section C.3. In Section C.3.1.1 Technical Requirements for PPTA Equip, the RFP states that each piece of PPTA equipment shall be built in accordance with the specifications contained on the PRDD. In reviewing the PRDD files, the majority of TDPs provided are for the ruggedized shipboard hardware items. The only TDP providing the Commercial Equivalent BOM is under the TI16 CDS. In addition, several of the provided TDPs are incomplete (missing part numbers or electrical cable drawings). In the PRDD files is a ReadMe.docx file that states all enclosures and connectors shall be commercial in nature and compliance with the environmental and ruggedization specifications contained in the requirements documents is not required for the commercial equivalent components/systems. Is it the government’s intention that the offerors will submit pricing for the TDPs as provided or is the expectation that Offerors will be required to perform the necessary engineering design work to identify and price a Commercial version of the hardware item? And if so what is the mechanism to ensure price realism among the offerors given the possible variance in designs to meet these general requirements?

A1

In CLIN 0001, the Government seeks to obtain from the Contractor a repeatable design, so that if there are future requirements for multiple Prototype Production Test Articles/Commercially Equivalent Equipment (PPTA/CEE), there is stability and consistency in the design. In effect, the Government is stating that the Contractor shall document their process for building each PPTA/CEE and that there is a fabrication materials/ODCs CLIN 0002 to support documentation of that design.

To explain further, the developmental designs contained in the PRDD contain sufficient specifications upon which to develop proposal pricing for all FFP CLINs. Therefore, work completed on CLINs 0001 and 0002 is not required to develop proposed pricing for CLINs 0003 through 0020. This is not a build to print contract. It is a build to specification contract for commercial equivalent systems with the added aspect that the Government is requiring the Contractor to document their build procedures and technical documentation. Upon completion of delivery orders utilizing CLINs 0001 and 0002, the Government will receive a technical data package for each Prototype PPTA/CEE built.

The Government has provided information in the PRDD sufficient to develop pricing for the PPTA/CEEs as listed in CLINs 0003 through 0020. Top level drawings for each component contain a parts list on page 2.

The Government-provided detail in the top level drawing parts list, combined with the detail in the supporting interconnect diagrams and lower level assembly drawings, is sufficient to enable Offeror pricing of CLINs with minimal variance or engineering work. Realism analysis will be performed by the Government in accordance with FAR Part 15.

To reiterate the intent as contained by the SOW at C.3.2, the PPTA/CEEs are functionally and electronically identical to their shipboard counterparts. The fundamental difference between the CEEs being acquired on this procurement and the shipboard equipment that the CEE simulates is that the CEE will be used solely at land based test sites. As such, CEE will not require ruggedized cabinets, MIL-STD connectors, or shock mounts.

The Solicitation will be amended to clarify these points.

Q2

Ddl-L33 COST PROPOSALS – SPECIFIC INSTRUCTIONS – COST REIMBURSEMENT CONTRACTS - CLIN 0001 (CPFF) AND CLIN 0002 (COST ONLY) states in a) Offerors shall populate Section B CLIN pricing for CLIN 0001 and CLIN 0002. Both CLIN 0001 and 0002 are to provide these services in accordance with Section C for the full 5 years of the contract POP. Section C.3.1.5 Contract Line Item Descriptions states for CLIN 0001 “and other services necessary for post-production engineering and technical projects”, and the description for CLIN 0002 states “and other supply items necessary for post-production engineering and technical projects.” Can the Government provide an expected LOE/scope of material anticipated for post-production engineering and technical projects so that these items can be accurately added to the pricing for these CLINs?

A2

CLIN 0001 is a completion type CLINs, thus the Government will not provide LOE type requirements. To address this question, the Government shall clarify the RFP by making minor clarifications to the requirements and deleting the CLINs in the Introduction above.

Requirements to supply services and materials for the purposes of fabricating Installation and Check Out Kits, Maintenance Assist Modules, and Interim Spares Kits have been eliminated.

For CLIN 0002, the Government has provided a total unburdened cost figure that all Offerors shall use to formulate their proposed costs. The chart has been added to Ddl-L33 in Solicitation Amendment 02.

Q3

There was no master list of files included in the Procurement Requirements Digital Download (PRDD). Can the Government provide an overall list of files included in the PRDD?

A3

The Government will provide a table of contents file for the PRDD. TDPs have also been renamed so that they are associated with their CLIN number. Offerors are instructed to submit another PRDD download request as described in Section L.

Q4

What is the purpose of the drawings and information provided in the DCU folder/zip file in the PRDD package? This component does not appear to match any of the production items listed in C.3.1.

A4

It is included as potentially part of the TI-16 Remote Display Processor cabinet. For the SSDS Mod E Command and Control Group, the DCU is required. The subject folder gives insight on that element associated with the Remote Display Processor.

Q5

There was no information included in the PRDD regarding the Commercial IFF Interface. Can the government provide the engineering specifications/drawings/information for these units?

A5

ITEM 0018 of the solicitation, Commercial IFF Interface – is no longer required and is deleted from the solicitation.

Q6

There was no information included in the PRDD regarding the MAMs Engineering Units. Can the government provide the engineering specifications/drawings/information for these units?

A6

ITEM 0022 of the solicitation, MAMs Engineering Units –is no longer required and is deleted from the solicitation.

Q7

There was no information included in the PRDD regarding the Commercial Laptop PMA Kits. Can the government provide the engineering specifications/drawings/information for these units?

A7

ITEM 0023 of the solicitation, Commercial Laptop PMA Kit –is no longer required and isdeleted from the solicitation.

Q8

For CLIN 0001 and CLIN 0013, the Radar Target Extractor Card called out in Dwg 8499682 is no longer commercially available from the OEM or distributors. Will the government provide this card as GFE?

A8

ITEM 0013 of the solicitation - Commercial MPE Eqiv to CV-4437/D, which utilizes the Radar Target Extractor Card – is no longer required and is deleted from the solicitation.

Q9

Please provide a time frame for the validity of the proposal.

A9

Proposals shall be valid through 12/31/2016. This information has been added in Solicitation Amendment 02 at Ddl-L10 f.

Q10

Can the Government clarify which quantity point and contract year should be utilized as the basis for the Section B unit prices for CLINs 0003 through 0023?

A10

The quantity points greater than an order of a quantity of 1 are presumed to be determined by the Offeror. This is consistent with the intent of Clause Ddl-L31 f. If the Offeror elects to propose economic purchase quantities, they may populate the Stepladder Pricing Charts in Section B.

Offerors shall base CLINs 0003 through 0020 unit pricing on a purchase quantity of 1 multiplied by the maximum quantity of units listed in the CLIN Schedule in Section B. For example, on CLIN 0003, a unit price for an order of 1 unit times the quantity of units nets the total price for CLIN 0003. If the unit price of CLIN 0003 for a quantity of one were $100, then the total price for the CLIN would be:

$100 x 21 = $2,100.

Refer to Section L, NOTE A for contract year information. Section L NOTE A and Clause Ddl-L36 shall be amended to contain a start date of 8/30/2016.

Q12

Page 1, Block 9 states the original and 1 copy of the proposal are to be delivered; however, the information on page 139 under Marking of Proposals, Section B, Technical Proposal for Overall Contract SOW, states one original and six copies. Please clarify the number of copies required.

A12

In Solicitation Amendment 02, Section Ddl-L10, language has been added to clarify electronic and printed submission requirements, If the proposal is submitted in printed form, page 1 requires 1 original and 1 copy of the entire proposal. Section L10, paragraph e) requires six total copies of the Technical Proposal only. Electronic submission of proposals is also acceptable in which case the multiple copies requirements do not apply.

Q13

There was no information included in the PRDD regarding the Commercial TI-12 Common Display System (CDS) Variant “B” (Equivalent to OJ-836/U, Field Change 3 (TCC Remote)) Units. Can the government provide the engineering specifications/drawings/information for these units?

A13

The requirement for CLIN 0017 has been deleted from the RFP in Amendment 02.

Q14

"Our broad concern with the RFP is that there appears to be a "chicken and egg" problem in that the RFP simultaneously asks offerors to provide detailed FFP proposals (CLINs 0003 - 0023) against equipment that is to be designed and prototyped in CLIN 0001. It is not possible to develop an accurate Basis of Estimate for production of equipment that has not yet been designed.

More specifically, another concern we have with the RFP is that the instructions provided in Section L to fill out and provide complete pricing data is not supported by the provided PRDD. The broad, general guidance provided in the technical documentation, coupled with the incomplete technical data provided to date, means that offerors will have to make assumptions and estimates on what it will take to price the hardware items, and as a result, offerors will necessarily need to include a significantly larger management reserve in their offers due to the higher risk this proposal entails. This means that the government may not get the best price or value for our tax payer dollars in executing the resulting contract.

It is our suggestion that a "not to exceed" material pricing plug be provided for each CLIN. This approach would be low risk to the government since CLIN 1 is cost plus and CLIN 2 is cost reimbursable and as such there is no incentive to the contractor to procure excessive materials beyond what would be required by the SOW/TI.

In addition, the process of bidding each separate delivery order means that in all likelihood the government is going to get a much better price for each hardware item under these resulting delivery orders once the design is mature and complete. Allowing offerors to use this approach would provide a level playing field in evaluating the resulting proposals, and also let offerors focus their efforts in to providing a more complete response to the critical factors per Section M and not spend unnecessary effort on engineering assumptions and material pricing issues."

A14

Refer to Q&A 1 and Q&A 21 to address these concerns.

The Government has provided a chart containing unburdened costs to use for the basis of CLIN 0002.

Q15

The Technical Data Packages (TDPs) for the following CLINs were NOT provided in the PRDD. When can industry expect these TDPs to be available?

CLIN 0017, Commercial TI-12 CDS Variant “B” (Equivalent to OJ-836/U, FC 3) CLIN 0018, Commercial IFF Interface CLIN 0022, MAMs Engineering Units CLIN 0023, Commercial Laptop PMA Kit

A15

The Government requirement has been altered by removing the following items:

CLIN 0013 - The Government deleted this item from the Solicitation.

CLIN 0017 - The Government deleted this item from the Solicitation.

CLIN 0018 - The Government deleted this item from the Solicitation.

CLIN 0021 - The Government deleted this item from the Solicitation.

CLIN 0022 - The Government deleted this item from the Solicitation.

CLIN 0023 - The Government deleted this item from the Solicitation.

Q16

Does the Government have a top level specification that defines the Government's expectations and requirements for the Commercial Equivalents?

A16

The Government does not have a formal Top Level Specification available.

The Government’s expectation regarding the utility of and requirements for the commercial equivalent is that they are functionally representative systems that faithfully and accurately represent the electronic processing, signal and data flows found in the rugged shipboard systems.

The end design goal is for the commercial equivalent component to be electronically identical to the shipboard components, in terms of computing speed, graphics processing, network throughput, network latency and physical layer transport.

The primary difference between the commercial equivalent systems and the shipboard systems is that the commercial equivalents are not required to comply with MIL-STD requirements for shock resiliency, vibration resiliency, electromagnetic compatibility, electromagnetic interference, TEMPEST, and other environmental factors (Temperature, humidity, fungus, drip-proofing, etc.).

The commercial equivalent components utilize top level computing, network, security and I/O appliances that are identical to those found in the shipboard system. For this procurement, these components are built up into commercial enclosures, using commercial connectors and fasteners to provide a cost effective development and test environment for operating environment and application software development associated with the SSDS Integrated Combat System.

Q17

In accordance with FAR 52.232-16, request Progress Payments may be added to the solicitation.

Q18

Are all the FAUs identified in Section C.3.1 (page 23 & 24) of the RFP to be priced under CLINs 0001 and 0002, or are only the FAUs to be awarded under DO 0001 (page 151 of the RFQ) to be priced?

a. If all of the FAUs are to be proposed under CLINs 0001 and 0002, is the Offeror required to provide individual pricing for each FAU, or is the CPFF value for all FAUs combined to be submitted.

A18

The purpose of CLIN 0001 and CLIN 0002 is to build one unit each (the FAUs) of the items described in CLINs 0003 through 0020 and document the technical data packages (TDP’s) required to accomplish those builds. To build one of each of these units, TDPs contained on the PRDD will be used and modified as necessary for each FAU and the follow on production CLINs. Labor for assembling the FAUs and completing the necessary work that follows in order to maintain current TDPs and to perform configuration management work will be assigned to CLIN 0001 and Materials and ODCs will be assigned to CLIN 0002.

For the base contract, Section B, all FAU labor (CPFF) shall be rolled up into CLIN 0001 and all FAU materials/ODC (COST) shall be rolled up into CLIN 0002. In the proposal, the basis for labor and material/ODC costs must be provided in the Cost and Price Proposal, Section D, Volume V. Ddl-L33 requires a table (referred to as a cost summary chart) containing proposed hours broken down by task and subtask, meaning by year and by piece of FAU equipment. It is recommended that the Production FFP CLIN number be used to identify the FAU (e.g., FAU 0003 Commercial TI-16 Air-Cooled PS2) in the cost summary chart.

The Solicitation has been amended to provide materials/ODC unburdened costs to Offerors to use as the basis for CLIN 0002 proposed burdened costs. The chart materials/ODC costs chart has been added to Clause Ddl-L33.

For Delivery Order 0001, in the same manner as described above, provide a separate cost summary chart containing the proposed combined CPFF for CLIN 0001 and materials/ODCs for CLIN 0002 based on the FAU tasking required to produce CLINs 0003, 0005, and 0006. Since the first DO must be awarded at the same time as the base contract, this information will be used to complete the required price analysis for DO 0001.

The Statement of Work for DO 0001 has been added in Solicitation Amendment 02 in Section C.3.3. A materials/ODC chart has also been provided.

a. For Section A of the base contract and Delivery Order 0001, there is no requirement to provide individual pricing on CLINs 0001 and 0002 for each FAU. However, as described above, a cost summary chart containing proposed hours broken down by task and subtask, meaning by year and by piece of FAU equipment, is required. By submitting a cost summary chart with required cost information, all CLIN 0001 and 0002 pricing information will be evident to the Government cost/price evaluators.

Q19

Are the post-FAU efforts required under RFP Sections C.3.2.2 Logistics Support (LS) and Configuration Management, C.3.2.3 Engineering and Technical Support, and C.3.2.4 Documentation Support to be priced under CLIN 0001 (PPTA Support Services – CPFF), or should they be included in the FFP for each of the units proposed under CLINs 0003 – 0023.

A19

They are included in CLINs 0001 and 0002.

Q20

Can the Government provide additional definition of scope for the post-FAU support efforts under RFP Sections C.3.2.2 Logistics Support (LS) and Configuration Management, C.3.2.3 Engineering and Technical Support, and C.3.2.4 Documentation Support to ensure consistent interpretation of the requirements by all Offerors?

A20

Section C.3.2 shall be changed in Amendment 02 of the Solicitation to clarify the requirements.

Q21

In regards to pricing: We interpret the solicitation to say that the Government is requiring CLIN 0001 (CPFF for design) and CLIN 0002 (cost for material and ODC) to cover the design. However, for CLIN’s 0003 through 0023 the solicitation requires a FFP for hardware deliverables over a 5 year period. Is it the Governments intent that the FFP for production be held for a design that is being performed in CLIN 0001 (i.e. not yet complete)?

A21

No.

In CLIN 0001, the Government seeks to obtain from the Contractor a fully functioning FAU for each FFP CLIN (0003 through 0020) and a documented repeatable design package so that if or when there are future requirements for multiple commercial equivalents, there is stability and consistency in the design. In effect, the Government is stating that the Contractor shall document their process for building each commercial equivalent and perform configuration management tasking throughout the life of each fabricated FAU and its follow on production units. There is also a materials/ODCs CLIN 0002 to support CLIN 0001 in terms of the FAU builds and corresponding post-FAU tasking.

To explain further, there is enough information in the developmental designs contained in the PRDD upon which to develop proposal pricing for all FFP CLINs. Therefore, work completed on CLINs 0001 and 0002 is not required to develop proposed pricing for CLINs 0003 through 0020. [Due to certain emergent circumstances, it is possible that an item associated with an FFP CLIN could be produced before or during the building an FAU.] This is not a build to print contract. It is a build to specification contract for commercial equivalent systems with the added aspect that the Government is requiring the Offeror to document their build procedures and designs. Upon completion of delivery orders utilizing CLINs 0001 and 0002, the Government will receive a commercially equivalent design for each item built.

The Solicitation will be changed in Sections B and C to clarify this point.

Q22

Solicitation Sections L and M have multiple references to MIL-STD-31000C. The current revision of MIL-STD-31000 is A. Should Revision A of this standard be used as listed in the applicable documents of Section C?

A22

The correct standard to use is MIL-STD 31000A. The initial drafts had MIL-STD-31000C; the MIL-STD version was superseded by MIL-STD 31000A; however the contract package was not adjusted. The Solicitation is amended in Section C to correct this error.

Q23

Does the definition of a Level III Technical Data Package involve either:

a. A Vendor Item Control Drawing (VICD) for each commercial component? or:

b. Use of commercial part numbers in the parts list with associated supplier and cage code?

A23

Level III drawings must include VICDs for all major components, such as servers, power supplies, hard drives, etc. For commercial components such as switches, knobs, screws, slides, etc., commercial part numbers and cage codes will be acceptable.

Q24

Reference Solicitation C.25 (i) and (l). Does the requirement of (i) for 3D solid models and drawings require native Autodesk Inventor format as cited in (l)? Can other 3D modeling formats be used?

A24

Autodesk Inventor format is the tool currently used by CDSADN. However, if an Offeror can provide 3-D models in a format that can be used within or imported into Autodesk Inventor, with associated metadata intact to ensure imported model completeness and visibility, that approach would also be acceptable. The goal is to promote 3-D model re-use without undue burden. The SOW is changed by amendment to clarify this point.

Q25

Section Ddl-L31 states “CLIN 0003 through CLIN 0023 shall be priced based upon the Chart found in the SOW Section C.3.1” and further states “Offerors shall list quantity based prices in the charts for each year of performance found in Section B, Note D”. The table found in Section C.3.1 is based on FY. Can the government clarify how the FY requirements align to contract years? And can the Government verify if all of the First Article Units (FAU) are intended to be ordered in the Base year of the contract?

A25

Please refer to the answers to the previous questions above to note which CLINs have been deleted. Section Ddl-L31 is changed in Amendment 02 of the Solicitation to reflect revised CLIN numbers and to clarify multiple quantity pricing. Reference to Section B, Note D has been deleted and NOTE A has been added to Section L. The Planned Articles for Purchase Chart in Section C.3.1 has been revised to reflect production quantities. Section C.3.1.3 has been amended to add the FAU production plan.

There is no Base year for this contract. There is simply Years 1 through 5 during which time individual delivery orders may be placed. The Government plans to execute all FAU builds by the end of the second year of the contract.

Q26

Section C.3.1.5 description for CLIN 0002 indicates travel as part of this CLIN. Section C.5.8 calls out the CDRL for Conference/Travel/Trip Report - CDRL A008. Section Ddl-L33 specifies “Travel – If travel is proposed, separately identify each proposed trip in terms of destination, number of travelers, trip duration, and cost (separately show costs for airfare, rental car, per diem, personal mileage, etc.).” In addition, Section B for CLIN 0002 indicates Travel is part of the supplies/services to be priced. Can the government provide an estimated amount of travel to be priced (number of trips, destination, number of travelers, and trip duration) or indicate if travel is not to be priced in the proposal cost volume?

A26

Solicitation Amendment 02 changes the travel aspect of CLIN 0002 pricing. Clause Ddl-L33 has been changed to provide an overall unburdened cost figure for all materials and ODCs supporting CLIN 0001. It is no longer necessary to separately propose travel costs. Offerors shall use the unburdened Materials/ODCs cost figures provided by the Government in the Solicitation Amendment to propose fully burdened Materials/ODCs

Q27

Is the SSDS PPTA RFP only for the design and development of Commercial Equivalents of Production Units and no system cables or system verification testing required? If not, please provide details of any system cables or system verification testing requirements.

A27

System cables are not required and system verification testing is not required.

Q28

Will Government furnished Software be used to test the cabinets under SSDS PPTA? If so, can we get details on this software?

A28

The SSDS TI-16 system base operating environment is based on a 64-bit, cybersecure, customized and tailored distribution of RedHat Enterprise Linux v 7 with RedHawk 7. Operating System software will be provided by the Government to support factory acceptance testing.

Q29

Please provide information on CLIN 0017 - Commercial TI-12 CDS Variant B FC3 (TCC Remote) for SSDS PPTA. We could not find anything in the RFP that defines this CLIN.

A29

CLIN 0017 - The Government deleted this item from the Solicitation.

Q30

Please provide information on CLIN 0018 - Commercial IFF Interface for SSDS PPTA. We could not find anything in the RFP that defines this CLIN.

A30

CLIN 0018 - The Government deleted this item from the Solicitation.

Q31

Please confirm Production Units will not be ordered prior to Acceptance of FAU.

A31

Based on the current development schedule and the equipment requirements, the Government cannot confirm that statement. It is possible that the PPTA production units (CEEs) would be ordered in concert with the FAU order. Q&A 1 and Q&A 21 above explain why it is possible for this to occur.

Q32

How will stepladder pricing be evaluated? Will target quantity by year in C.3.1 be used to determine the Total Evaluated Price Calculation?

A32

Clauses Ddl-L31 and Ddl-L33 have been amended to address CLIN pricing. The proposal price shall be the sum of proposed prices contained in CLINs 0001 through 0020. The chart in Section C.3.1 has been updated in Solicitation Amendment 02 to include revised planned requirements by year. Proposed pricing shall be based on the Section C.3.1 yearly plan.

Stepladder pricing shall be part of the terms and conditions of the award but is not included in the evaluation criteria.

L
Clause Ddl-L33 – added materials/ODC unburdened cost information as basis for proposed burdened costs for CLIN 0002.

Q34

Paragraph C.1.3 refers to use of TDP for competitive contracting for commercial production. Please verify this does not apply to 'Requirements' identified in C.3.1 in accordance with FAR 52.216-21 "Requirements". Further, please clarify that the successful Offeror will not be prohibited from participating in the follow-on competition.

A34

Paragraph C.1.3 verbiage regarding competitive contracting does apply to the CLINs in C.3.1.

If an Offeror is awarded this contract and subsequently seeks to obtain a follow-on production contract, they must be able to demonstrate that there is no Organizational Conflict of Interest in doing so. Refer to Section C.23 and Clause HQ C-2-0037.

Q35

The language in HQ C-2-0026 and FAR 52.209-3 appear to apply to FFP and are inconsistent with a CPFF completion contract. The cost to fully test the FAU should be an allowable cost under the CPFF line item in accordance with FAR 52.232-20 "Limitation of Cost", FAR 52.232-22 "Limitation of Funds" and HQ B-2-0014 "Payments of Fees (Completion) as it is part of the design / implementation efforts to be ordered under this contract scope. Please clarify that these costs are allowable in accordance with FAR 52.232-20, 52.232-22 and HQ B-2-0014.

A35

In Solicitation Amendment 02, the clause HQ C-2-0026 shall be updated to the April 2015 version and HQ C-2-0027 has been deleted. The April 2015 version removes implied obligation of the Contractor to pay for first article testing in all circumstances. The Government asserts the position that Clause 52.209-3 terms apply as noted below.

Clause 52.209-3 states that the Contractor bears the cost of testing after the first article has been tested and disapproved. This is a standard FAR clause and remains unchanged.

Please clarify US Government Acceptance shall be as follows:

CLINs 0001 through 0002 - upon Contractor passing all First Article Tests in accordance with CDRLs A003 "Test Plan" and A004 "Test Procedures" for First Article Units.

CLINs 0003 through 0020 - upon Contractor passing all Production Tests in accordance with CDRLs A003 "Test Plan" and A004 "Test Procedures" for Production Units.

A36

The statements are correct and consistent with the Government’s intent.

Q37

Does HQ E-1-0002 apply to CLIN 0001? Please clarify since page 50 refers to COR for Acceptance of Eng. Services (CLIN 0001) and this clause indicates the ACO."

A37

This is a mandatory clause. The CDSADN COR will be involved in the acceptance approval assessment for CLIN 0001.

Q38

Please clarify whether Source or Destination applies for CLINs 0002 thru 0020. The RFP states Acceptance at Source on page 50 and at Destination on page 51.

A38

Section E, Item(s) 0002 through 0020 are changed and restated in Solicitation Amendment 02 as follows:

Inspection shall be made at Origin by the Government Representative. Acceptance shall be made at Destination by the Government.

Q39

We anticipate proposal preparation will be authorized with the request for proposal for the Delivery Order in accordance with Ddl-G22 since the proposal is a requirement of the contract. Please confirm. How does this Delivery Order proposal requirement correlate to the competitive proposal submitted in response to RFP N00178-16-R-3000? Will this clause apply only to CLIN 0003 through 0023?

A39

If this question is referring to proposal preparation expenses, such expenses will not be reimbursed as direct costs. The Government considers proposal expenses to be part of G&A expenses.

Ddl-G22 lists the individual DO proposal information required from the Contractor for DO 0001 (which shall be issued upon award of the base contract) and each subsequent DO to be awarded during the base contract period of performance. Requirements for DO 0001 are listed through the addition of Section C.3.3 and Section L.1 of the Solicitation. The purpose of DO 0001 is to build the first units based on the TDPs contained on the PRDD for CLINs 0003, 0005, and 0006. DO 0001 shall be a completion type with labor billed on CLIN 0001 (CPFF) and materials/ODCs billed on CLIN 0002 (Cost Only).

The cost of DO 0001 is not an evaluation factor for the award of the contract. The cost for DO 0001 will be evaluated separately to determine whether it is fair and reasonable to the Government.

Q40

Page 145, ORGANIZATION AND MINIMUM CONTENT OF THE COST AND PRICE PROPOSAL – SECTION D paragraph a) states, Electronic copies of the cost volume shall be submitted on separate media, using MS Word/MS Excel as applicable. However, Ddl-L10 PROPOSAL PREPARATION REQUIREMENTS Section e) identifies only originals and copies to be delivered. Please clarify the requirement for electronic files and how they should be delivered.

A40

Electronic proposal submission may be accomplished through e-mail or delivery of clearly marked compact discs. The Solicitation amendment contains additional instructions for electronic proposal submission in Section Ddl-L10.

Electronic submissions of the entire proposal package are acceptable.

a) E-mailed proposals may be in any combination of MS Word, MS Excel, MS PowerPoint, and Adobe PDF files. Compressing large files into Zip Files is acceptable and may reduce the risk of e-mail delivery failure.

b) Electronic files may be submitted on clearly marked compact discs. USB thumb drives or external hard drives will not be accepted.

c) The Offeror is solely responsible for the successful on-time delivery of proposal files.

Q41

RFP Section L, Volume III, Item 2 (p. 142) states that: “…offers shall assume…B) Government selection of major electronic components (i.e. Edge Switch, 1U Processor,3U Processor (used where additional PCIe capacity is needed), Disk Drive, Remote Access Server, System Environmental Monitor, and Power Controller.)”

These major electronics components constitute a significant portion of the cost of the FAUs and Production units under all CLINs, therefore, it is vital Offerors know what these components are if they are to provide meaningful and comparable responses to this Solicitation.

A) Does the Government intend that the “major electronics components” are those defined in the Government supplied shipboard TDPs (as supplied with the Procurement Requirements Digital Download (PRDD)) are to be used by the Offerors in responding to this Solicitation?

B) If not, can the Government identify their “major electronic components” selection at this time?

A41

“Major electronics components” are those that are defined in the shipboard TDPs found on the PRDD.

Q42

The RFP provides no definitive information to Offerors defining the Governments schedule needs for delivery of FAUs and production units. The RFP also indicates that development and delivery of FAUs and production units for the 21 equipment variants will be split into multiple delivery order, but there is no indication given of how many or when those multiple delivery orders will be exercised. Can the Government provide the following:

A) Their ARO schedule expectations for delivery of FAUs and production units, And

B) Their anticipated exercise dates for additional Delivery Orders addressing the remaining variants?

A42

A) The Government plans to execute (place on order) the build of all FAUs by the end of the second year. FAUs should be delivered 9 months after receipt of the order. [This includes time to procure/receive long lead materials/items and time to assemble, integrate and test.] Production units are estimated to be 8 months ARO for subsequent delivery orders.

B) The anticipated date for DO 0002 and subsequent DO’s is to be determined.

Q43

Three different part numbers (dash numbers) are shown on Auxiliary Processor Cabinet drawing 8601117-000. Please specify the quantity of each part number to be priced in each year in accordance with the production requirements chart, shown on page 23 of the solicitation. In addition, please specify the part number of the FAU to be priced.

A43

The quantity may vary, based on programmatic changes and site requirements. For the first year, we expect a total quantity of 4 (Qty. 1 -001 for FAU, Qty. 1 -001 for production & Qty. 2 -002 for production).

Q44

Please confirm the rack mounted network switches required for all CLIN 0003, 0005, 0006, 0007 ( PS2, NSG, APC and RDP, respectfully) applications is: Cisco, P/N N3KC3064-E-BD-L3. If not, please identify the network switch or switches required.

A44

That is the correct switch for TI-16.
