Statement of Work (SOW)

Computational Physics and High-Performance Computing Enterprise

1. Introduction

The Naval Research Laboratory (NRL) Laboratories for Computational Physics and Fluid

Dynamics (LCP&FD) perform a wide range of research in areas of high-performance computing and computational physics. Application areas vary depending on evolving Navy, Marine Corps, Department of Defense (DoD), and other needs.

1.1. Mission

The Laboratories for Computational Physics and Fluid Dynamics (LCP&FD) are responsible for the research leading to and the application of advanced analytical and numerical capabilities that are relevant to NRL, Navy, DoD, and other Government agencies. This research is pursued in the fields of compressible and incompressible fluid dynamics, reactive flows, fluid/structure interactions including submarine and aerospace applications, atmospheric and solar geophysics, magneto-plasma dynamics, application of parallel processing to large-scale problems such as unsteady flows of contaminants in and around cities, advanced propulsion concepts, flame dynamics for shipboard fire safety, jet noise reduction, and other disciplines of continuum computational physics as required to further the overall mission of NRL. The specific objectives of the LCP&FD are: to develop and maintain state-of-the-art analytical and computational capabilities in fluid dynamics and related fields of physics; to establish in-house expertise in parallel processing for large-scale scientific computing; to perform analyses and computational experiments on specific relevant problems using these capabilities; and to transfer this technology to new and ongoing projects through cooperative programs with the research

Divisions at NRL and elsewhere.

1.2. Background

Within LCP&FD, past and expected continuing application areas include jet noise prediction and reduction, propulsion, passive and active cooling, contaminant transport, astrophysics, blast mitigation, flows about unmanned aerial vehicles (UAVs), and targeted delivery in microfluidic and nanofluidic systems. Underlying topic areas include compressible flow, incompressible flow, hypersonic flow, turbulence, detonation, combustion, fluid-structure interaction, acoustics, multi-phase flow, micro- and nano-fluidics, thermal management and heat transfer, hybrid continuum-discreet simulations, and automated optimization.

1.3. Scope

LCP&FD Government employees complete the bulk of this research, but as specific programs and sponsor needs arise and program schedules overlap, additional work from contract personnel is required to supplement LCP&FD manpower and expertise and enable meeting project goals and timelines. LCP&FD contractors must be able to provide expert capabilities very quickly based on needs and timelines dictated by future multidisciplinary projects.

2.1. The Contractor shall conduct research and development that enables and advances the high-performance scientific computing endeavor and infrastructure.

2.1.1. The Contractor shall engage in creating, testing, managing, and troubleshooting non-standard hardware and software implementations that are often unique to

LCP&FD and its mission to perform research in computational physics and in high-performance computing including algorithm development, efficient implementation on unique systems, and hybrid combinations of established, emerging, and experimental hardware.

2.1.2. The Contractor shall assure access of LCP personnel to on-site and remote computing resources and interoperability between LCP, NRL, DOD High

Performance Computing Modernization Program (HPCMP), and other collaborative entities, within the context of LCP&FD’s research mission and the nonstandard and often unique hardware and software configurations LCP&FD pursues.

2.2. The Contractor shall conduct scientific computing research in algorithm development.

2.2.1. The Contractor shall analyze systems to ascertain governing physical processes driving system behavior.

2.2.2. The Contractor shall create mathematical models or governing equations describing the behavior or evolution of systems or processes of interest.

2.2.3. The Contractor shall convert the mathematical representation to an appropriate representation for computational solution.

2.2.4. The Contractor shall analyze algorithms developed to determine accuracy, stability, and efficiency.
