Sample Task Order Statement of Work (SOW)

J-2 Exhibit B

I. Overview:

For this task order, the contractor is required to provide the following:

1. The contractor shall deliver, install, and monitor the performance of a 225

KVA power distribution system (PDS) to deliver power to a heterogeneous collection of LCP&FD computational equipment. This monitoring includes identifying problems as they develop and taking steps to maintain access to these computational resources and mitigate potential damage to the equipment.

2. The contractor shall create a CT-Analyst model of a previously unstudied urban area and demonstrate its efficacy by performing basic CT-Analyst tasks such as plume tracking and backtracking sensor data to contaminant source.

This task will require computing transport due to a variety of ambient flow conditions through a specified urban environment using the Fast3D-CT software and then generating Dispersion Nomografs from the resulting data for implementing a CT-Analyst model for that environment.

II. Expectations and Assumptions:

For the 225 KVA PDS, contractor personnel shall work closely with NRL personnel in LCP&FD to complete some aspects of the work and largely independently on other aspects. LCP&FD personnel will provide detailed information regarding the expected types, number, and arrangement of components that the PDS must supply and which components and systems will be transferred from existing PDS to the new system. The contractor must coordinate with NRL’s R&D services department to ensure that the PDS will not cause any issues with NRL’s overall power infrastructure. The contractor must deliver and install the PDS and then perform monitoring of the system adequate for ensuring proper sustained performance.

For the CT Analyst model, contract personnel shall work closely with NRL personnel in LCP&FD for some tasks but largely independently on other tasks.

Communication is critical for ensuring that the urban geometry and cases accurately capture the necessary flow physics. Once the geometry is well established and verified, contractors are expected to complete the fluid dynamics calculations with minimal input from government personnel. The flow field results will then be processed using LCP&FD software to generate the Dispersion

Nomografs used by CT-Analyst for rapid contaminate transport prediction and analysis. Contract personnel will perform Validation and Verification of the generated CT-Analyst database against results from Fast3D-CT and other data collected from wind tunnel or field trial experiments where applicable. Extensive testing of scenarios within the newly generated CT-Analyst database will also be performed at this time.

III. Government Furnished Equipment/Data:

1. LCP&FD will provide the number, type, and layout of the expected equipment within LCP&FD’s computing facility.

2. LCP&FD will provide access to the workspace and engineering documentation of the existing facility.

3. LCP&FD will provide network data access for delivering telemetry regarding system status and performance.

4. LCP&FD will provide the software necessary to compute the appropriate flow field data and convert these results to the CT-Analyst database.

5. LCP&FD will provide rough input geometry in the form of city plan form and building heights.

6. LCP&FD will provide access LCP&FD computing platforms on which the

Fast3d-CT and CT-Analyst software resides and runs, and sufficient computational hours on these platforms to complete the task.

IV. Task Order Deliverables:

1. 225 KVA power distribution system delivered and installed.

2. Validation tests demonstrating the efficacy of the installation.

3. Verification and Validation report documenting system performance.

4. Ongoing monitoring of the health and performance of the power distribution system

5. Completed urban fluid flow simulations for the standard set of 18 wind directions used to generate the CT-Analyst database for one previously unstudied urban area. Anticipated time required for a full-time employee to complete the required simulations for one area is three months, provided this individual is qualified in the use of the Fast3D-CT software.

Anticipated time for a researcher experienced in CFD but inexperienced with the Fast3D-CT application to learn to use the software is two months.

6. Completed CT-Analyst Dispersion Nomografs generated from the wind data. and integration of the Dispersion Nomografs into a new CT- Analyst embodiment for the specified urban environment. Anticipated time required for a full-time employee to generate and integrate the

Nomografs for one area is one month, provided this individual is qualified in the use of the LCP software required. Anticipated time for a researcher experienced in CFD but inexperienced with Nomograf generation to learn to use the software is one month.

7. Verification and Validation report of generated Dispersion Nomograf database.

8. Demonstration of the use of the new Dispersion Nomografs within the

CT-Analyst framework.
