Question 116: Page 22, C-1.3 b. states “Refueling small craft onboard and alongside”. What are the requirements for refueling “alongside”? For example, at what speed for vessel and/or small craft if any is refueling required to be conducted? In how much time must refueling take place? Please clarify.
Answer 116: 12.5m small craft refueling is at 10knots and refueling is expected to be top off only of 100 gals or less. An amendment will be issued modifying Section C-1.3 b.
Question 117: Page 23 C-2.4.1 states … as well as any additional modifications discovered during the period that are necessary to meet the requirements of the contract. Will there be additional time allowed for the installation of an additional modification discovered? What is the definition of “discovery of additional modifications”? This section appears to indicate that the government can add additional, i.e. change, requirements during the sea trial and the contractor must make the technical modifications at no additional cost. Is this the case?
Answer 117: Per Amendments 0003 and 0005, the following revisions was made to Section C-2.0 of the RFP, which address the question regarding whether additional time may be provided for additional modifications required which are not defined in the contract or contract attachments:
“C-2.0 PROGRAM MANAGEMENT SUPPORT FOR RAMP-UP PERIOD. The Contract shall include a separate CLIN for the ramp-up period that shall commence upon award and end upon delivery of the vessel, at which point charter hire will begin. The requirements of Sections C-2.1 through C-2.9, below, apply to the ramp-up period and shall be included in the ramp-up period firm-fixed-price daily rate. Section 2.10, Pre-delivery Modifications, will also occur during the ramp-up period and shall be payable upon delivery of the vessel, at the firm-fixed-price sum stipulated in Box 22. The Government reserves the right to include additional ramp-up period requirements, to be reimbursable in accordance with Section G-7. The contractor is responsible for requesting Contracting Officer consent for all additional vessel modifications and ramp-up period requirements not defined in the contract and contract attachments. It is the contractor’s responsibility to notify the Contracting Officer at the time of consent request if the contractor believes the additional vessel modification or ramp-up period requirement may have the potential to impact price, schedule, or technical capabilities/functionality. In the case that the Government agrees that the additional vessel modifications or ramp-up period requirements constitute a change in the price, schedule or technical capabilities/functionality of the vessel, consideration for the additional requirement will be negotiated. The requirements described in Sections C-2.1, C-2.6, C-2.7, C-2.8, and C-2.9, below, in addition to being required during the ramp-up period, will continue to be required throughout all time charter periods. Sections C-2.1, C-2.6, C-2.7, C-2.8, and C-2.9 shall be included in the ramp-up period firm-fixed-price daily rate, and shall Section C-2.4.1, Pre-delivery Survey/Sea Trials, discusses two separate types of “additional” modifications: (1) additional vessel modifications discovered during the sea trial that are necessary in order for the vessel to meet the contract requirements; and (2) additional vessel modifications, directed by the Contracting Officer, that are not included within the requirements of the contract. The first type of additional modifications, those that are required in order for the contractor to be in compliance with the terms of the contract, are for the contractor’s account. The second type of additional modifications, those that the Contracting Officer directs that are in addition to the requirements of the contract and contract attachments, will be reimbursed.
Question 118: Page 23, C-2.4.1 Sea Trials states “…any additional vessel modifications discovered during this period that are necessary for the vessel to meet the requirements of this contract shall be for the contractor’s account.” Page 23 C-2.0 states “pre-delivery Modifications…shall be payable upon delivery of the vessel at the firm fixed price…”. What criteria is being used by the Government during the Sea Trials to determine that the vessel meets the requirements?
Answer 118: It is the Government’s intention to perform a sea trial that shows the vessel meets or exceeds the requirements of this solicitation.
Question 119: Page 24 C-2.10 states the Government intends to provide technical direction in support of installation of GFE. Can the government define technical direction and indicate whether the government will have decision control over the process, equipment, timeline, and/or installation costs, or if the direction is on a not-to-interfere basis with the ships production schedule?
Answer 119: Installation of GFE will be coordinated between the sponsor and the contractor, on a not-to-interfere basis and in accordance with the contractor’s production schedule.
Question 120: Page 25, C-3.1.5 states “vessel shall support small craft launch and recovery operations up to and including seas described in Attachment 3”? Which criteria are to be used to demonstrate “acceptable” small craft launch and recovery performance in these conditions? Accelerations? Impact forces? Other?
Answer 120: The launch and recovery operations shall be as stipulated in Attachment 3.
Question 121: Page 25, Section 3.2.1, Helicopter Facilities: Paragraph 1 references an extensive list of aviation assets associated with the helicopter deck. Paragraph 2 of this section specifically states that launch and recovery operations are for two MH-60 class or one CH53E helicopters. Paragraph 3 references VERTREP for other listed aviation assets. Paragraph 4 references tie downs for unspecified UAVs. Is the intent of the specification for launch and recovery of only MH-60 or CH35E helicopters (and UAVs) with the other assets limited to VERTREP interface?
Answer 121: The proposed vessel shall be able to launch and recover all the aircraft listed in Section C-3.2.1 of this solicitation. The minimum requirement is that the vessel is capable to launch and retrieve simultaneously 2 MH-60 class or one CH53E class helicopter. See Amendment 0005.
Question 122: Page 26, C-3.2.2 states “…with a minimum draft of 2m”. Two meters is an extremely large draft for a typical small craft that is to be launched and recovered. Is this requirement correct? Drafts of these types of craft are normally less than 1m. There are no L&R mechanisms we are aware of that could meet this requirement (in the required sea conditions) and developing a mechanism to launch and recover vessel of 2m draft would very complex. Please review and clarify the draft requirement. Can you provide information on an example small craft that resembles the length, beam and draft requirements of the RFP?
Answer 122: The small craft have a draft of 2m. An amendment will be issued removing “minimum”.
Question 123: Page 26, C-3.2.2 states “The contractor shall be able to launch and recover two (2) manned craft in 20 minutes”. When does the clock start on the 20 minutes? When both craft are in their locked down storage positions in the storage and maintenance area or when one craft is secured in a L&R mechanism and one standing by, or something else? Please clarify.
Answer 123: The time will start when both boats are located in the launch and recovery area.
Question 124: Page 26, C-3.2.2 states “The contractor shall be able to launch and recover two (2) manned craft in 20 minutes”. With respect to this particular requirement, by manned craft does this include people in 12.5 m boat or people on jet-ski or people in Zodiac F470? Or is it just for the 12.5 m boat? Please clarify.
Answer 124: The manned craft requirement is limited to the 12.5 m craft. This section will be revised in a forthcoming amendment.
Question 125: Page 26, C-3.2.2 states “The maximum speed for the vessel when conducting launch operations is 10 knots, depending on the launch and recovery mechanism used”. The last clause in this sentence implies a limiting speed of less than 10 knots would be acceptable. Is the requirement that the L&R system MUST work at 10 knots? Or is it acceptable to work at any speed over the minimum of 1-2 knots (say 4 knots) if that is the optimal operating speed for the L&R mechanism used? Please clarify.
Answer 125: Launch and recovery will be performed at speeds of 0-2 kts. This section will be revised in a forthcoming amendment.
Question 126: Page 26, C-3.2.2 states “the minimum speed for the vessel when conducting launch and recovery is 1-2 knots”. Does this mean that L&R will never be conducted at zero speed?
Answer 126: Launch and recovery is performed at speeds between 0 and 2 kts. This section will be revised in a forthcoming amendment.
Question 127: Page 26, C-3.2.2 states “Craft fueling capability at each launch and recovery station.” Is it expected that there will be multiple L&R “stations” and therefore multiple instances of “craft fueling capability”. If so, how many? What is driving this requirement? Please clarify.
Answer 127: A minimum of two fueling stations on deck in the vicinity of the launch and recovery stations would be sufficient. The fueling stations shall be capable of refueling two boats simultaneously. This section will be revised in a forthcoming amendment.
Question 128: Page 26, C-3.2.2 states “Craft fueling capability at each launch and recovery station.”
a. Is it expected that the systems used to meet this “craft fueling capability” will also be used for “Refueling small craft onboard…” and/or “Refueling small craft…alongside.”?
b. Or is the refueling to be accomplished by some other means?
c. If the L&R method is able to recover and re-launch small craft very quickly, can all refueling be carried out while the small craft is in the recovered position with no need for “alongside” refueling?
Please clarify and advise.
Answer 128:
a. Yes
b. No
c. No
Alongside or onboard refueling is a requirement for the 12.5m vessel. The smaller vessels (jet skis and zodiacs) will be refueled onboard.
Question 129: Page 26, Section 3.2.3, Jet Ski Launch and Recovery System: Paragraph 1 references four (4) jet skis and a Zodiac F470 craft. Is this an error? If not, what are the beam, weight, and height of this craft? Is it required to be launched and recovered using the same mechanism as C-3.2.2?
Answer 130: There is no longer a requirement for a 10 m craft. This will be removed in a forthcoming amendment.
Question 131: Page 26, C-3.2.4 states “Must be sealed from the outside environment to prevent salt water intrusion into the space”. Does this mean at all times? For instance does this mean the storage area must be sealed during launch and recovery operations or only when L&R is not being conducted? Must the storage area be sealed during craft transfer to the external launch and recovery environment?
Answer 131: The storage area can only be open during launch and recovery operations. This section will be revised in a forthcoming amendment.
Question 132: Page 26, C-3.2.4 states “No portion of the interior may be visible to any outside observer”. Must this be true even during actual launch and recovery operations? During transfer of small craft to external launch and recovery environment?
Answer 132: The interior may be exposed or visible only during the launch and recovery operations. This section will be revised in a forthcoming amendment.
Question 133: Pg 26. 3.2.4 States “500 sq ft mechanic workspace with workbench, modular drawer storage cabinets (Vidmar or equal), electrical outlets, and compressed air”. How many Vidmars (or equivalent)? What style (model number (s))?

Question 190: The amendment of 4 December changes the requirement to a vessel with two propellers. This disqualifies the vessel I am offering. The vessel I have is equipped with one controllable pitch propeller, a bow thruster and a stern thruster and is there completely capable of holding position while doing operations at sea at minimal speed and when fully stopped. I request that the RFP be amended again, so as not to disqualify the vessel I am offering since the vessel is fully capable of performing the service.
Answer 190: The propulsion requirement is as follows: “The vessel shall be twin shaft allowing for propulsion redundancy. The propulsion plant will be designed so as to mitigate the loss of a single piece of equipment that will leave the vessel dead in the water. The minimum speed for the vessel will be 20 knots with two shafts and the vessel must maintain the ability to maneuver with speeds in excess of 10 knots on one shaft."
Question 191: C-3.2.6 Fueling at Sea (FAS): Will the receiver assembly for the refueling at sea rig be provided as GFE? It is not on the GFE list, but it is not a commonly used item in the private sector. This should be a GFE item.
Answer 191: This item will not be GFE.
Question 192: H-44.1 Charterer’s Option: Please clarify the intention of the reduced charter rate during a ROS period. The costs to the Vendor will continue as long as full crew and other normal services are incurred, unless the crew is removed or other services withdrawn. How does the Contracting Officer intend for the Vendor to reduce its costs to conform with this requirement: example: would the crew be reduced during this period, which would incur additional travel/changeout costs? A ROS should not impose a financial hardship for the Vendor if normal costs continue, which are legitimately reimbursable.
Answer 192: In accordance with Section H-44, Reduced Operational Status (ROS) is considered a “layup” status in which the crew could potentially be reduced and removed from the vessel. The decision to reduce crew size if the vessel is placed in ROS is a business decision and must be made by the offeror. Offerors are not required to propose a reduced rate for the ROS period(s).
Question 193: Section M-2.3.2(d) states that “when multiple fuels are proposed, the fuel with the lowest per unit cost will be used for evaluation purposes.” Please confirm that on the tab
Labeled “FUEL” of Attachment 12, the box labeled “$ PER BBL” should show the same price per barrel in each of the four rows, regardless of what grades of fuel are listed in the “GRADES” box.
Answer 193: This assumption is not correct. Yes, Section M-2.3.2(d) states that “when multiple fuels are proposed, the fuel with the lowest per unit cost will be used for evaluation purposes.” This means that the fuel with the lowest per unit cost will be used in the calculation of EACH ROW of the table contained in Attachment 12, “FUEL.” It is only when there are multiple fuel grades provided for ONE row that the fuel with the lowest per unit cost would be used for evaluation purposes of that row.
Question 194: Section C-3.2.4 mentions as "one (1) 10m craft" but this is not mentioned in the "Attachment 1 - List of GFE " which has otherwise been pretty thorough. Similarly, four (4) Zodiac F470s are referenced in the subject section but only one (1) is listed in the GFE summary.
Answer 194: The 10m Craft requirement will be removed via a forthcoming amendment. This GFE List, Attachment 1, will be also updated in a forthcoming amendment.
Question 195: Attachment 2 describes the habitability and specifically provides for one female stateroom. The section further states "female officers….berthing accommodations shall be separate from those of their male counterparts. Is it permissible to place the female stateroom in the accommodation block containing the "25 double occupancy staterooms" as these all have private heads and have similar outfitting. It is believed the privacy intent shall be maintained as all sleeping, changing and bathing facilities are en suite.
Answer 195: The berthing requirements are stipulated in Attachment 2. It is the offeror’s responsibility to propose accommodations meeting the requirements.
Question 196: C-3.3.2.m states “…medical clinic operations run by an independent duty corpsman or civilian equivalent” Will this position be provided by the Sponsor or the Contractor?
Answer 196: The medical department representative shall be provided by the Contractor. This will be revised in a forthcoming amendment.
Question 197: The extension until 2:00pm local, Washington, DC time, on Friday, 28 December 2012 is appreciated.
