About this file

This document is an amendment to a solicitation for the procurement of Harbor Security Boats by the Department of the Navy Naval Sea Systems Command. The amendment provides answers to questions from bidders to clarify requirements. It confirms that watertight compartmentation alone does not meet the definition of permanent sealed buoyancy under ISO 12217-1 unless it can be proven as an air tank meeting additional standards. It also confirms that while ISO 6185-4 section 3.1 requires buoyancy tubes to comprise over 50% of total buoyancy, the standard allows for alternative calculations under ISO 12217-1 if this is not met. Bidders must meet either the 50% threshold or provide alternative calculations demonstrating buoyancy requirements are still fulfilled.

SUMMARY OF CHANGES

SECTION L - INSTRUCTIONS, CONDITIONS AND NOTICES TO BIDDERS

The following have been added:

INSTRUCTIONS TO OFFERORS

Question 28 Section: N/A RFP Change? NO Question:

Section 079-2 – Does the Government consider proven watertight compartmentation to be the same as permanent sealed buoyancy?

Answer:

Watertight compartmentation does not meet the ISO requirements for permanent sealed buoyancy unless it can be proven as an air tank or air container (cannot use hull or deck structure) and is subject the ISO requirements in ISO 12217-1 Annex G requirements for flotation elements, and the applicable number of air tanks are open per Annex F. Note that an air tank will not pass (or be extremely difficult to pass) the Specification Section 071 accessibility requirements Question 29 Section: N/A RFP Change? NO Question:

Section 079-2 – Is the requirement in ISO 6185-4 section 3.1 that the buoyancy tube comprise of more than 50% of the required total buoyant volume of the boat applicable for this solicitation?

Answer:

Yes, section 3.1 is an ISO requirement to meet the requirements of Section 7.6. However ISO 6185-4 allows for an alternative calculation for buoyancy. This is stated in ISO 6185 Section 7.4, “Alternatively, the static stability, BUOYANCY, and freeboard may be assessed using option 1, 2 or 3 of ISO 12217-1. Where this alternative is employed, the requirements of 7.6 do not apply.”

If the collar in the Offeror’s design does not comprise of at least 50% of the required buoyant volume then this alternative, more complicated, calculation is required.

Therefore if an Offeror’s bid is acceptable if it meets ISO 6185-4 Section 7.6 with at least 50% of the total required buoyancy comprised of the collars. And a bid is also acceptable if it meets the alternative 12217-1 buoyancy requirements when the collar does not comprise of at least 50% of the required buoyant volume.
