About this file
This document contains an amendment to a solicitation for harbor security boats. The amendment provides answers to bidders' questions to clarify requirements. Up to twenty-six harbor security boats are required for the Strategic Systems Program to meet intact stability standards. Questions were answered to specify that a rating of "neutral" is acceptable for past performance, extend the proposal deadline, allow alternative materials for drive shafts, and confirm damage stability is not required. The amendment also advises that distribution restrictions prevent releasing an attachment and the ISO standard is available for purchase from the ISO website. No other changes were made to the solicitation terms or specifications.

Question 2 Section: N/A RFP Change? YES Question:

Question: It is clear that the report needs to be provided, however when the reports are required is unclear.
Can you please clarify at what stage in the procurement the report(s) shall be required? Do the reports need to be submitted with the proposals or later in post award?

https://www.iso.org/obp/ui/#iso:std:iso:12217:-3:ed-3:v1:en Question 6 Section: N/A RFP Change? YES Question:
243-1 Drive Shafts states "Drive shafts shall be FRP Cardan shafts meeting engine OEM requirements." Will the Government reconsider the requirement of using a FRP Carden shafts?
Answer:
The Government intends to revise Attachment 1 HSB Specification to remove the word "FRP" from 243-1 to allow for use of alternate materials.
Question 7 Section: N/A RFP Change? YES Section 079 of the Specification for HSB only refers to intact stability and not damage stability. Does this mean that the Government does not require HSB to meet the damage stability requirements of NAVSEACOMBATSYSENGSTA Report No. 6660-99 Rev. A? Can offerors assume that since the sentence regarding damage stability is omitted from the specification that it is not required?
Answer:
Concur, the HSB is not required to meet damage stability. Specification Section 079-1 requires the HSB to meet intact stability only: "Stability shall meet NAVSEACOMBATSYSENGSTA Report No. 6660-99 Rev. A, Procedures Manual for Stability Analysis of U.S. Navy Small Craft for intact stability in the Full Load and Min Op conditions for: *Beam winds combined with rolling per 6660-99 Rev.
