About this file

This document contains an amendment to a solicitation for a Harbor Security Boat as well as questions and answers relating to the solicitation.

The amendment provides answers to bidders' questions on topics such as the installation of skydex matting on engine hatches, watertight compartmentation requirements, and trailer brake specifications. It clarifies that a hybrid foam collar is not acceptable and that further details on the underwater sonar system are not available. The questions and answers seek additional information on material specifications, equipment details, and the applicability of international boatbuilding standards.

The related solicitation provides additional context, seeking proposals for up to twenty-six Harbor Security Boats to support the Strategic Systems Program. The Naval Sea Systems Command is the issuing agency. Inquiries about the opportunity can be directed to the named contracting staff.

SECTION L - INSTRUCTIONS, CONDITIONS AND NOTICES TO BIDDERS

The following have been Added::

INSTRUCTIONS TO OFFERORS

Question 19 Section: N/A RFP Change? NO Question:

1-Item 634, Is the SKydex flooring intended to be mounted on the opening engine hatches? If so is it intended to be glued to the hatches so it doesn’t fall off when opening? How will this be easily replaceable? What allowance is acceptable for a gutter between the engine hatches and main deck skydex so as not to cause a tripping hazard but to prevent crushing damage to the leading edges of the two sections of Skydex upon opening of the hinged engine hatches?

Answer:

Skydex matting is intended to cover the aft deck including engine hatches, however engine compartment and hatch shall be readily accessible in accordance with Spec Sections 071 and 167 via cutouts in the matting. Deck matting cutout dimensions and attachment to the hatches (i.e. dual lock or equal) to be in accordance with Skydex recommendations..

Question 20 Section: N/A RFP Change? NO Question:

Section 079-2 – Does the Government consider proven watertight compartmentation to be the same as permanent sealed buoyancy?

Answer:

The Government does not consider watertight compartmentation to be the same as permanent sealed buoyancy, as defined by ISO 6185-4.

Question 21 Section: N/A RFP Change? NO Question:

QUESTION 2: Section 079-2 – Is the requirement in ISO 6185-4 section 3.1 that the buoyancy tube comprise of more than 50% of the required total buoyant volume of the boat applicable for this solicitation?

Answer:

(1) ISO 6185-4 requirement for a RIB to have a buoyancy tube comprising not less than 50% of the total required buoyant volume shall not be applicable to the SSP HSB. (2) ISO 12217-3 Annex D, as referenced by ISO 6185-4, shall be applicable to the SSP HSB regardless of boat length.

Question 22 Section: N/A RFP Change? NO Question:

1- 078-1 Structural materials, Can 5083-H116 plate be used interchangeably with 5086? Note that 5083 is 25% stronger than 5086 after welding.

2-166-1 Collar, Is a solid foam collar tensioned by an interior bladder (hybrid collar) acceptable? This is the standard Wing collar design.

3-422-6 Underwater Sonar System (USS), Can more details be provided to ensure proper design and space allocation is provided for the USS. Is the intent to be mounted in the hull bottom or side?

4- Exposed or in a pocket 5-Can a model number be provided and/or manual on the system?

6-Please clarify what is meant by “4.5 inches deep (from the face of the hull toward outward) Answer:

N0002421R2295

(1) Spec Section 078-1 requires ASTM 5086 H116 for plate and sheet. 5083-H116 plate may not be used interchangeably. Exceptions must be approved by the Government for each case prior to construction. (2) Spec Section 166-1 requires a solid foam collar, a hybrid collar is not acceptable. (3) The details provided for the USS sytem mounting by Spec Section 422-6 are based on notional system parameters, further detail is not available.

USS installation reservation should be located on the exterior hull sides. (4) Protection is desired as possible during normal craft operation. Location provisions should not impede craft operation. (5) Model number or manual are not available for the system at this time. (6) The system protrudes 4.5" perpendicular from the hull mounting surface.

Question 23 Section: N/A RFP Change? NO Question:

Is there a requirement for a toilet/head accommodation since the mission endurance is specified in Spec Section 050-1 as 24 hours?

Answer:

There is not a requirement for a head/toilet accommodation Question 24 Section: N/A RFP Change? NO Question:

Section 084-2 of the Specification for the HSB requires that the trailer have: “Surge brakes on each axle using all stainless steel disc brake components (including stainless steel rotors, stainless steel brake caliper assembly with stainless steel cylinder and guide pins). Electric brakes shall not be used. Surge brake system shall include brake reverse lockout solenoid.” We have been advised by the trailer manufacturer that the largest surge brake actuator is rated for a trailer with a GVW of 20,000 lbs. With the change to the specification to increase the GVW to 25,000, the braking requirements should also have been changed. At a GVW over 20,000 lbs., the trailer will need electric over hydraulic or air/hydraulic brake actuation. Neither of those would need a lockout solenoid as the actuation method would not be mechanically applied. Will the Government allow electric over hydraulic or air/hydraulic brake actuation? Will the Government delete the requirement for a reverse lockout solenoid from both 084-2 and the list of required spares?

Answer:

“The Government will allow service air connections for air-over-hydraulic brake actuation in accordance with Specification Section 084-2. If air-over-hydraulic brake actuation is provided, a reverse lockout solenoid is not required for the trailer or spares.”

Question 25 Section: N/A RFP Change? NO Question:

Specs 079-2, 079-3, 085 Can the Government please clarify the applicability of ISO 6185-4 for this project, specifically as it pertains to the following:

(1) “the volume of the buoyancy tube may not comprise less than 50 % of the required total buoyant volume of the boat.”

(2) the criteria for the boat to meet the requirements of a level flotation test when the boat is swamped. Part of the calculations is determining the inherent buoyancy of the rigid parts on the boat, which the rules say shall be done in accordance with ISO 12217-3. This rule specifically applies to boats less than 6 meters in length.

Answer:

(1) ISO 6185-4 requirement for a RIB to have a buoyancy tube comprising not less than 50% of the total required buoyant volume shall not be applicable to the SSP HSB.

(2) ISO 12217-3 Annex D, as referenced by ISO 6185-4, shall be applicable to the SSP HSB regardless of boat length
