1.000 SCOPE
This Specification defines the requirements for the AUTEC Range Support Vessel
(ARSV). The ARSV will be an existing offshore supply vessel (OSV) converted for use as a US Navy range support vessel. The ARSV will replace the current range support vessel RANGE ROVER. The overall requirement is to provide all labor, services and materials to accomplish the delivery of the vessel activated from layup (if applicable), converted, and ready for service as a US Navy range support vessel.
The Contractor shall provide a suitable OSV for the conversion that meets the general principal characteristics and performance requirements of this Specification.
If the OSV is in lay-up status, the Contractor shall reactivate the vessel in accordance with the ABS Guide for Lay-up and Reactivation of Offshore Support Vessels. The Contractor shall complete all due and overdue surveys upon reactivation including any Special Surveys.
The Contractor shall convert the OSV in accordance with the requirements of this Specification. The conversion includes the following:
a. The conversion of any existing liquid mud tanks to ballast water tanks and the removal of any existing bulk mud tanks.
b. The design, installation, and certification of a Contractor furnished, folding-boom, deck crane.
c. The design and installation of a Contractor furnished hydraulic system to power the deck crane and various GFE mission equipment.
d. Installation of deck sockets for the installation of various GFE mission equipment.
e. The installation and testing of the following (GFE):
1. Telescoping Target Launching System (TTLS) which is a modified hydraulic shipboard crane
2. Ramp Recovery System (RRS), which is comprised of a centerline mounted U-frame, a recovery ramp for operation off the stern, and various other deck, hydraulic and electrical installations.
The Contractor shall complete all the inspection and survey requirements for delivery of the vessel with an International Load Line Certificate valid for 5 years. The contractor shall obtain the services of ABS, coordinate all required inspections, and perform any resulting required repairs. The Contractor shall submit to ABS all drawings necessary for review and approval in order to obtain an International Load Line assignment. The vessel shall be delivered with an ABS Classification certificate in accordance with the requirements of this Specification.
After the completion of all work, the US NAVY will take ownership of the vessel and operate it as a government owned, Public Vessel. The vessel will enter into service as a Navy testing range support boat.
2.000 DOCUMENTS
The following standards and documents are specified in this Specification. While every effort was made to ensure the completeness of this list, the Contractor is required to meet all specified requirements documents cited in this Specification, whether or not they are listed in this section. Compliance with referenced documents is mandatory even where the referenced document may use terms similar to “recommendation”, “guideline”, or “guidance” in their title or text.
Order of precedence - In the event of a conflict between the text of this document and the references (other than Regulatory Body requirements) cited in this document, the text of this document takes precedence. First tier references take precedence over sub-tier references in the event of a conflict. Nothing in this document shall supersede applicable laws and regulations unless a specific exemption has been obtained.
Silence of one document with respect to details or requirements in another document shall not be considered an inconsistency.
Effective issue - Where first tier references, such as industry standards, are referred to, the issue or revision/amendment in effect at Contract Award shall apply.
First Tier and Sub-tier Reference - Any referenced document that is directly cited for use or application by an identifying number or name in this Specification is a first tier reference for each particular use or application for which it is so cited. Any document that is cited in a first tier reference, or in a document referenced therein, is a sub tier reference. A document that is a sub-tier reference in one application may also be a first tier reference in another application when it is cited directly.
