NAVAL SEA SYSTEMS COMMAND

N00024-16-R-4402

QUESTIONS AND ANSWERS #1

3/28/2016

The following are answers to questions received from potential offerors. The answers provide clarification only and DO NOT constitute an amendment to the solicitation.

1. Work items 992-11-001 & 992-11-002 are listed twice in Attachment J-4 under two different subCLINs. Please clarify the correct SubCLIN for these work items.

a. Attachment J-4 will be updated via amendment to remove these WIs from subCLIN 001. These WIs will remain under subCLIN 002.

2. Work items 042-00-001 & 980-04-001 are listed on Attachment J-4 but were not provided as part of the work package on the CD. Please either provide the work item spec or remove the work item from Attachment J-4.

a. An addendum to Attachment J-1 is forthcoming to add these WIs.

b. Attachment J-4 will be updated to renumber WI 908-04-001 to 980-11-006 via amendment. CLIN 0017 will be amended accordingly.

3. Work item 042-67-001 was provided with the work package but is not listed on Attachment J-4. Please either add the work item to Attachment J-4 or confirm that it is not part of the solicitation.

a. Attachment J-4 will be updated via amendment to include WI 042-67-001 on

CLIN 0001.

4. Attachment J-5: Quality Assurance Surveillance Plan (QASP) was recently removed from the USS PAUL HAMILTON solicitation. Will the QASP similarly be removed from the USS RAMAGE solicitation?

a. The QASP will remain in the USS RAMAGE solicitation. Offerors are encouraged to review the QASP as it has changed from the version posted with USS PAUL HAMILTON. Prior to the due date for questions set forth in the RFP, offerors shall direct all questions and concerns with regard to the QASP directly to steven.galer@navy.mil and Elyssa.parana@navy.mil.

5. Will the pictures taken by the Government / 3PP ship checkers be provided to industry?

a. The Government does not have these pictures catalogued in such a manner that providing the pictures would be beneficial to industry. The pictures will not be provided.

6. Solicitation Attachment J-3 contains milestone “Start testing of 775052 temp AC Fwd Aft IC.” This alteration is not listed on the work item index or in the specification package. Recommend deleting milestone from Attachment J-3.

a. An amendment is forthcoming to delete this milestone from Attachment J-3.

7. WI 634-21-001 Ref 2.2 is not the Deck Covering Drawing, it is the structural arrangement drawing. Please reference the correct drawing.

a. Ref 2.2 has been verified as the Deck Covering Drawing.

8. WI 980-00-001 thru 980-90-009. Multiple AIT support work items require the contractor to provide containers, laydown areas, and office space for the “duration of the availability.” How much of this requirement will apply after the ship transits to the naval Station 105 days prior to the end of the availability?

a. All requirements for laydown area and office space will not apply after the HM&E Sea Trial when the ship returns to RAMAGE’s homeport. An amendment to the RFP is forthcoming to modify the end date of the period of performance.

9. WIs 980-00-001 through 980-90-009: Multiple AIT support work items require the contractor to place AIT Conex boxes “no further than 500 feet from the ship” without regard for the overall efficient execution of the availability. With the constrictions of pier width/length, required access for cranes, laydown area requirements, fire and emergency vehicle access, along with the Prime contractor and other AIT sponsors work including weather deck nonskid, it is often impossible to meet this requirement. Request the government revise the location requirement for all AIT support container locations to be “in the vicinity of the ship” in lieu of a specific distance that ultimately cannot be met for some of the containers.

a. The Government will modify the WIs via ERRATA.

10. Work items 634-11-002 and 003 do not provide reference drawing numbers to allow the contractor to determine the square footage of decking to be renewed or review for potential interference removals. Please provide proper references.

a. Specifications have been reviewed and are found to contain sufficient information to provide a proposal for these work items.

11. WI 980-90-009: We were unable to locate a BROTHER PPF2088 Laser Fax/Scanner

Machine to determine what an "or equal" machine would be so we contacted the Manufacturer and received a response that the item is discontinued. Please provide a new model # or description of the requirements.

a. The WI will be modified to address this issue.

12. Exhibits A through C, identified in Section J of the RFP, are not posted with the RFP.

Please provide these Exhibits.

a. These Exhibits were inadvertently omitted from the original FBO posting and will be posted to FBO.

13. Solicitation Section L Note 2 states: “The files on the CD shall be in a format that is compatible with and capable of being opened in Microsoft Office Suite 2007 or Adobe Acrobat. The material presented in electronic format shall be identical to the paper copy of the proposal. In cases where the hard copy and the electronic copy of the proposal conflict, the hard copy shall take precedence. All spreadsheets shall be in Microsoft Excel format such that each mathematical equation is obvious. No fields shall be password protected. If files are compressed, the necessary decompression program must be included.” May WinZip be used to encrypt multiple files?

a. WinZip may be used, provided all the requirements in Note 2 are followed.

14. The solicitation contains FAR Clause 52.211-11; LIQUIDATED DAMAGES-- SUPPLIES, SERVICES, OR RESEARCH AND DEVELOPMENT (SEP 2000). The Naval Sea Systems Command has generally only set liquidated damages for the completion date of the contract and this solicitation includes liquidated damages for several interim milestones in addition to the completion date of the contract. Please explain how the contractor missing an interim milestone results in probable damage to the Government, even if the contractor meets the completion date of the contract.

a. In accordance with FAR 11.501(b), the Government has calculated probable damages to the Government if the contractor does not meet the interim milestones identified. Upon the contractor's completion of the interim milestones identified, the Government must complete additional work, including bringing in Alteration Installation Teams (AITs) under separate contract vehicles. If the contractor does not meet the interim milestones, the Government must spend additional resources to accelerate the schedule of both the Government and AITs to complete their portions of the work on time. The daily liquidated damages for each interim milestone are based on the acceleration costs necessary to hold to schedule. The maximum liquidated damages for each interim milestone represent the maximum acceleration the Government and AITs can expect to absorb before a slip in the Availability completion date cannot be mitigated. The Government would also like to draw attention to Solicitation Clause B-1, Performance Incentive, incentivizing the contractor to complete Key Event Milestones early.

15. RFP Attachment J-5, Quality Assurance Surveillance Plan, provides the performance criteria, standards, and procedures for the Government’s surveillance and oversight of the Contractor’s performance to assure deliverables are timely, adequate, and complete and to assure performance is meeting the requirements specified in the contract. The plan permits the Government to assess unilateral monetary deductions. Some elements of the QASP may be seen as subjective and not objective. Please re-consider and establish objective criterion or remove the QASP from the RFP.

a. As stated by question and answer number 4 above, the QASP will remain in the USS RAMAGE solicitation. If an offeror views any specific element of the QASP as subjective rather than objective, please provide this information directly to steven.galer@navy.mil and Elyssa.parana@navy.mil, along with a recommended revision to the language on how to make the language more objective. This shall be done prior to the due date for questions set forth in the RFP. Note, providing this information does not guarantee a revision to the QASP. The Government would also like to draw attention to Solicitation Clause B-1, Performance Incentive, incentivizing the contractor to complete Key Event Milestones early.

16. Will the Government extend the due date for receipt of proposals?

a. The Government intends to extend the due date for receipt of proposals to 20 April 2016. Note, the Government does not intend to extend the proposal due date further. An amendment is forthcoming.

17. WI 313-80-001 para 5.3 lists kitted material and the 4720 is referenced in 2.8. However, the 4720 provided states “NO DRAWINGS FOUND FOR DDG 61 ALT SA 86517.”

Please provide a list of material the Government is providing for this Alt.

a. The list of GFM will be included in the WI via Errata. An amendment is forthcoming.

18. WI 462-11-001 reference 2.2, 462-8696527 Rev A AN/SQQ-89(V)15 FO Interface to

AN/UYQ-100(V)3 & ML was not supplied with original CD. Please provide this drawing.

Please provide an additional reference identifying required material information (Hose type, connection ends, material type, length, etc.).

a. Material list for WI 262-11-002 will be added via Errata. An amendment is forthcoming.

20. WI 262-11-001 para 1.1.1 & 2.4. Flex hose identified in 1.3.1 & shown on reference 2.4 does not contain material identification information. Please provide an additional reference identifying required material information (Hose type, connection ends, material type, length, etc.).

a. For bidding purposes the hose is 4" each 3 Ft long reuse the end fittings. Each new hose assembly shall be in accordance with Chapter 7, conforming to material of Chapter 5 of reference 2.2.

21. Work Item 982-31-001, revised 16 Feb 2015, Title : Dock Trial, Fast Cruise, and Sea

Trail: Accomplish. While Work Item 982-31-001 establishes the requirement for sea trials, it is silent on location of the sea trials. If the winner of the solicitation is not in the Norfolk homeport, will the sea trials scheduled for 8/14/17 and 9/18/17 be performed in Norfolk or can they be performed in the winning homeport?

a. Sea Trials on 8/14/17 and 9/18/17 will be performed from RAMAGE’s Homeport. The contractor POP will end prior to these sea trials as the intent of these sea trials is for Combat systems testing. See Amendment 0001.
