QUESTIONS AND ANSWERS #2

4/4/2016

The following are answers to questions received from potential offerors. The answers provide clarification only and DO NOT constitute an amendment to the solicitation.

24. Is the performance incentive identified in Clause B-1 different than the performance incentive included in past solicitations (e.g., USS MITSCHER and USS MCFAUL)? For the turnover milestones identified by Clause B-1 and Section C paragraph 3.5, which compartments are tied to these milestones?

a. Yes, the performance incentive identified in Clause B-1 is different than the performance incentive included in past solicitations. Offerors are encouraged to review clause B-1 and submit all questions and concerns with regard to clause B- 1 directly to steven.galer@navy.mil and Elyssa.parana@navy.mil

b. The RFP will be amended to identify the compartments for turnover milestones identified by Clause B-1 and Section C paragraph 3.5. The compartment release schedule for these compartments will be identified by WI 813-11-001.

25. The item description column in Attachment J-4, Pricing Workbook, does not match the titles of the work item specifications. In some cases the description is the location of the work. In other cases, such as work items 185-11-002 and 185-11-003, the wording in the J-4 description column does not match the work to be performed. Please update the item description field in Attachment J-4, Pricing Workbook, to remove any potential confusion.

a. Attachment J-4 will be amended to change the item descriptions.

26. WI 472-11-001 reference 2.2 (472-7498087) was not included in the reference package.

Please provide.

a. This document is now available from the Government by written request to steven.galer@navy.mil.

27. The solicitation requires the contractor to submit a schedule that integrates AIT's and other third parties accomplishing work during the availability. Will the Government provide, in Microsoft Project format, the POA&M for the known AIT's and other activities?

a. This information is now available from the Government by written request to

28. Paragraph (a) of Clause HQ L-2-0005 states the following: “Of primary concern are those contractual arrangements in which the Offeror provides support to Program Office PMS 407, those organizations listed in Section B, the DDG051 Class Planning Yard, and DDG / GS Third Party Planning, or related laboratories (if applicable), in support of operation of the office or any of its programs.” Is it the Navy’s intent to require disclosure of all “contractual arrangements” with “Program Office PMS 407” or only those providing support related to DDG 51 Class Ships?

a. If an Offeror's contractual arrangements with PMS 407 pose a potential conflict of interest, the Offeror is required to disclose this to the Contracting Officer in accordance with HQ L-2-0005. An amendment to the RFP will correct the typos in the RFP language.

29. WI 622-12-001 para 3.5 - 3.6: Does the Government want the contractor to plug weld, grind flat, then drill and tap holes again in angle iron, and then accomplish 009-32 for these newly disturbed areas? How many holes should contractor plan for plug welding and tapping?

a. Yes. Paragraph 3.5 states to plug weld existing holes and paragraph 3.6 states to drill and tap new holes. Offeror is to base the number of holes on the number of fasteners specified in para 3.2.

30. WI 583-11-001 para 3.7.1. Para 3.7.1 states to replace new seals, gaskets, o-rings, packing, springs, pins, sleeves, capscrews, nuts, washers, lockwashers, bushings, bearings, and parts listed in 5.1.2. Some of the parts in 3.7.1 may not need replacing.

Further, according to the tech manual, the manufacturer’s cage number is 53711, which is Naval Sea System Command (NAVSEA), Washington, DC. Contractors cannot procure from NAVSEA. Recommend 3.7.1 be changed to read “replace any missing or unserviceable parts and the parts listed in 5.1.2.” Provide a LOE parts clause to cover these parts that may be needed.

a. In accordance with para 3.4.2.2, the contractor is required to inspect each part for wear and defects, using 2.2 for accept or reject criteria. After the inspection is accomplished, the contractor will write a CFR identifying which parts can be reused and which parts must be replaced. If the Government chooses to replace any parts identified in the CFR, a change order will be issued.

31. WI 411-90-001 para 2.47: The RLAR listed in 2.47 revises material source from IAF to GFM. This does not agree with the 4720 dated 11/5/15. Please confirm the material listed in the RLAR referenced in 2.47 is GFM.

a. Latest 4720 version will be provided via RFP amendment. If there are differences between the 4720 and drawings or LAR/RLAR’s, price according to the Drawing or LAR/RLAR.

32. WI 472-90-001 para 2.17, 3.1, &5.3: Para 3.1 states to accomplish requirements of SA 80156K IAW Ref. 2.2 through 2.26 using the material provided in 5.3. The 4720 provided with this package states “No Drawings found for DDG 61 ALT 80156” and therefore doesn’t provide a list of material to install. Please provide the list of Government Furnished Material the contractor is to install.

a. Reference 2.13 RLAR 78511/DDG61/1156517 will be provided in an ERRATA.

34. The Solicitation includes Clause 52.211-11 - Liquidated Damages—Supplies, Services, or Research and Development (Sep 2000). This clause specifies an unlimited penalty related to late delivery. Unlimited damages could be excessive for a contractor. Will the Government consider amending the clause to specify a “Maximum Liquidated Damage” value for the “END OF AVAIL” milestone?

a. The Government will amend the RFP to include a maximum liquated damage.

The sum of liquidated damages, across all milestones in the table included in FAR Clause 52.211-11, shall not exceed 10% of the awarded price of the Availability, including all Base and Option Items.

35. WI 251-32-001 Para. 2.2 is a drawing that references "Authorized for use on USS

Monterey (CG-61), 9601 only." Please advise if offeror is to use this drawing as per work item states.

a. The reference drawing is acceptable to use for DDG 61. The stamp was not part of the drawing but instead part of the microfilm that the drawing was stored on.

The drawing without that stamp is available by written request to

36. WI 711-11-001 para 3.1 & 3.2 requests the contractor remove Port and Starboard MK

a. The MK 38’s are being removed to facilitate Ship’s Force preservation of the foundation. MK 38’s are to be removed from ship and stored in plant.

Government does not have shipping container for MK 38’s. Contractor will pack the gun mounts for shipping at the lowest level. This WI will be revised in a forthcoming ERRATA.

a. Latest 4720 version will be provided via ERRATA. If there are differences between the 4720 and drawings or LAR/RLAR’s, price according to Drawing or

LAR/RLAR.
