The following items are applicable to this modification:
Q&A Number Question and Answer
Q11 (U) Performance Specification for the TB-29X Thinline Towed Array Section 4.2.3 (U) Reliability Demonstration (RD) Section 4.2.3.1 (U) Component Level.
Pages 45-46
The test period (calendar days) required for the different tests identified in this section are identified by the individual test profile. Table 1 summarizes component level reliability demonstration individual test durations.
If all components necessary for this portion of the reliability demonstration are available at contract award, the component level reliability demonstration takes more than 20.6 months to complete, which exceeds the first article 20-month period of performance.
Is the above Table 1 Component Level test summary an accurate representation of the Navy’s specification requirement for component level reliability demonstration?
A11 No. The Performance Specification for the TB-29X Thinline Towed Array is modified as detailed below.
Q12 (U) Performance Specification for the TB-29X Thinline Towed Array
Section 4.2.3 (U) Reliability Demonstration (RD) Section 4.2.3.2 (U) Module Level.
Pages 46-47
The test period (calendar days) required for the different tests identified in this section are defined by the individual test profile. Table 2 summarizes module level reliability demonstration individual test durations.
Since the reliability demonstration requires successful completion of the component level testing prior to starting module level testing (4.2.3.1.5 second paragraph), the completion of module level testing is estimated at 41.6 months (component level 20.6 months + module level 21.0 months), which exceeds the first article 20-month period of performance.
Is the above Table 2 Module Level test summary an accurate representation of the Navy’s specification requirement for module level reliability demonstration?
A12 No. The Performance Specification for the TB-29X Thinline Towed Array is modified as detailed
Q13 (U) Performance Specification for the TB-29X Thinline Towed Array
Section 4.2.3.2 (U) Array Level.
Pages 47-48
The test period (calendar days) required for the different tests identified in this section are defined by the individual test profile. Table 3 summarizes array level reliability demonstration individual test durations.
If the array necessary for this portion of the reliability demonstration is available at contract award, the array level reliability demonstration takes more than 31.4 months to complete, which exceeds the first article 20-month period of performance.
Is the above Table 3 Array Level test summary an accurate representation of the Navy’s specification requirement for array level reliability demonstration?
A13 No. The Performance Specification for the TB-29X Thinline Towed Array is modified as detailed
Q14 (U) Performance Specification for the TB-29X Thinline Towed Array
Since the time necessary to conduct the specified reliability demonstration tests far exceeds the First Article period of 20 months, would the Navy consider conducting the TB-29X reliability demonstration as part of Engineering Services thereby decoupling reliability demonstration from First Article?
A14 No, the Navy has modified the Reliability Demonstration requirements for a 20 month duration of first article.
