The following items are applicable to this modification:
Q&A
Number Question and Answer
Q2 Performance Specification for the TB-29X Thinline Towed Array paragraph 4.2.4 Factory Acceptance
Tests (FATs) states that “FATs shall be described in the MTEPP and shall be conducted on every production unit. FATs shall be conducted to demonstrate compliance with performance requirements specified in Table 12.”
Question: Is it the Navy’s intent to require component level water saturated Isopar (WSI) FATs testing on all deliverable TB-29X acoustic channel assemblies as specified in Table 12 Factory Acceptance
Tests (requirement section 3.2.1.1.3, section title Acoustic Sensitivity relevant paragraph 1, s1)? Did the
Navy intend for this to be a first article test rather than factory acceptance tests?
A2 No, the Navy does not intend to require component level water saturated Isopar testing during Factory
Acceptance Testing. The Performance Specification for the TB-29X Thinline Towed Array is modified as detailed below.
Q3 Performance Specification for the TB-29X Thinline Towed Array paragraph 4.2.3 Reliability
Demonstration (RD) requires a test program that greatly exceeds the 18 month period of performance specified for first article delivery. RD testing, as defined in subsequent subparagraphs, is primarily driven by the required number of pressure and temperature cycles, ramp, and hold times.
Question: Is it the Navy’s intent to complete RD testing within the first article delivery period of performance? If so, recommend reducing the number of test cycles and hold times consistent with an
18 month first article period of performance.
A3 Yes the Navy’s intent is to complete Reliability Demonstration during First Article Testing. The First
Article duration shall be extended to 20 months as detailed below.
Q4 Performance Specification for the TB-29X Thinline Towed Array paragraph 4.2.4 Factory Acceptance
Tests (FATs) and SOW paragraph 6.2 Test, Acceptance, and Evaluation are silent with respect to FATs including tension testing, system level pressure, burn-in, and vibration.
Question: Are these Factory Acceptance Tests no longer required for TB-29X production arrays?
A4 Factory Acceptance Testing should include tension, pressure, burn-in and vibration. The Performance
Specification for the TB-29X Thinline Towed Array is modified as detailed below.
Q5 NUWC-NPT Technical Document 12,051; 15 January 2015; Performance Specification for the TB-29X
Thinline Towed Array; page 37 section 4.2.2
Question: The DCT tests addressed in Section 4.2.2 of the spec states that “Successful completion of the DCTs marks the transition from the hardware design phase to the hardware production phase.” The
Specification Paragraph 4.2.3 defines a set of tests required to provide a Reliability Demonstration (RD) at the component, module, and array levels. The RD tests are not addressed in the SOW, and there is no definition of entrance and exit criteria provided. Is completion of the RD tests tied in any way to production start once the DCTs are successfully completed, or are they intended to be an independently-performed reliability demonstration not directly tied to First Article completion or production start?
A5 The Reliability Demonstration is intended to be completed during First Article. No, the Reliability
Demonstration is not tied to the start of production.
Q6 NUWC-NPT Technical Document 12,051; 15 January 2015; Performance Specification for the TB-29X
Thinline Towed Array; page 48 section 4.2.4 and Table 12
Question: The 168-hour burn-in requirement from the TB-29A PIDS is not included in the TB-29X specification. Requirements for pressure, vibration, tension, and handling as part of TB-29X FAT testing are not included in Table 12. Is it truly the Government’s intent to eliminate the requirement for pressure, vibration, tension, and handling as part of the thinline towed array FAT?
A6 Factory Acceptance Testing should include tension, pressure, burn-in and vibration. The Performance
Q7 The TB-29X specification, sections 3.2.1.2.22 and 3.2.1.2.10, explicitly specifies Preamp CAL as well as Hydrophone CAL. The specification, section 3.2.1.2.7 states “The calibration signal shall be added synchronously and in phase into each acoustic channel preamplifier”. The TB-29A specification does not distinguish between Preamp CAL and Hydrophone CAL.
Question: Would the government entertain making Preamp CAL an objective requirement?
In a repair situation, Hydrophone CAL provides the ability to isolate a failure to the Lowest Repairable
Unit (LRU). Preamp CAL provides limited benefit to the repair and maintenance of the TB-29X modules.
A7 The Government has removed the preamp CAL from the performance specification. The Performance
Q8 The TB-29X specification states in section 3.2.1.2.27 “All telemetry components that are to be located in the acoustic modules within submarine thin-line arrays shall not exceed 5.1 inches in length and
0.625 inches in diameter within the acoustic aperture and 0.69 outside of the acoustic aperture”. In the
TB-29A specification the maximum diameter of all internal components within the array shall not exceed 0.78 inches in diameter excluding the Heading Sensor.
Question: For components outside the acoustic aperture, would the government accept the 0.78 inch diameter specification in conjunction with meeting the new radial force requirement?
Question: Should the Heading Sensor be excluded from the component diameter requirement as in the
TB-29A specification?
A8 Yes, the Navy will accept a requirement change to the 0.78 inch diameter and exclude the engineering sensors from the component diameter requirement. The Performance Specification for the TB-29X
Thinline Towed Array is modified as detailed below.
Q9 The TB-29X specification states in section 3.1.1.3.2.1 “The VIMs shall be built IAW DWG 1733D0118 and DWG1733D0168”.
Question: Does the government intend to support the 5 VIM heavyweight configuration?
A9 Yes, it is the Government’s intent that the TB-29X will support a 5 VIM Heavyweight configuration.
See the Performance Specification for the TB-29X Thinline Towed Array, Section 3.2.3.
