In Att L-9, the Contractor is required to provide a price for both the original version of the service bulletin CFM56-7B-SB-72-0929 (SLIN X082AH) & Rev 2 of the same service bulletin CFM56-7B-SB-72-0929-R02 (SLIN X082BC). This SB replaces the HPT Rotor Disk which is a Life Limited Part.

Does the government want prices for both the original version of the SB as well as revision 2?

Is the contractor expected to include the price of the Life Limited part (2410M49P02) as part of the Service Bulletin or is the LLP to be purchased under the LLP CLINs (X062, X075, X090)?

Price should be for CFM56-7B-SB-0929-R02 only. The replacement of the HPT Rotor Disk at the schedule time interval. The LLP is to be purchased under the LLP CLINs X026, X075 or X090.

SLIN X082AH has been updated in amendment 01to contain the CFM56-7B-SB-0929-R02 service bulletin information. SLIN X082BC has been removed in amendment 01as it is now a duplicate of updated SLIN X082AH.

Engine service bulletins SLINs X082XX work location "Concurrent with AEPD" has been changed to "Concurrent with Engine Induction for Repair" In amendment 01.

Per Attachment L-5 summary Tab CLIN X012 is for Technical Directives Modifications and Retrofits and CLIN X014 is for O&A for Technical directives. What is the difference between these two CLINs?

Attachment L-8 does not list CLIN X012 on its summary or each option tab. As a result there are no values to plug into Attachment L-5 for CLIN X012. CLIN X014, however, has hours & material dollars in attachment L-8 to be used for evaluation purposes.

Is the US Navy going to update Attachment L-8 to include evaluation values for CLIN X012?

CLIN X012 will be used for Technical Directives and Service bulletins that are not priced out in Attachment L-9 (i.e. a technical directive is added). In the case of a technical directive being added that was not defined and priced, CLIN X012 will be charged. CLIN X014 is for Over and Above work associated with CLIN X013 (FFP Technical Directives, Modifications, and Retrofit).

X012 has been added to Attachment L-8 in amendment 01.

A subsequent synopsis change on 6 Oct. at FBO.gov stated that the submittal date was changed to 9 Jan. 2017, but Amendment 0001 did not include this change. Is the official due date for proposals changed to 9 Jan.2017?

The complete Volume 3 Past Performance and Volume 1 Executive Summary will be submitted January 9, 2017 and will include the final version of the subject tables.

Can NAVAIR provide clarification on the Small Business Goals, the Contractor is unable to find the Small Business requirements in any documents in the solicitation
Small Business Goals are to be supplied by the offeror in its Attachment L-2 submittal. There are no required minimums. However, Annex A should address all requirements in Section L Part B Paragraphs 2.1.8 and 2.28 as applicable. The subcontracting plan should be submitted in accordance with FAR 52.219-9 and DFARS 252.219-7003. The plan should address 5252.219-9501 “LESS THAN FIVE PERCENT SMALL DISADVANTAGED BUSINESS SUBCONTRACTING GOAL (NAVAIR) (MAR 1999)” if applicable.

NAVAIR will not supply the industry day slides. The procurement strategy has changed since industry day was held.

"Reference P-8A Integrated Maintenance Program Depot Specification - Revision A, dated 30 October 2016, page 1-2, 1-1.1.c.(1), indicates some requirement for NDI, however there is no specific link that directs specific tasks to be performed nor is there any specified interval based upon the data we received in the first CD. The most recent CD received did not appear to include any specific NDI information.

This reference paragraph states that, ""The AEPD requirement includes, but is not limited to:

(1) A thorough and comprehensive inspection of selected aircraft structure and flight critical components by visual and appropriate Non-Destructive Inspection (NDI) methods with repair as required to ensure the serviceability of the affected structure until the next sequential Depot induction."" "

The NDI requirements come from Damage Tolerance Analysis. At this time the scheduled tasks that will be require NDI (or supplemental inspections) are still in development.

A place holder in Appendix C of the AEPD specification. Tasks will be added in the next update to the Spec.

All NDI new requirements will be performed under the O&A T&M CLINs until incorporated into SPEC

SLIN X082BB - Service bulletin Honeywell-SB-49-7032 (APU - 3.0 INCH DIAMETER SURGE CONTROL VALVE - Inspection of the Chrome Plating on the Butterfly Shaft, PN 3180688-1) is for inspection of an APU Bleed Air Subcomponent.

This component is not installed on the CFM 65-7B engine and should not be included in the list of SB’s for the engine MRO.

Recommend deleting this Service bulletin.

The Government concurs with deleting Honeywell-SB-49-7032 SLIN X082BB.

SLIN X082BB will be removed from Attachment L-9. Attachment will be updated in Amendment Two of solicitation.

Proposal Pricing Question

Workscope 3.5.1 calls for SB categories 1-6.

CLIN 82 calls for accomplishment of SERVICE BULLETIN 72-0863.

SERVICE BULLETIN 72-0863 is defined as category 7.

This is just an example there are other category 7 SBs.

There appears to be a contradiction here.

Should we include the price of the SB in the pricing of the CLIN contradicting the Workscope?

Anything above a Category 6 SB are customer convenience/option items and are funded on a case by case basis.

The Contractor should provide FFP pricing under CLIN 0082.

Anything above a Category 6 SB will be determined for incorporation prior to induction of the Engine.

Block 9 on the original solicitation establishes the proposal due date as 21 December 2016. The amendment 0001 does not extend the due date. Therefore, the due date officially remains 21 December. However, the FEDBIZOPS synopsis message posted to the website on 6 October 2016 states “The Proposal submittal date for this solicitation N00019-15-R-2004 is hereby updated to 9 January 2017 (1000 Eastern Time).”

What takes precedence? The solicitation document that states 21 December? Or, the FEDBIZOPS webpage that states 9 January 2017?

The official Due date is changed to 9 Jan. 2017. This will be updated in the upcoming amendment.

Question: when work is not performed on P-8A when within a secure perimeter, which is within a TSA controlled hangar under 49 CFR part 1542 and meets the requirements of the 49 CFR part 1554 Aircraft Repair Station Security rule, can the control point be closed and locked and thereby eliminating the need for persons to be staffed at the control point?

In the Q and A provided by NAVAIR in response to question 151, lists a reference in the answer that has not been provided by NAVAIR, in which bidders are in need of this reference to establish proper timetables for changing the Flap Track Support Fittings.

A) The driving document is the BULLETIN SUPPORTING DOCUMENT (BSD) FOR P-8 SERVICE LIFE BULLETIN (SLB) NR-001, AIRCRAFT STRUCTURAL LIFE LIMITS FOR FLIGHT HOURS AND LANDINGS.

B) Tracking will be accomplished via OOMA and SRC.

C) The requirement is landing based and may not coincide with a every DEPOT event."

Are contractor’s to price the CLINs or the Induction Schedule?

It appears that there is a mismatch between the quantities of aircraft in the CLINS as compared to the quantity of aircraft in the induction schedule.

Gov’t review indicates that the CLIN quantities and the quantities induction schedule are the same. Please cite the specific discrepancy if it is perceived that a disagreement still exists.

There are differing dates given in the Induction Schedule (initial induction aircraft 1 is 01/09/2018) this is different than that of the information provided on Industry Day information, can NAVAIR verify the actual first induction date.
The date of the first induction is in the N00019-15-R-2004 solicitation are correct.

Question 166 Will the Government provide the P-8 Layout of Passenger or Equipment Accommodation diagram?

Yes. The this information is in the P8 maintenance manuals and will be provided with the Technical Data CD referenced in the RFP
