Question # Question Answer

The contractor requests the following information for all scheduled and/or unscheduled engine removals to date;

A. Shop visit reports and findings

B. Part scrap/fallout rates, and

C. Borescope condition reports

A. No the Government will not provide shop visit reports and findings:

Information requested is CFM proprietary data and not property of the government.

B. Part Scrap/fallout rates: Current projected scrap rates have been provided in the proposal Section L Part B, section 3 Firm Fixed Price Clins .

C. No the Government will not provide the Borescope Condition reports:

Information requested is CFM proprietary data and not property of the government.

The bidder requests that the Government provide known/reported Engine

Trend Data and current EGT fleet margin. Government will provide Engine Trend Data and current EGT fleet margin via a follow-up posting to FBO NLT next week.

In reference to the Government's engine wash program, the contractor requests that the Government provide the frequency of wash as well as a detailed description of the process followed.

The Government is performing engine washes per AMM task 72-00-00-100-

803-F00 every 100 flight hours.

Subject: CLIN X012 Costs

Question(s):

a) Will the Government clarify where CLIN X012 T&M costs should be included? Will the Government revise Attachment 8 to include CLIN X012?

a) X012 T&M costs should be included in the Attachment L-8 and respective

Section B.

Subject: Facilities and Equipment

RFP Reference(s): Section L paragraph 2.1.1 Facilities/Equipment: “. . . The

Offeror shall provide a listing of all equipment to be utilized, including but not limited to, welding, plating, cleaning, Non Destructive Inspection (NDI) process requirements . . . “

Discussion: A list of equipment at the depot maintenance facility to “be utilized” during inspection, maintenance, and repair activities could range from screw drivers to tugs resulting in an extensive number of line items and number of pages. In addition, data required for the listing is not well defined.

Question(s):

a) Will the Government provide additional detail regarding the types/categories of equipment to include in the equipment listing?

b) Will the Government provide equipment list headings to identify the categories of required equipment data or provide a template?

c) Will the Government exclude the equipment listing from the Section L page and font format requirements?

d) Will the Government accept the equipment listing in the contractor’s native format?

e) Will the Government accept the equipment listing on multiple CD’s in lieu of multiple hardcopies?

a) No The Government will not provide an equipment listing by types/categories. The government does not require a listing of common hand tools used in performance for the contract.

B) No the Government will not provide equipment list headings or a format to identify categories.

c) No the Government will not exclude equipment listing from Section L page and font requirements.

d) The contractor's format is acceptable as long as it complies with Section L paragraph 2.0 .

e) No Format shall meet the requiremnts of Section L (electronic and hard copy should be submitted).

Subject: Best Value Anticipated Quantity

Discussion: Primary Best Value Awardee Up to Quantity inclusive of minimum for AEPD is 86. However, CLINs X002 and X003 require pricing of

94 AEPD.

Question(s):

Will the Government clarify the “up to” quantity?

The referenced document Attachment L-8 does not include CLINs X002 and

X003. Attachment L-8 is used for the T&M CLINs only.

The “up to quantity” is spelled out in Section H. This is the quantity that the primary contractor may receive during a specified period of time. The quantity will be determined prior to the Request for proposal (RFP) release for the option years.

The secondary contractor will only recieve the minimum quantity.

As stated in Section H of the RFP the primary and secondary contractors may differ in each of the Sections of the H-clause ( Section I- Depot Stand Up and Airframe/Engine Inductions; Section II- Airframe AOG and Engine Field

Assessment and Repair; and Section III- Airframe Unscheduled Maintenance and Engine Field Maintenance and Modifications). They will also differ depending on the outcome of the Fair Opportunity Competitions during each established period of the MAC.

Subject: CLIN 0001 Clarification

Discussion: H-1 discusses base period consisting of stand-up and cites “2”

(presumably aircraft) for AEPD induction. Section C Item 0001 addresses routine standup efforts. If “2” represents inductions during phase in/standup, and if the contract is awarded in CY17, the aircraft AEPD induction due in January would require rescheduling to be concurrent with standup.

Question(s):

Will the Government clarify what is to be priced for CLIN 0001?

See SOW Paragraph 9.1 Depot Stan-up/Stand-down for FFP CLIN 0001 scope.

This is CLIN is for the transition period following contract award to prepare for the first aircraft induction to stand up the contractors facility.

The “Quantity of 2” in CLIN 0001 refers to the number of standups to be completed. Two Airframe facilities will be stood up one for each of the MAC holders.

Discussion: Section B requires pricing of 109 AEPDs: CLINs X001, X002 X003, X007, X008 and X030 while Section H totals 87 AEPDs as the “up-to-total quantity” for the primary best value awardee. As a result, work beyond the contract requirement will be priced, potentially distorting the proposed pricing and not in compliance with FAR Part 15 which requires that the offerors’ cost and pricing must match the contract requirements.

Question(s):

Will the Government clarify the maximum AEPDs to be priced?

Discussion: Section B requires pricing of 109 AEPDs (SHOULD BE 107 AEPDs see below): CLINs X001, X002 X003, X007, X008 and X030 while Section H totals 87 AEPDs as the “up-to-total quantity” for the primary best value awardee.

There are a total of 107 AEPD inductions in section B and attachment 19.

Contractor's should include pricing for the total maximum of 107 AEPDs.

CLIN 0001 is not for airframe inductions. Section H currently has 108 total.

Option period 2 primary awardee is off by one. This will be corrected in a forthcoming amendment.

As a result, work beyond the contract requirement will be priced, potentially distorting the proposed pricing and not in compliance with FAR Part 15 which requires that the offerors’ cost and pricing must match the contract requirements.

The pricing proposed is the overall IDIQ MAC. The MAC will price FFP and wrap rates for the T&M CLINs establishing Not to Exceeds (NTEs).

During each fair opportunity competition for each of the option years each basic IDIQ contract holder will be given the opportunity to adjust their original NTE prices downward prior to the exercise of the particular Option

Period, establishing the Firm-Fixed prices and T&M Rates for the Option

Period about to be exercised.

The FFP CLINs are based on a unit of “each”. Therefore whatever amount of

Question(s):

Will the Government specify the time period between the quarterly bidding of out years 4-7 and the related scheduled aircraft inductions? The Offeror recommends no less than a one-year period to facilitate hangar utilization planning to ensure hangar availability for P-8 inductions.

Option Periods 3-6 are semiannual periods, meaning there will be a Request for Proposal (RFP) released every 6 months during that Option Periods Year.

There are no quarterly periods.

The requirements for those option years are spelled out in Section H (H-1

Clause).

Subject: Compliance with Technical Documentation Requirement

Specification

Discussion:

a) The Offeror is required to describe a plan to comply with the technical documentation requirements listed in this solicitation per Attachment 5, P-

8A Integrated Maintenance Program Depot Specification.

b) The Offeror is required to illustrate each critical repair process by means of a flow or block diagram in accordance with slide format herein.

Question(s):

a) Will the Government clarify where or what the technical documentation requirements are?

b) Will the Government provide the location of the “slide format herein?”

a. The format is for the Contractor to decide as long as the above (a though

d) processes are answered.

“For each critical repair process the Offeror shall:

a. Identify, how the process is monitored to ensure compliance with quality requirements;

b. Identify, any process, or portion of a process, which will be accomplished at a vendor or satellite facility;

c. Describe the quality measures taken to ensure the integrity of the effort or service performed by the vendor or satellite facility; and

d. Include a description of the documentation and controls at the point in the process where a part is sent to a vendor or satellite facility for additional work or inspection, and at the point in the process where these parts are returned to the in-house manufacturing process. The Offeror shall provide a list of all vendors or satellite facilities to be used for each critical repair process.”

b. The format for the slides for the contractor to complete are as found in

Section L Paragraph 2.1.5 Technical Processes.

Subject: P/N clarfication

RFP Reference(s): Tech Data

Question(s): TD 737-Sl-32-168 specifies that 161A1130-3 is to be installed;

however, IPB shows PN 161A1130–10 or -12. Please advise correct PN.

Government will remove this TD

Subject: Mission Equipment

RFP Reference(s): Tech Data

Question(s): Can the Gov provide documentation for the removal and installation of the E820 Thru E860 Mission Equipment Racks? The Aircraft

Maintenance Manual provided doesn’t cover this information.

Government provided the AMM Interim Rapid Action Change IRAC on

12/5/2016 via ARMDEC. IRAC provides the removal instructions.

Request. Q and A number 154 indicated the government was going to provide Boeing Drawing 403A3014 (Boeing Livery paint) which provides the data necessary to develop a FFP quote for the strip and paint requirement of the P-8. However, the Government has not provided this drawing, to the best of our knowledge, to date. Request NAVAIR provide Boeing Drawing

403A3014 (Boeing Livery paint) to all offerors.

Government provided Drawing via ARMDEC on 12/5/2016

SOW paragraph 8.18 states, “The contractor shall be responsible for the correction of aircraft systems discrepancies not identified during the pre-operational checks.” This statement exposes the contractor to significant risk."

Would the Government consider bounding the risk by stating “The contractor shall be responsible for the correction of aircraft systems discrepancies not identified during the pre-operational checks and due to obvious contractor generated damage.”

Yes Government will revise SOW to the following; "The contractor shall be responsible for the correction of aircraft systems discrepancies not identified during the pre-operational checks and due to contractor generated damage.”

SOW paragraph 8.21 states, "(FFP CLIN X025) The requirement for unscheduled aircraft strip and paint may occur due to unforeseen material condition issues caused by unique operational environments. This may be concurrent with AEPD 2 induction, which does not require stripping and repainting of the aircraft. It may also be accomplished as a Drop-In

Maintenance effort."

Does the Government intend for CLIN X025 to be only ordered with a concurrent AEPD 2 or as a Drop-In Maintenance effort? Does the

Government intend for offerors to bid induction and delivery efforts with

CLIN X025, or will those costs be associated with either the AEPD 2 induction or as a Drop-In Maintenance effort?

1. Yes, the Government intent is to order CLIN X025, if required, concurrent with AEPD 2 or as an unscheduled maintenance Drop in.

2. All costs associated with induction and delivery should be bid to the applicable FFP AEPD CIN or will be paid for under the T&M Unscheduled maintenance CLIN. These costs should not be bid to CLIN X025.

Is there a possibility of extending the submission date? NAVAIR is currently not anticipating on extending the submission date beyond 9 January 2017. If the decision is made to extend all offerors will be notified via a proposal amendment.

Can the final submission and proposal be submitted through a DVD copy instead of hard paper except for cover letter and some company write ups. No. All offerors are required to submit electronic and hard copies of their proposals in accordance with Section L of the RFP.

Will NAVAIR consider Part B Engine maintenance a FAR part 12 requirement?

NAVAIR is aware of the preference for acquiring commercial items and the applicability of FAR Part 12 to the procurement of commercial items. For the reasons given below, however, it has been determined that NAVAIR's P-

8A/CFM56 engine MRO requirements are best met by the current combined airframe/engine solicitation under FAR Part 15 procedures.

While it is true that the CFM56 engine is a commercial item, it is not necessarily true that the CFM56 engine portion of the current MRO solicitation is likewise commercial. Even if it were, however, NAVAIR's continual reassessment of its needs and the proper contracting strategy supports the use of one contract vehicle/solicitation for the entire P-8A system (airframe and propulsion system). While the P-8A is based on the commercial Boeing 737 airframe, the P-8A itself is not a commercial item and will be acquired under FAR Part 15. Therefore, even if the CFM56 engine portion of the current MRO solicitation calls for commercial services

(which is not necessarily the case), NAVAIR would lose the potential benefits of procuring the MRO services for the combined/entire P-8A system if the

CFM56 engine portion were broken out merely to use FAR Part 12 (which would retain the ID/IQ, fixed price/T&M, and no cost or pricing data requirement of the current FAR Part 15 solicitation). There is no requirement that commercial item components be broken out of a solicitation for a noncommercial item solicitation when the Agency has determined that a single competition for the complete system is in its best interests.

Question 253 is still not answered to where by Contractor knows and understand how many AEPD's will be performed by Primary and Secondary

Contractors in accordance with the Airframe Induction Schedule

Attachment 19.

Attachment 19 shows a total of 10 aircraft to be inducted into AEPD in the base year yet the reference answer from Government to Question 253 states "The date of the first induction is in the N00019-15-R-2004 solicitation are correct." Drawing from that, is Contractor to plan for AEPD during the base period as stated in the Solicitation quoted below. Primary is to receive up to 5 total AEPD with a minimum quantity of 2 and the

Secondary is to receive a minimum quantity of 2. This indicates that with 10 aircraft being inducted utilizing Attachment 19 in the Base Period that the

Primary and the Secondary would each receive 5 AEPD during the Base

Period.

Although attachment 19 shows a quantity of 10 for 2018, the base period

Period of Performance (PoP) is award through 30 September 2018. To avoid confusion, Attachment 19 will be clarified to show the breaks between the base and option periods in a forthcoming amendment
