INSTRUCTIONS

DON CPI Work Breakdown Structure (WBS) Tool Instructions
1. Program Office Protection Lead (POPL):
It is highly recommended that the Acquisition POPL familiarize themselve with the CPI Identification Process Standard Operating Procedures (SOP) prior to beginning any work on the process.
POPL should take the blank WBS tool and fill out the following sections:
• Program WBS System Components/Elements. Pre-filled for NAVAIR efforts but can be modified per POPL.
-This is a system "functional decomposition" of the entire program, ensuring to identify those specific components/elements or attributes that give the system its ability/capabilities.
• POC for each component/item listed.
-The SME assigned should be an individual with the technical background to make a knowledgeable decision on why this information should (or should not) be protected. An SME can be assigned to more than one component, or multiple SME's for the same component (just list the component more than once).
• Designate which personnel (SME's) will be IPT members.
- These personnel will participate in the survey questionnaire (DON CPI WBS Tool) itself as well as the decision making process for the rest of the CPI Identification process.
After completion of these items return the DON CPI WBS Tool to the Commands RTP Lead (who sent you the DON CPI WBS Tool)
2. Subject Matter Experts:
There are TWO required areas to complete:
• FIRST: Please respond to the questions for each area which you are an listed as the "assigned POC" for the “EXTERNAL review" questions 1-11 and “INTERNAL review” questions 1-5 on the "WBS CPI Questions" Tab. Most responses are ‘YES’ or ‘NO’, for those that require additional information, provide that response in the space provided under the question. ALL answers must be kept in the same row as the assigned WBS Component/element for which the response applies.
• For all the questions that use the term or phrase 'technology', it refers to all information in any form about that WBS component/element.
• To easily view all the questions, simply scroll/follow from left to right across the questions, answering each. The assigned WBS component/elemnt and your name will remain viewable across the entire sheet for your convenience. There are 'help bubbles' in the comments for most questions (near the top).
• SECOND: Complete the information requested in the “C-CPI Supplemental” Tab for any “Yes” answer to the WBS questions from the INTERNAL review (questions 1-5). Provide all the requested information as this data will be used to help make a final determination of CPI and ultimately of required countermeasures applied to protect that CPI.
ALL answers must be kept in the same row as the assigned WBS component/element for which the response applies.
• If you have any questions while completing the survey questions or other portions of the CPI WBS tool, please contact (insert POPL name); unclas email: (POPL)@navy.mil; Ph. .
IF YOU HAVE READ AND UNDERSTAND THESE INSTRUCTIONS GO TO THE "WBS CPI QUESTIONS" TAB AND BEGIN COMPLETING THE QUESTIONNAIRE.

TABLE - 1 -Level of Consequence Table
NOTE: THIS TABLE IS USED IN CONJUNCTION WITH QUESTION #4 ON THE C-CPI SUPPLEMENTAL TAB. USE IT TO DETERMINE THE APPROPRIATE 'LEVEL' AS DESCRIBED ABOVE AND ANSWER TO THE BEST OF YOUR KNOWLEDGE OR ESTIMATE. IF A LINE ITEM C-CPI IS DETERMINED TO BE (FINAL) CPI, THIS LEVEL WILL BE USED LATER TO HELP DETERMINE THE APPROPRIATE AND APPORTIONATE COUNTERMEASURE TO BE APPLIED TO PROTECT THAT CPI.
