About this file

This document is an appendix to a Request for Proposal (RFP) issued by the Maryland State Department of Education (MSDE) for Child Care Scholarship (CCS) Customer Service and Administration functions. The appendix establishes Veteran-Owned Small Business Enterprise (VSBE) participation requirements and goals for the procurement. Bidders must structure their performance procedures to achieve the stated VSBE participation goal, which is specified in the Key Information Summary Sheet of the solicitation. All VSBEs must be certified and registered on Maryland's eProcurement platform, eMaryland Marketplace Advantage (eMMA), at the time of bid submission. Bidders are required to identify specific work categories suitable for subcontracting, conduct outreach to potential veteran vendors through the State's Directory and resources such as VetBiz, solicit VSBEs before the proposal deadline, make documented personal contact attempts with solicited VSBEs, assist with bonding requirements where necessary, and attend pre-bid meetings scheduled by the procurement agency.

Bidders must submit a completed VSBE Utilization Affidavit and Prime/Subcontractor Participation Schedule with their proposals, committing to meet the VSBE goal or requesting a full or partial waiver with documented good faith efforts justification. When a VSBE serves as the prime contractor, the State may count up to 100 percent of the distinct, clearly defined work performed by the VSBE's own workforce toward meeting the goal. The apparent awardee must provide the VSBE Project Participation Statement and any required waiver documentation within 10 business days of notification of award. Throughout contract performance, the contractor must submit monthly VSBE participation reports to the Contract Monitor and State VSBE representative by the 10th of each month, listing paid and unpaid invoices from VSBE subcontractors. The contractor must maintain detailed records of all VSBE and non-VSBE subcontractors, work performed, and dollar values for three years after contract completion and make these records available for State inspection upon request.
